- The purpose of the Iraq Governance and Performance Accountability (IGPA) project is to advance effective, accountable, and transparent governance in Iraq.
- This USAID effort, implemented by DAI, works with the Government of Iraq (GOI) at all levels to better respond to citizen needs by supporting reform initiatives and Iraqi change agents on inclusive governance and public sector transparency, accountability, and economy.
- “Reform initiatives” includes support to improve service delivery functions, public financial management, and open government initiatives.
- IGPA will support the GOI and the citizens of Iraq in forming partnerships and collaborative efforts to solve problems jointly.
IGPA has four (4) objectives:
- Enhance GOI service delivery capacity
- Improve public financial management
- Strengthen monitoring and oversight of service delivery and public expenditure
- Support Iraqi change agents (cross-cutting objective)
- Under the anticipated Climate Change Governance activity, Task Order 6, IGPA will support the Government of Iraq (GOI) as it seeks to increase its efforts at addressing climate change issues as part of its commitment to the UN Framework Convention on Climate Change (UNFCCC).
- The purpose of this task order is to provide technical assistance under the general scope of the overall contract through three tasks: a) Improving climate change governance in key sectors b) Supporting GOI in addressing climate changes, including engaging Iraqis and COP26 participation; c) Supporting provincial level climate change governance.
- IGPA Task Order 6 must coordinate and complement activities closely with the Governments of Iraq, other USG-funded activities, and other donor-led initiatives designed to strengthen climate change adaptation in ways that leverage their investments to ensure burden sharing and build upon achievements and lessons learned from past climate change adaptation initiatives.
- The Task Order Team Lead will be required to ensure activities are not duplicative of the past and/or currently ongoing efforts through other funding sources. The Team Lead should closely coordinate to ensure synergy with other Climate Change related projects, these include, but is not limited to, USAID/Iraq’s IGPA’s TO4, Water and Energy for Food (WE4F), WADA, DCEO, FFER, FFS, US State Department activities, and activities funded by the World Bank, multiple UN-funded and/or implemented activities, the Japan International Cooperation Agency, etc. The Task Order will be closely coordinating with all of the relevant federal Iraq entities.
Responsibilities and Key Tasks:
- The TOTL will be extensively involved in the technical application of the project in addition to overall administration and team management. Specifically, the TOTL will:
- Build on existing IGPA activities related to water, solid waste, and electricity to focus efforts on supporting critical governance improvements related to climate change in these three sectors, as well as reflecting its expansion in the agribusiness and agriculture sectors
- Support GOI to address climate change, including engaging Iraqis and COP26 participation, through public awareness, citizen engagement, and support to Iraqi’s National Adaptation Plan (NAP).
- Leverage IGPA existing provincial experience and engage with provincial government entities to move forward the GOI climate change strategy in a number of ways including:
- a. Support to the reactivation of the provincial council of environmental improvement and protection.
- b. Support provincial level climate change initiatives through the Higher Commission of Coordination Among Provinces Secretariat (HCCPSec).
- Maintain direct responsibility of approximately 4 local staff members as well as intermittent international experts as required.
- Communicate the strategy, activities, successes, and program challenges to USAID in close coordination with IGPA’s Chief of Party or designate.
- Interact daily with climate change programs, national and provincial government officials, and Ministry of Environment staff.
- Oversee reporting requirements for task order, including annual work plan, weekly briefs, monthly performance reports, semi-annual progress report, annual report, and final report.
- Ensure IGPA/TO6 activities are reviewed by IGPA’s Monitoring, Evaluation, and Learning (MEL) Director as well as IGPA’s Change Agent and Inclusion Director to ensure proper strategy for achieving targets for indicators and ensure equity and inclusion in overall task order activities.
Qualifications and Experience
- The Minimum Requirements for the Task Order Team Lead are:
- Master’s degree in environmental engineering, climate change, or related field of study or equivalent work experience.
- A minimum of ten (10) years or more of progressively responsible international work experience implementing climate change programs with demonstrated strong management and coordinating skills, including in a supervisory role with projects of similar size and complexity.
- A minimum of five (5) years of management experience, including direct supervision of professional and support staff and assembling teams working on multi-faceted international development programs.
- A minimum of five (5) years of management experience on USAID-funded projects.
- Expertise in implementing climate change programs and developing and managing alliances with governments and the other donor programs.
- Familiarity with the socio-economic landscape of Iraq.
- Demonstrated project management skills, highly organized and detail oriented, and ability to initiate, coordinate, and complete activities with minimal oversight.
- Professionally proficient and fluent in written and spoken English.
- Equivalent combination of education, experience, and military service will be considered.
Location, and Reporting:
- This scope of work will be conducted primarily in the IGPA project office in Baghdad with routine travel into provinces. The position will report to the IGPA Chief of Party or designate.
