CONTEXTUAL BACKGROUND

The IRC established programs in Iraq in 2003 to address the overwhelming needs of displaced people in Iraq and the neighboring countries. Since re-establishing its presence in Iraq in November 2007, the IRC has been assisting thousands of internally displaced families in the northern, central and southern governorates in the sectors of protection, gender-based violence (GBV), education, economic recovery, child Protection and emergency humanitarian assistance. Working in coordination with the humanitarian community in Iraq, the IRC's assistance and emergency programs address the needs of war-affected Iraqi internally displaced persons (IDPs) and Syrian refugees from several operational bases in the country, and include both camp-based and urban-based assistance. IRC operates throughout Iraq, with the main office in Erbil and field offices in, Baghdad, SAD, Anbar and Mosul.

Job Overview/Summary:

The Child Protection Manager is a qualified national staff member who, under the supervision of the Child & Youth Protection & Development Coordinator, will be the key focal point for child protection projects in Salah Al-din (Tikrit, Samarra, Shirqat) and Anbar (Ramadi, and Falluja). The Child Protection Manager plays a key role in designing, supervising, oversighting, and providing technical support and guidance to BBROB who will implement all child protection project activities in the targeted areas, with an emphasis on coaching and mentoring staff to build their capacity S/he will work closely with the Child & Youth Protection & Development Coordinator, Partnership manager, and the rest of the Child Protection team, providing support and guidance. The Child Protection Manager will be based in Anbar – Ramadi with extensive travel to field

Major responsibilities:

Technical Quality and Implementation

  • Provide leadership to the project team and oversee successful implementation and coordination of child protection programs to support vulnerable children in urban areas and hard to reach areas;

  • Contribute to IRC and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements, and requested by the CYPD Coordinator Undertake other relevant tasks as requested by the CYPD Coordinator and/or Sr. CP Manager.

    Grant Management and Reporting

  • In coordination with CP Senior Program Manager, CYPD Coordinator, DDP, Grants Unit and HQ Technical Unit, contribute to the development of proposals and concept notes for expanding IRC’s CP portfolio in Iraqi Kurdistan.

  • Prepare internal and external reports within agreed deadlines using IRC and donor formats.

  • Manage the project budget; oversee all budget expenditures and ensure they are allowable and allocable according to IRC and donor regulations; review monthly Budget vs. Actual and expenditure sheets, feed corrections back to Finance. Bring any over/under expenditure issues to the attention of the Senior CP Program Manager and the CYPD Coordinator in a timely manner and support the development of corrective plans

  • Ensure that CP program implementation is in line with the technical proposals, project timelines and budgets.

    Staff Management and Development

  • Supervision of Senior CP Program Officer,

  • Discuss job expectations, set objectives and provide appropriate and timely feedback regarding performance, including timely implementation of the annual staff performance management system.

  • Clearly define the training needs of direct reports and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs.

  • Maintain open and professional relations with IRC and local partner team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.

  • Provide leadership support for the successful implementation of and adherence to the IRC Global HR Operating Policies and Procedures.

  • Provide ongoing support to CP and local partner staff to ensure programming meets best practice standards for GBV programming in emergencies.

  • Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance

  • Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.

  • Offer leadership support for successful adherence by staff to IRC’s Global HR Operating Policies and Procedures.

    Coordination

  • Collaborate with Field Coordinator and other operations staff to ensure that the CP program is properly supported and that all activities are conducted according to IRC HR, Logistics, Finance and other policies and procedures;

  • Liaise with IRC’s CP Technical Unit and other departments as required to ensure effective and collaborative working relationships;

  • Develop and maintain effective working relationships with all relevant stakeholders including community members, NGOs, government authorities and UN agencies;

  • Participate in internal coordination meetings as required and liaise with IRC's other programs as needed to ensure effective collaboration, program integration, and mainstreaming of CP risk mitigation for the best possible outcome for the client.

  • Represent the IRC at relevant interagency coordination meetings and task forces as required.

  • Coordinate and follow-up with partner organizations and other project stakeholders as required.

    Documentation, Reporting, Monitoring and Evaluation

  • Ensure all activities are documented as required.

  • Provide CP manager with input into monitoring and evaluation system on a regular basis.

    Key Working Relationships:

Position Reports to: CP Senior Manager (if position is recruited) if not to CYPD Coordinator

Position directly supervises: Senior CP Officer

Qualifications

o Education: Bachelor degree in relevant field. Education, social work preferred

o Work Experience:At least 4 years of prior professional experience in child protection. Experience in remote implementation and/or partnership management is an asset , which minimum 2 year in a managerial level.

o Demonstrated Skills and Competencies:

o Ability to work independently in a rapidly changing professional environment with a view towards establishing administrative procedures and protocols that will ensure optimal functioning of the team.

o Good interpersonal, organizational, and time management skills.

o Ability to maintain the highest degree of discretion and non-judgmental approach.

o Language Skills: Good command of written and spoken Arabic, and English.

o Strong organizational and time management skills.

o Excellent communication skills and ability to work as part of a team.

o Strong computer skills, particularly in Microsoft Excel and Microsoft Word
