**This position will be physically located in Iraq in support of LOGCAP**


Under the direction of the MWR Manager, provides overall functional and managerial leadership to staff at assigned fitness center and its associated fitness processes and programs. Interfaces with customer services/contracting management personnel as required to resolve services customer support issues. Accomplishes other leadership and administrative tasks as required to ensure effective contractor services customer support LOGCAP V. Incumbent shall exercise considerable initiative and independent judgment in the day-to-day supervision and administration in areas of the fitness floor and other Recreation Center operations. Performs other related duties as assigned.

  • Leads recreation fitness center operations to achieve goals within available resources; supervises temporary/part time work force in indoor sports/fitness recreation and sports program management.
  • Provides personnel management, policy and procedure implementation, hiring and termination decisions, morale, and training; manages projects by planning, designing, writing specifications, scheduling, control contract requirements.
  • Assists supervisors and management with budget information pertaining to equipment operations and maintenance and oversees all contract operations for proper administration and work required.
  • Provides mid-level supervisory controls and implements planning, development, implementation, evaluation, and promotion of comprehensive fitness center programs and services; researches and develops new programs, classes, operating policies and procedures, and revenue/marketing sources for a variety of fitness, health, leisure, recreational, cultural and sports programs.
  • Provides supervision in all indoor fitness, health and recreational operations, and sports fitness programs.
  • Provides staff workshops to maintain operational standards; conducts regular staff meetings and training to disseminate information and to review and revise fitness center procedures, policies, rules and regulations.
  • Conducts training of staff in all Fitness Center operations and safety plus ensures that all staff certifications are maintained.
  • Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative systems, support systems, and internal reporting relationships.
  • Assists MWR Manager in the development and administration of annual budget; implements necessary safeguards; assures compliance with company requirements.

Qualifications
  • Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required.
    • Must be CAC eligible and/or able to obtain a Common Access Card (CAC)
    • Must be a U.S. Citizen
    • Host nation Driver’s License, is required.
  • Experience:
    • HS+8, or AS+4, or BS+1-2 years experience.
    • Basic first aid and CPR required, but may be obtained soon after hire.
    • Strong proficiency in applicable software applications such as MS office, PowerPoint, Excel, and more.
    • Demonstrated knowledge and understanding of AR-215-1(MWR Activities) is preferred.
  • Skills:
    • Knowledge of organizational and mid-level supervisory principles and practices as such apply to the analysis and evaluation of programs, policies, and operational needs.
    • Knowledge of the principles, procedures, methods and practices for planning, implementing and maintaining a variety of fitness, sports and recreational programs through community participation.
    • Knowledge of principles and practices of small division budget development and administration.
    • Moderate level knowledge of planning, organizing, and implementing recreation programs.
    • Knowledge of the methods and practices of facility management of large comprehensive indoor recreation centers, fitness, room rentals, and other fee based program emphasis areas. Knowledge of fitness equipment and fitness center practices, programs, development and Maintenance.
    • Skill in developing and maintaining effective interpersonal relations.
    • Skill in providing a vision for subordinate staff to attain.
    • Skill in interacting with the general public in a positive and educational manner.
  • Supervisory/Budget Responsibilities:
    • Supervises the activities of professional staff within MWR Fitness Center Operations:
    • Interviews and recommends candidates for open positions.
    • Coaches staff on a daily basis, for training and continuous improvement.
    • Prepares performance appraisals as required.
    • Issues disciplinary action when appropriate.
    • Recommends termination or contract non-renewal, as appropriate.
  • Working Conditions:
    • Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit.
    • Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, duty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months).
    • Includes some industrial production environment conditions as well.
  • Physical Requirements:
    • Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
    • Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.
    • Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
    • Must comply with all Fire and Safety Regulations and post policies.
