General Position Summary 

The Project Manager (PM) will oversee financial, administrative, and compliance aspects of projects of considerable cost and/or technical complexity. The PM will possess specialized knowledge, skills, abilities, and experience to use judgment in performing their duties and be capable of carrying out work with little guidance or supervision. This position will require proven experience and knowledge of multilateral institutions, USG grants management, and business practices. This position will report to the Senior Director of Development and supervise Project Managers working with Local organizations. The Project Manager will also support data collection and the evaluation of projects. 

The PM will be based in Iraq and will be responsible for planning and coordinating the delivery of select activities related to gender equality, women’s political leadership, and the engagement of women’s organizations in Iraq. In addition, they will lead the production of training materials and other technical resources for gender mainstreaming in legislative work. This role will involve individualized and responsive work with ICS staff, in addition to the management of partnerships with local and international organizations and youth activists from across Iraq. 

Role Responsibilities

·  The PM will possess specialized knowledge, skills, abilities, and experience to use judgment in performing their duties and be capable of carrying out work with little guidance or supervision.

·  This position will report to the Senior Director of Development and supervise Project Managers based in Baghdad and Basra. 

·  Responsible for contractual and/or financial management of international projects. And Review, examine, and prepare reports and other correspondence on all activities and transactions related to assigned tasks.

·  Assist in the work planning process and development of activity budgets.

·  Assist in the development of procedures, policies, recordkeeping, and duties as required related to the overall administration of projects, including procurement, and preparation of consultant agreements.

·  Work with national organizations, public agencies, subcontractors, and independent consultants on the implementation of complex project tasks, programming, and other activities for assigned projects. 

·  Participate in or manage the selection, hiring, and development of project staff and consultants.

·  Plan, prepare and communicate schedules and progress records of projects' activities and expenditures.

·  Assist others in establishing project schedules and milestones.

·  Develop critical path or project flow diagrams to plan. Set and evaluate progress on project tasks.

·  Establish systems for efficient management of subcontractor activities.

·  Provide timely information and status updates on assigned tasks.

 

Other related duties as required.

·  Lead the planning and delivery of activities centered on gender mainstreaming in Iraq, and on strengthening collaborations with women’s rights organizations, by the requirements of ICS-Technologies projects.

·  Build relationships and identify opportunities for coordination and knowledge-sharing with key stakeholders, including donors.

·  Facilitate meetings and workshops and represent ICS in externally organized events, as required.

·  Support local partner organizations (e.g., multi-partisan women’s forums) in Iraq that are accompanied by ICS projects, ensuring that local project activities meet agreed-upon timelines, budgets, performance targets and are in compliance with established policies.

·  Draft and edit training and communications materials such as handouts, facilitation guides, press releases, PowerPoint presentations, web, and social media postings, reports, etc. related to the work of ICS’s Gender Equality Program in Iraq. 

 

Qualifications 

·  Minimum 5 years of relevant professional experience with international organizations and women’s rights organizations.

·  Bachelor's degree in international development or a related field required. A Master's degree is strongly preferred.

·  Experience working on development projects in Iraq, an asset. 

·  Strong interpersonal communication and clear, concise writing abilities in English (essential) and Arabic (preferred). 

·  Strong understanding of sub-award management, cultural dynamics, and gender relations in Iraq.

·  Experience in USAID contracting, grants, and other USG international regulations required.

·  Experience building positive working relationships with civil society organizations, elected officials, and young people.

·  Demonstrated ability to build partnerships and work productively with international and civil society organizations using participatory approaches and creativity in online environments.

·  Strong relationship management and diplomacy skills in multi-partisan contexts.

·  Ability to work virtually in a self-directed manner with minimal supervision and as part of an intercultural, virtual team. 

·  Strong initiative and the ability to adapt swiftly, and with good judgment, to shifting priorities.

·  Experience delivering webinars and managing contracted service suppliers such as interpreters.

·  Exceptional attention to detail, organization, and time management skills.

·  Familiarity with international donors and reporting methods 

 

Working Conditions and Environment 

ICS is a small, dynamic office environment currently operating virtually, requiring good communication and collaboration among all ICS staff. This position may require travel and some irregular work hours to support the implementation of project activities.
