ROLE PURPOSE:
The Project Manager will be roving across Under the direct supervision of the Program Operation Director, the Project Manager will also have dotted reporting for technical supervision by the Education Specialist. The Project Manager will provide direct technical and implementation support to the field teams in (Ninawa, Salah Al Din, Kirkuk, Baghdad, Anbar, and Basra) Governorates. The Project Manager will be expected to input into programme planning, have oversight of programme implementation, recruitment, procurement and with limited support to provide overall field program implementation and reporting, budget management, programme design and coordination with stakeholders in collaboration with colleagues at the Governorates.


SCOPE OF ROLE: 
Reports to: Program Operation Director with technical line to the Education Specialist.

Indirect: Education Coordinators, Education officers, Education Assistant, others as assigned


KEY AREAS OF ACCOUNTABILITY 
Programme Management: 
•   Monthly planning & review with coordinators. Maintain meeting notes as evidence.
•   Update PMM Mandatory tools on quarterly basis including DIP, PP, MEAL plan, Project Charter, HR Plan and Submit to Program Operations Director. 
•   Develop & submit monthly KPI plan for project in first week of every month in coordination with coordinators.
•   Tracking of pipeline expenses on monthly basis along with BvA review. Make sure Payments to be submitted during month.
•   Regular Follow up of procurement, recruitment & payments with supply chain, HR & Finance department.
•   Plan & conduct research studies with Program Specialists/MEAL to capture the change in lives of children.
•   Ensure quality benchmark assessment with support of MEAL department.
•   Ensure system for Data Quality Assurance in place.
•   Plan, write and submit report in coordination with Awards, Specialist in CO and member office.
•   Develop & implement project closeout plan including asset disposition in coordination with awards team.
•   Ensure learning events are organized & documented in coordination with MEAL.
•   Ensure the project is implemented in ways responsive to communities, partners and children in line with SC’s principles, values and strategic plan and compliant with SC’s procedures.
•   Ensure award/grant kick off and management tools, including implementation plans, MEAL plans, procurement plans and distribution schedules of programme inputs in line with programme logistics/supply chain capacity are in place, tracked and updated regularly. 
•   Ensure proper and effective use of program resources, ensuring that all resources/assets in project are managed in line with SC and Donor policy.
•   Monitor program progress against both programmatic and budgetary targets and collaborate with the Technical Advisors/Specialists to adjust programme design as necessary. 
•   Responsible for liaising with Operations/Field Management and Security on the movement planning of team and any necessary security assessments or reassessments of operational areas 
•   Close coordination with other program and advocacy colleagues, including WASH, Child Protection, MHPSS, and FSL on cross cutting needs and issues to ensure an integrated approach.
•   Ensure the sustainability plans for project interventions are adapted for the context and are in alignment with CO strategy and SCI standards.


Monitoring, Evaluation and Accountability
•   Support the Technical Advisors and MEAL department to develop M&E and indicator tracking plans for the project, inputting into the development of additional M&E tools as necessary to monitor project progress. 
•   Support Knowledge Management/MEAL to collect appropriate, timely and accurate data against agreed indicators to enable both internal and external reporting.
•   Work with MEAL team to identify and incorporate project suitable accountability mechanisms.


Coordination:
•   Lead coordination efforts and cultivate strong relationships with the donor to ensure alignment with project objectives and timely delivery of commitments. 
•   Demonstrate excellent report writing skills to provide comprehensive project updates and maintain transparency with stakeholders.
•    Utilize networking abilities to foster partnerships and collaborations that enhance project outcomes.
•   Strengthen relationship with focal person in member office & ensure regular monthly calls with project focal points in member office.
•   Ensure regular meetings & timely sharing of information with donor (in collaboration with awards team).
•   Ensure participation, information sharing & approvals of government line departments.
•   Develop & implement visibility plan for project in coordination with AMC team.
•   Regularly participate & support program specialists in achieving objectives of thematic sector forums.
•   Provide operational support to NBD team in proposal development process.
•   Support representation needs as required.

QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES:
Required
•   Advanced degree in a relevant subject, or a BA with equivalent field experience 
•   Understanding of education programming, particularly in early childhood.  
•   At least 3 years of project management experience in emergency, fragile state or development programmes.
•   Previous experience managing or working on USAID grants is preferred.
•   Understanding of remote managing programmes in complex settings.
•   Proven capacity to supervise, and coach staff in programme management.
•   Experience of, and commitment to, working through systems of community participation and accountability.
•   Ability to analyse information, evaluate options and to think and plan strategically.
•   Ability to write clear and well-argued assessment and project reports.
•   A team player who can work collaboratively and with people of diverse backgrounds.
•   Politically and culturally sensitive with qualities of patience, tact, and diplomacy.
•   A high level of written and spoken English and Arabic.
•   Commitment to the aims and principles of SC. A good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.
