Protection and Education Technical Advisor Erbil

PURPOSE OF POSITION:


The Protection and Education Technical Advisor will provide technical support and guidance to the WV Iraq Response Office, enabling the development, implementation, monitoring, evaluation, and documentation of its protection and education strategy and programs. This individual will be an essential member of the Programme Department, playing a pivotal role in contributing to WV Iraq's overarching objective of fostering the optimal development of children. Furthermore, the role encompasses providing technical leadership for WV Iraq's protection and education programming, including safeguarding and PSEA.


MAJOR RESPONSIBILITIES:


Strategy Alignment & Program Development


  • Lead the development and alignment of WV Iraq’s Protection and Education Technical Approaches and Technical Programs with the National Office Strategy and WVI’s Our Promise.
  • Ensure protection and education considerations are mainstreamed into all of World Vision Iraq’s sectoral strategies, technical approaches, and proposals.
  • The role will coordinate with the GAM team to take the lead in designing new protection and education-specific projects and provide technical inputs to all new project proposals/concept notes. 
  • Together with the GAM team, meet donors to prepare new program ideas and models based on evidence.
  • Conduct regular situational analyses of the sector and make recommendations to WV Iraq management for decisions on future priorities.
  • Ensure the participation of Women, Men, Girls, and Boys (children, adolescents, and youth) in developing and implementing strategies that address crucial protection priorities, including participatory assessments.
  • In close collaboration with the government and other education players at the national and governorate levels, identify innovative approaches that will increase access to quality education for all children in primary and secondary school, especially for girls.
  • Maintain membership in the national technical working groups for protection and education, including PSEA, and contribute substantial technical inputs to the development/revision of the government preschool curriculum and teachers’ training toolkit development.

Project Implementation, Monitoring and Reporting


  • Provide leadership to ensure the overall technical quality of all WV Iraq protection and education programming, both through direct efforts and through mentorship and coaching of field-based projects; 
  • Ensure all programming and implementation follows WV Iraq’s standard technical approaches to each sub-sector, uptakes donor, international and country-specific.
  • guidance, minimum requirements, and global best practices.
  • Support MEAL to develop assessment, monitoring & evaluation tools to measure protection and, education and safeguarding issues, including providing technical support;
  • Work with MEAL to strengthen accountability mechanisms that ensure reporting channels are accessible to different genders, ages, ethnic, and disability groups.
  • Review grant progress reports and M&E reports to ensure compliance with WV expectations and donor requirements. 
  • Provide technical leadership to protection and education and other sector-related research, case studies, learning reviews, and publications for WV Iraq and as part of WV Regional / Global initiatives relevant to Iraq or fragile contexts.
  • Advise and support WV Iraq Project Managers/Coordinators who directly manage and implement protection and education projects to ensure quality implementation that meets International and WV standards and donor requirements.
  • Lead action research and impact assessments in conjunction with MEAL focal persons and recommend changes to achieve quality impact.  
  • Strengthen good relationships with existing donors and explore potential donors focusing on protection and education.
  • Lead in developing, adapting, and contextualizing teaching and learning materials. 
  • Provide guidance/support to projects with protection programming, ensuring that WV Iraq and all partners implement protection interventions in accordance with industry and donor standards.
  • Conduct periodic supportive supervision initiatives to provide technical backstopping and monitoring.

Advocacy, Networking and External Engagement


  • Provide ongoing, quarterly context analysis on national ministerial changes/humanitarian context and opportunities for policy influence, particularly in the protection and education sectors
  • Plan and implement relevant protection and education-related advocacy initiatives at a national level with support from leadership   
  • Engage in regional (MEERO) and WVI coordination-related campaigns on protection and education.
  • Review, develop, and implement WV Iraq’s protection and education advocacy strategy.
  • Analyze the government’s education policies that may further or constrain efforts to increase net primary education enrollment and develop strategies/actions to respond to them.
  • Build relationships with the RO, SO, and GC in areas related to protection and education.
  • Showcase the good practices of WV Iraq in protection and education programs to internal and external audiences that promote the good work and reputation of WV Iraq.

Organizational and Staff Capacity Building


  • Provide technical support to recruit protection and education-related and other technical staff (i.e., JD review based on existing standard JDs, technical short-listing, technical interviews, etc.)
  • Develop and revise protection and education capacity-building plans and share them with P&C
  • Review, update, and, where necessary, develop contextualized training or other guidance material for protection and education field staff based on project needs and assessment findings.
  • Facilitate critical protection and education training packages as recognized by technical working groups.

Safeguarding


  • Lead organizational review and revision of WV Iraq Safeguarding Policy, as necessary
  • Lead organizational response to safeguarding related incidents and investigations
  • Facilitate safeguarding orientations and awareness-raising
  • Participate actively in the PSEA Network

KNOWLEDGE, SKILLS AND ABILITIES:


  • Degree in education/ early childhood care and development, international education, International Relations, Humanitarian Protection, Human Rights, and Social Work; a Master’s Degree is strongly preferred.
  • Certification or other similar demonstration of capacity to facilitate training and provide coaching and supervision to critical protection and education technical packages (i.e., Protection Mainstreaming Minimum Standards, Child Protection Minimum Standards, GBViE Minimum Standards, PSEA, Community-Based Complaints and Reporting Mechanisms), Humanitarian advocacy/international humanitarian law.
  • A minimum of five years of experience in a technical position related to education, early childhood development, protection, and inclusion in humanitarian settings, with comprehensive expertise in both protection and GBV technical sectors, is strongly preferred.
  • Proven experience identifying resource opportunities, engaging with donors and partners on protection issues, and designing high-quality protection programs and budgets.
  • Experience mentoring and coaching staff to improve protection, education, and inclusion technical quality, as well as mainstreaming in key sectors
  • Experience in donor-related program design and proposal development, including grant acquisition with public and private donors such as USAID/BHA, ECHO, FCDO, GAC, Australian DFAT, etc.
  • Good presentation and facilitation skills.
  • Curriculum and education materials development skills and experience.
  • Ability to work as a team player and coordinate activities across the provinces where WV Iraq operates.
  • Able to live and work within a fragile and restricted environment and work effectively under pressure.
  • Experience in leading or contributing to a protection and education-focused advocacy campaign preferred.
  • Better Understanding and Application of the Humanitarian Peace Development Nexus
  • Team leadership & People Management – Motivated, enthusiastic leader interested in engaging all staff on protection, protection, or Safeguarding issues and supporting the professional development of national staff.
  • Deep knowledge of international humanitarian and human rights frameworks; understanding of Iraq’s frameworks for human rights, children’s rights, women’s rights, and protections from GBV preferred.

Language Requirements:


  • Excellent written English, with fluency in speaking English.

Travel and/or Work Environment Requirement:


  • The position requires ability and willingness to travel up to 60% domestically to project sites; with occasional international travel
