UNDP Iraq´s Social Cohesion Programme was launched in 2019 to improve the enabling environment for peacebuilding, social cohesion, prevention of violent extremism, and reconciliation and reintegration across Iraq.

UNDP Iraq has been able to transform the work in the field of social cohesion/peacebuilding from the implementation of scattered activities administered by disconnected teams to a comprehensive and integrated programme underpinned by a strong theory of change managed by a capacitated team of International and national staff. UNDPs Social Cohesion Programme functions as the lead-agency in social cohesion, PVE and community reintegration programming in Iraq, currently scaling-up a wide set of projects and activities thematically and geographically and clustering them under different outputs; capacity building of youth and women, establishing local peace mechanisms, increasing media and advocacy efforts on peacebuilding, empowering grassroots civil society peacebuilding actors, preventing violent extremism , supporting the community-reintegration of IDPs/families with perceived ISIL-affiliation, families returning from Al Hol Camp, and disengaged voluntary former fighters.


The Social Cohesion portfolio has expanded thematically, geographically, and financially with diversified partners of donors and national counterparts which requires extensive and continuous reporting and monitoring and evaluation processes.
 


Position Purpose
The Monitoring & Evaluation (M&E) & Reporting Analyst will support the programme’s M&E system and the timely submission of reports to fulfil donor and corporate requirements. The M&E & Reporting Analyst will work closely with the Social Cohesion Team Leader, Programme Manager, and Project Officers to monitor and evaluate project progress, ensure quality assurance of all projects, implement evaluations plan, develop and update reporting requirements for UNDP corporate system and donors reporting. The M&E Analyst will follow up and manage all needed quantitative and qualitative surveys and support the establishment and operation of the new DREAM system launched under the community-based reconciliation and reintegration project.


UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.
 


Duties and Responsibilities

1) Ensures Reporting requirements which entails inter alia:
  • Support and advise on the timely drafting and submission of donor reports on a monthly, quarterly, annual basis, or as requested
  • Support in drafting quarterly, bi-annual, and/or annual project-level reports to satisfy UNDP requirements
  • Support the Country Office in the compilation and submission of qualitative and quantitative progress on a bi- annual and annual basis to support reporting against the Country Programme Document

2) Ensures Monitoring and Evaluation which entails inter alia:


  • Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting.
  • Support management in the development of results frameworks and establishment of indicators and targets for future projects.
  • Work closely with project officers to ensure quality data from implementing partners is collected and progress towards targets are accurately captured.
  • Review progress reports submitted by partners and provided feedback to improve quality and timeliness of reporting.
  • Monitor the implementation of project work plans through the collection and analysis of qualitative and quantitative data.
  • Regularly review and clean databases to ensure accuracy in data collection and storage.
  • Undertake field monitoring visits with implementing partners to ensure results are accurately documented.
  • Participate in relevant workshops, meetings, trainings, to build knowledge on M&E practices.
  • Develop relevant tools for data collection that will capture entirety of relevant activity.
  • At key periods, review information provided by Project Officers on indicators and targets to assess progress and identify any constraints in implementation, if any
  • Support management in the Quality Assurance procedures at the project-level
     

3) Support and Advise Country Office level activities which entails inter alia:


  • Act as Social Cohesion focal point for the CO M&E Network, established to strengthen monitoring and evaluation capacities and systems.
  • Act as PVE database focal point for the CO, established to increase global awareness on the relevant and impact of PVE programming.
  • Act as focal point for Social Cohesion portfolio in all data base mechanisms
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

Required Skills and Experience
Education:
  • Advanced university degree (master's degree or equivalent) in subjects related to economics, social sciences, business administration, peace, conflict prevention or other related field is required OR
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree

Experience:
  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant work experience in monitoring and evaluation and reporting is required
  • Experience in the use of computers, office software packages (MS Word, Excel, etc.), database packages, and web-based management systems such as ERP is required
  • Experience in using Information Technology effectively as a tool and resource is required
  • Experience in designing and creating data collection tools, reporting templates, and data repository systems would be a strong advantage.
  • Experience in closely monitoring project implementation to analyze progress and/or issues in implementation is an asset.
  • Experience with UN/UNDP Conflict Prevention and Peacebuilding guidance and implementation methods is an asset.
  • Experience and knowledge of monitoring and evaluation of reintegration, livelihoods, PVE sector projects will be an added advantage.
  • Experience in gender and conflict-sensitive programming and implementation would be an advantage.
  • Knowledge of result-based management, including progress monitoring, would be an asset.

Language Requirements


  • Fluency in the English language (spoken and written) is required.
