Job Purpose:
The Country Manager Iraq post is a senior management position, covering all critical areas of the business. The Country Manager manages all locations in Iraq, coordinates the management of Control Risks’ long-term contracts in the region, devises and implements strategy, owns the Iraq P&L and is responsible for local business development and relationship management of Control Risks’ clients, the Iraqi government, and other significant stakeholders.
Tasks and responsibilities:
- Direct management responsibility for the performance of Control Risks Iraq on a day to day basis in the region, consolidating and growing Control Risk’s Iraq market share.
- Deliver pre-agreed business targets and enhance the business of Control Risks Iraq by proactively managing broad based relationships with existing and new clients, government agencies, Control Risks’ senior management, expatriate and national staff and consultants.
- Retain and develop staff, procedures, infrastructure, equipment and personnel, rendering high quality services to existing clients and identified new clients.
- Management of all business development, operational and personnel issues for the Company in Iraq
- Management of relationship with Iraqi government officials
- Management of relationships with clients
- Quality Assurance of provision of the Company’s services in Iraq
- Management of the Iraq budget and maintaining a transparent audit trail
- Ensuring compliance with all legal and regulatory issues
- Monitor changes to the legal framework applicable to Control Risks armed and non-armed operations and participate in development of workable strategies to protect the company and its employees
- Promote the One Firm at Work initiative
- Protection of Control Risks reputation and commitment to our values and behaviours.
- Personnel management of the Iraq team including performance reviews and management of the Iraq team
- Implement training courses as appropriate to assist in fulfilling the above-mentioned aims.
- Liaison with the HR team to fill positions and maintain a pipeline of available qualified personnel.
- Provide guidance (as required) to all Control Risks’ staff in order to enhance their personal development and promotion prospects
- Future proof the Iraq business.
Strategic Development
- Identify and advise the CEO HRMS on current and emerging opportunities and how they can best be capitalised on.
- Identify and advise the CEO HRMS on emerging challenges and how they can be mitigated
- Make recommendations to the CEO HRMS regarding the development and expansion of new services relevant to the market
- Make recommendations to the CEO HRMS regarding the skill mix, equipment, training and infrastructure resources required to meet the operations objectives
- Ensure Control Risks plays an active part in regulatory initiatives
- Devise and implement the Iraq strategic plan.
Business Development
- Implementation of the company’s marketing and sales strategy including the networking of clients within the Group
- Develop strategies to support Group priorities in Iraq with the energy sector, diplomatic and capacity building sectors.
- Identify and pursue business leads with other departments and global offices of Control Risks.
- Maintain strong client relations on current contracts in order to maximize goodwill and improve prospects of expanding contracts
- Deliver technical support to assist the bid team to manage the Iraq bid process for all proposals
- Exploit short-term tasks as sales leads
- Develop partnering strategies as appropriate to maximise the potential for winning new business.
Office, Operations and Financial Management
- Day to day management of the offices, including the recruitment of all staff, client relations, client engagements, sales and marketing efforts and associated personnel, financial and administrative activities.
- Maximise revenue and margin from existing contracts in Iraq
- Input into the compilation (by end of January annually) and control of the Iraq budget across all contracts. This includes annual revenue targets, recoverables, expenditure, development and capital budget.
- Ensure debtors days are maintained within targets
- Input into the on-going monthly monitoring and analytical reporting of the operation’s performance against budget including provision of data required for the monthly management report
- Implement positive control measures as required to correct variations to budget
- Ensure all Iraq procurement is conducted in an ethical manner and in such a way that items are fit for purpose and offer best value
- Overall control of the quality of the services
- Management, development and motivation of the Iraq team.
- Manage the engagement and dismissal of staff.
- Ensure compliance with Iraq laws and compliance with all Control Risks policies, ethics and ethos.
- Ensure procedures for safety and storage of weapons in all Control Risks locations are implemented and fit for purpose
- Ensure procedures for fleet management are implemented and fit for purpose
- Ensure all support contracts are effectively managed
- Ensure all facility enhancements and maintenance contracts are effectively project managed
- Maintain operational and economic efficiencies to CBC and all other sites.
- Provide Quality Assurance of all Control Risks in-country services, ranging from reports, assessments and analysis through to security consultancy, APT tasks and static guard operations.
