Purpose of Position:




This is a representative description of the role of FOMS Lead and does not represent a specific position. A FOMS Lead applies an understanding of FOMS structure and/or assessment processes within an assessable unit coupled with business knowledge to solve routine issues independently. This job role also demonstrates FOMS coordination and/or assessment leadership by collaborating on cross-functional teams to solve issues. A FOMS Lead develops depth of knowledge in specific FOMS systems (e.g. System 1, 2, or 11) based on business needs while gaining general understanding across all systems. An individual in this job role becomes the trusted FOMS technical advisor for the operating unit, Business Line, or project he/she supports. The Job Responsibilities shown below are not all required for specific positions depending on progression as FOMS Assessor or FOMS Execution Support. Example position titles in this Job Role include: Business Unit/Site/Project OIMS Coordinator, FOMS Assessment Advisor.




Key Job Responsibilities:





  • As part of an assessment team, prepares observations and suggested improvements for inclusion in an assessment report, evaluates System status and effectiveness, and rates FOMS Systems

  • Acts as a site coordinator for an external assessment

  • Provides an overview of FOMS Assessment Process to internal or external assessment team member(s)

  • Maintains FOMS SharePoint (or equivalent)

  • Participates in one or more internal / external FOMS Assessment(s) as a team member

  • Participates in an FOMS Coordinators Network as an active member (e.g., respond to collaboration items)

  • Serves as a Systems Administrator (or equivalent assessable unit term) for Management Leadership and Commitment System, and / or Assessment and Improvement System

  • Tracks and stewards follow-up action plan from an internal or external FOMS Assessment

  • Provides FOMS Training for one or more System(s)

  • Scans previous FOMS assessments and applies learnings for sites

  • Serves as trusted advisor in fit for FOMS Implementation and Execution at sites

Emergency Preparedness and Response (EPR)

  • Demonstrates understanding of Personal Protective Equipment (PPE) and its role in protecting the worker from workplace health hazards, and is able to recommend selection of PPE equipment to operating units

  • Recognizes when additional Health expertise is needed to mitigate health risks and where to locate the MOH Health resource(s)

  • Understands the basic Health FOOMS requirements and processes


Fundamentals of Security





  • Demonstrates fundamental understanding of design, application and stewardship of appropriate security measures and programs in order to facilitate meeting the Company Security Expectation. This skill is intended to be used by individuals outside of the Security.

  • Understands basic security interfaces with Business Lines

  • Familiar with applicable security in FOMS requirements (e.g., EPR, Incident Management, Safety Management, Risk Assessment, Design Specifications)

  • Familiar with the basics of security reporting and stewardship including security incident and Security Program Review (SPR)

  • Understands requirements to conduct clear and accurate security assessment to define general security

  • Understands Security investigation concepts and process

  • Familiar with the capturing of lessons learned and communication methods to the impacted parties

  • Emergency Response (ER): Familiar with ER concepts as they relate to security threats and events


Incident Investigation and Analysis





  • Provide leadership and technical support for incident investigations and case management

  • Understands the Incident Management System (FOMS 9, Incident Management Manual, etc.)

  • Understands the fundamentals & concepts of Care Management

  • Understands local incident notification reporting process and incident investigation criteria

  • Understands the fundamentals & methods of root cause analysis (e.g. Causal Factor Why Tree, 5 Whys, FRCS, etc.)

  • Understands the fundamentals of corrective actions development and the use of Hierarchy of Controls

Work Management System, Work Permits, MOC, and COD





  • Understands and complies with Work Permit, MOC, and COD (control of defeat) requirements and other risk mitigation steps.


Operations Excellence





  • Demonstrates basic understanding of Operational excellence activities and importance to Critical Operations (process tasks / rounds, shift handover, use of procedures/checklists, attention to detail, housekeeping, compliance with FOMS requirements


OIMS Execution Support





  • Coordinate Field Operation Management Systems (FOMS) implementation or execution, advise FOMS owners and administrators, steward action plans from assessments, and improve FOMS documentation and tools.

  • Familiar with the structure of FOMS (e.g. FOMS Elements and Expectations, Business Unit Guidelines, and Management Systems)

  • Familiar with the requirements and administrator roles and responsibilities for the Management Leadership and the Assessment and Improvement Management System

  • Familiar with FOMS collaboration options (e.g., FOMS I Drive, SharePoint sites to access key FOMS resources, tools, and lessons learned)

  • Familiar with general office safety requirements of office

  • Understand that FOMS is the foundation to manage risk including scenario management concept, Human Performance principles and learning from experience

  • Applies all WQ1-specific FOMS Management Systems towards goals and objectives

  • Understands various SSHE related System Procedure Manuals (e.g., Risk Assessment Management Manual, Safety Management Manual, Incident Management Manual, Emergency Response Manual)

  • Understands how risk categories (e.g., process safety) are managed through the structure of FOMS systems (e.g., managing major hazards, scenarios and safeguards in Element 2 Risk Assessment, or process safety knowledge verification and competency demonstrations in Element 5 Personnel and Training)

  • Understands the phases of the assessment process (e.g., information gathering, evaluating information gathered, reporting and communicating assessment results) and assessment techniques (e.g., interviewing, document review, and site review)

  • Understands various SSHE related System Procedure Manuals (e.g., Business Unit Risk Assessment Management Manual, Safety Management Manual, Incident Management Manual, Emergency Response Manual, Safety Manual, Security Management Manual)

  • Understands how to focus on higher-risk operations or activities during an assessment while using SSHE Focus Assessment protocols


Operations Competency and Training





  • Able to set up training plan and conduct specific FOMS training for job roles within defined area of responsibility to meet Operations competency requirements.

  • Able to update individual training records - or planned completion of training activities in coming time-period.

  • participate in or support feedback on training modules - suggested revisions, etc.


Regulatory Compliance and Permitting





  • Knowledgeable about key applicable environmental, regulatory and/or socioeconomic expectations and requirements

  • Knowledgeable about sampling, monitoring and laboratory testing methods to support regulatory compliance

  • Able to compile and analyze process data and environmental data to evaluate compliance with regulatory requirement or standards

  • Aware of WQ1FOD Environment Policy

  • Knowledgeable about FOMS and Regulatory Compliance Processes (e.g., purpose, procedures, analysis)


Risk Assessment and Management





  • Familiar with FOMS Element 2 - Risk Assessment and Management (RAM), as well as other FOMS Elements, systems and requirements (e.g., Personnel Safety Management System, Management of Change System, etc.)

  • Aware of the importance of learning from past incidents

  • Possesses basic understanding of site facilities, operations and associated hazards (within job scope) for oil and gas

  • Aware of Company and oil and gas industry safety and risk related standards and commonly accepted safe work practices
