التنسيق
1. توفير دعم خبراء لتطوير خطة عمل تشغيلية لـ PSEAH، بما يتماشى مع الأطر الاستراتيجية التابعة لـ IOM والأمم المتحدة، وبالتنسيق مع وحدة PSEAH العالمية، ضابط PSEAH الإقليمي، والإدارة العليا في IOM العراق.
2. التأكد من إدراج PSEAH ضمن استراتيجية البلد لـ IOM العراق، وخطط الاستجابة للأزمات/خطط استجابة المهاجرين أو أي من المناشدات الأخرى حسب الاقتضاء؛ والتأكد من أن مخاطر SEAH مذكورة في سجل مخاطر البعثة وأن PSEAH مَدرَج في تطوير مقترحات المشاريع، البرمجة، الرصد والتقييم والميزنة؛ وتطوير برمجة PSEAH والتنسيق مع الجهات المانحة ذات الصلة.
3. المشاركة النشطة والتفاعل في أنشطة شبكة PSEA متعددة الجهات داخل البلد (المساهمة في تطوير خطة العمل الجماعية لـ PSEA، وخطط إدارة المخاطر، واستراتيجيات PSEA، وإجراءات التشغيل القياسية لآلية الشكاوى المجتمعية بين الجهات، إلخ)، والمشاركة بنشاط في مبادرات التنسيق الداخلي لـ IOM.
4. تنسيق جمع البيانات وتحليلها واستخدامها فيما يتعلق بجهود PSEAH، وفقاً لمعايير حماية البيانات ذات الصلة بـ IOM، لعرض الاتجاهات والنتائج والأثر.
5. عرض نتائج PSEAH والممارسات الجيدة من خلال التقارير الداخلية والخارجية، مواد الرؤية، ومبادرات تبادل المعرفة، بالتنسيق مع فرق PSEAH العالمية والإقليمية.
الوقاية

8. بشكل منتظم، تجميع وتقديم تقارير عن عدد موظفي IOM والشركاء المدربين في البلد على PSEAH بالتنسيق مع الموارد البشرية. الإشراف على التسجيل الدقيق لجميع المشاركين في نظام IOM وضمان إصدار الشهادات في الوقت المناسب.
9. تطوير وتوطين وتكييف وتنفيذ استراتيجيات وأدوات الاتصال والتوعية لضمان رسائل PSEAH المناسبة وفهم السلوكيات المحظورة، قنوات الإبلاغ، المساعدة المتاحة.
10. رسم خريطة للمشروعات والبرامج المجتمعية القائمة في البلد والعمل مع مديري المشاريع/البرامج لجمع آراء المجتمع، إدراج رسائل PSEAH، وتقوية أو إنشاء قنوات الإبلاغ الآمنة والمتاحة.
الاستجابة
11. تقديم مدخلات لتطوير ورسم خرائط لمسارات مساعدة الضحايا متعددة الجهات الخاصة بالبلد و/أو البرامج القائمة لـ IOM للإشارة إلى الضحايا/الناجين للمساعدة؛ وضمان وصول معلومات حديثة عن الخدمات المتاحة في جميع المناطق التي تعمل فيها IOM داخل البلد؛ والتنسيق مع وحدات العنف القائم على النوع الاجتماعي و/أو الحماية لدعم تعزيز خدمات الضحايا/الناجين داخل البلد و/أو في البرمجة.
12. الاستجابة الآمنة لكشوف SEAH وتنسيق الإحالات لمساعدة الضحايا/الناجين وفق آليات الدعم المحلية والجهوية أو العالمية والتأكد من التنسيق مع ضابط PSEAH الإقليمي وفريق إدارة قضايا SEAH العالمي.
13. رصد السلامة وغيرها من المخاطر بانتظام على الضحايا/الناجين في تنسيق مع ضابط PSEAH الإقليمي وفريق إدارة قضايا SEAH العالمي؛ تعديل الاستجابة لتخفيف المخاطر؛ التأكد من التقييم المنتظم لاحتياجات الضحايا/الناجين.
14. القيام بسفر واجب عند الحاجة.
15. أداء أي واجبات أخرى قد تُكلف بها.

التعليم
درجة الماجستير في القانون، العلاقات الدولية، علم النفس، العلوم الاجتماعية، الدراسات التنموية والتخطيط أو مجال ذي صلة من مؤسسة أكاديمية معتمدة مع خمس سنوات من الخبرة المهنية ذات الصلة؛ أو
درجة جامعية في المجالات المذكورة أعلاه مع سبع سنوات من الخبرة المهنية ذات الصلة.

Responsibilities
Coordination
1. Provide expert support for the development of an operational PSEAH Work Plan, in line with IOM and United Nations (UN) strategic frameworks, and in coordination with the global PSEAH Unit, Regional PSEAH Officer, and senior management in IOM Iraq.
2. Ensure the inclusion of PSEAH within the IOM Iraq’s Country Strategy, Crisis Response Plans/Migrant Response Plans or other appeals as appropriate; ensure SEAH risks are considered in the risk register of the mission and that PSEAH is mainstreamed in project proposal development, programming, monitoring and evaluation and budgeting; develop PSEAH programming and liaise with relevant donors.
3. Actively participate and engage to the in-country interagency PSEA Network activities (contribute to the development of the collective PSEA workplan, risk management plans, PSEA strategies, Standard Operating Procedures for an inter-agency Community-Based Complaint Mechanism, etc), and actively participate in IOM internal coordination initiatives.
4. Coordinate the collection, analysis and use of data relation to PSEAH efforts, in line with relevant IOM data protection standards, to showcase trends, results and impact.
5. Showcase PSEAH results and good practices through internal and external reporting, visibility materials, and knowledge-sharing initiatives, in coordination with global and regional PSEAH teams.
Prevention
6. Undertake assessments to identify potential SEAH risks and define appropriate mitigation measures; in coordination with relevant units, ensure that mitigation measures are integrated into IOM programming, operations and administration.
7. Develop a PSEAH training plan for the Country Office, organize and deliver trainings for IOM personnel, implementing partners , and key institutional stakeholders; support PSEAH focal points in delivering key messaging and trainings at country level, as appropriate.
8. On a regular basis, compile and report data on the number of IOM personnel and partners trained in country on PSEAH in coordination with HR. Oversee the accurate registration of all participants in the IOM system and ensure timely issuance of certificates.
9. Develop, localize and contextualize, and implement communication and awareness-raising strategies and tools to ensure appropriate PSEAH messaging and understanding of prohibited behaviours, reporting channels, available assistance.
10. Map existing community engagement projects in country and work with project/programme managers to gather community input, insert PSEAH messages, and strengthen and/or establish safe and accessible reporting channels.
Response
11. Provide inputs to the development and mapping of country-specific interagency victim assistance pathways and/or existing IOM programmes to refer victims/survivors for assistance; ensure up to date information on available assistance services is accessible in all areas where IOM operates in country; coordinate with gender-based violence and/or protection units to support the strengthening of victim/survivor services within country and/or programming.
12. Safely respond to SEAH disclosures and coordinate referrals for victim/survivor assistance in line with country, regional or global support mechanisms and ensure coordination with the Regional PSEAH Officer and the global SEAH case management team.
13. Regularly monitor safety and other risks for SEAH victim/survivors in coordination with the Regional PSEAH Officer and the global SEAH case management team; adjust response to mitigate risks; ensure regular assessment of victims’/survivors’ needs.
14. Undertake duty travel as required.
15. Perform such other duties as may be assigned.

Proven coordination experience within the UN system and amongst interagency partners, including governments, non-governmental organizations (NGOs), and communities;
Experience in developing and facilitating trainings, in particular capacity-building, and communication materials to promote behavior change;
Experience undertaking risk assessments, in coordination with relevant offices, communities, partners, and UN and other key stakeholders;
Experience in proposal development and the creation of standard operating procedures and tools; and,
Experience in mainstreaming PSEAH, gender-based violence, child protection, protection, gender or accountability to affected populations.
