 Purpose :

  • To contribute in implementation of the HR operational and HR employee engagement activities in the region. Support the employee life cycle management process and initiatives.  

  • Offer operational support to the HR Regional Head of the given region in design, development and institutionalization of new HR initiatives / plans and ensure smooth roll-out within budgeted costs and agreed timeline to a healthy work environment. 


Job Profile

HR Operations Implementation & Employee Life Cycle Management: 

  • Support in planning and implementation of key HR initiatives to help the organization become an Employer of Choice.  

  • Ensure adherence to all timelines and TAT for Employee Life Cycle – Onboarding & Off Boarding  

  • Timely closure of procedures for separated employees  

  • Work with Region HR to ensure employee data, engagement, processes, and procedures are adhered with compliance and updated per local regulations timely.  

  • Work with Business / Function Heads in execution of HR business plan / engagement activities; embed change into day-to-day working practice and organization culture to build a performance-oriented organization. 

  • Continuously supports review and improvement of the HR usage of the tools to reinforce organizational culture. 

  • Monitor internal HR systems and databases, with timely submission of reports and analysis of data.  

  • Supporting the design and execution of engagement & inclusion programs and initiatives of varying sizes and purposes; 

  • Managing segment level budgets for events, partnering with local teams to creatively remain within the allocated budget; 

  • Hands on HR partner to the internal communications team, representing the voice of engagement and inclusion. 

  • Liaison for event stakeholders: HR leaders, Business leaders, internal and external vendors, and community partners 

  • Supporting Employees with the awareness on wellness initiatives taken by VFS 


Employee Engagement: 

  • Design, develop and implement programs to continuously engage and motivate staff to achieve superior results in conjunction with the Central Teams.   

  • Execute HR Connect initiatives to ensure constant interactions with employees and their respective superiors.  

  • Identify employee concerns / grievances / issues proactively, that may cause disruption in near future and initiate corrective actions. 

  • Advice and assist Line Managers to implement the performance assessment program and in providing constructive employee feedback.  

  • Assist implementation of Reward & Recognition programs and monitor progress / effectiveness of these initiatives with high attention to details on cost and budgets.  


Organizational Development: 

  • Work with key stakeholders for implementation and roll-out of various organizational building initiatives. 

  • Co-ordinate administration of the employee satisfaction survey and implementing of the recommendations emerging out of the exercise.  

  • Monitor the progress of the employee satisfaction survey and trends. 

  • Share innovative and technology driven HR solutions  


Compliance: 

  • Ensure adherence to all applicable policies, procedures/ regulations and statutory requirements.  

  • Ensure compliance to the all VFS Global HR Guidelines / standards set for the employees. 

  • Ensure adherence to laid down processes. 

  • Any work/assigned alotted apart from above as a special project.

  • Judicious use of natural resources 

  • Shall adhere to the environment health and safety policy/objectives and guidelines of the organization. 


Desired Candidate Profile

Education

  • Bachelor’s degree in human resources, Business Administration, Management, Psychology, or a related field.

  • Master's degree or professional HR certification is preferred.

Experience

  • Minimum 5 to 7 years of progressive Human Resources experience, with at least 2 to 3 years in an HR Manager or HR Generalist leadership role.

  • Proven experience managing HR operations for a workforce of 100+ employees across multiple locations.

  • Experience in service sectors is an advantage.

  • Demonstrated experience in recruitment, employee relations, performance management, payroll administration, employee engagement, and workforce planning.


Knowledge & Skills

  • Strong knowledge of Iraqi Labor Law, employment regulations, social security requirements, work permit process and HR compliance practices.

  • Experience handling disciplinary actions, grievance management, conflict resolution, and employee relations matters.

  • Strong understanding of talent acquisition, onboarding, training and development, succession planning, and performance management systems.

  • Experience in developing and implementing HR policies, procedures, and organizational initiatives.

  • Proficiency in HRIS systems and Microsoft Office

  • Strong analytical, problem-solving, and decision-making skills.

  • Excellent organizational and project management capabilities.

Leadership Competencies

  • Proven ability to lead and support a workforce of over 100 employees while partnering with department heads and senior management.

  • Strong interpersonal and communication skills with the ability to build effective relationships across all organizational levels.

  • Ability to manage multiple priorities in a fast-paced and multicultural work environment.

  • High level of integrity, confidentiality, and professional ethics.

Language Requirements

  • Fluency in English and Arabic (written and spoken) is required.

  • Knowledge of Kurdish and Baghdad region is essential
