الهدف من الوظيفة:
تقديم دعم شامل لضوابط المشاريع، وتقدير التكاليف وإدارتها، والتنبؤ، وإعداد الميزانيات، والتقارير المالية لجميع أنشطة الحفر وخدمة الآبار وصيانتها (Workover)، بما يضمن الانضباط المالي، والتنبؤ الدقيق، واتخاذ القرارات في الوقت المناسب عبر محفظة الآبار.
المسؤوليات والأهداف الرئيسية:
- إعداد المدخلات لبرنامج العمل والميزانية السنوية (WP&B) وإعادة التنبؤات الفصلية لأنشطة الحفر وخدمات الآبار.
- إعداد تقديرات تكلفة الحفر وصيانة الآبار.
- إعداد طلبات اعتماد النفقات (AFE) للحفر وصيانة الآبار وضمان الحصول على الموافقات (الداخلية والخارجية) قبل بدء أنشطة الحفر وصيانة الآبار.
- التحقق من تحميل جميع طلبات اعتماد النفقات (AFE) المعتمدة للحفر وصيانة الآبار على أنظمة المشتريات والمالية في الوقت المناسب.
- متابعة التكاليف بشكل منتظم وفي الوقت المناسب (يومياً، أسبوعياً، شهرياً، سنوياً) لأنشطة الحفر وصيانة الآبار الجارية مع ضمان جودة البيانات.
- المشاركة حسب الحاجة في تطوير وتطبيق أدوات تفصيلية لتتبع تكاليف الآبار لجميع أنشطة الحفر وصيانة الآبار لضمان توفير بيانات دقيقة وبوقتها لفريق الآبار بشكل يومي / أسبوعي / شهري. ويتضمن ذلك التقارير الرسومية / البيانية للإنفاق اليومي كدليل "مرجعي سريع".
- حضور المكالمات اليومية لمنصة الحفر لمتابعة مستجدات عمليات الحفر وصيانة الآبار والنفقات المرتبطة بها.
- قراءة وتفسير تقارير الحفر اليومية (DDRs) لتحديث نظام تتبع التكاليف يومياً وتوفير بيانات الإنفاق التراكمي مقارنة بـ AFE.
- المساعدة في التحقق من صحة جميع فواتير الموردين الخاصة بالحفر وصيانة الآبار.
- التحقق من ترميز جميع فواتير الحفر وصيانة الآبار بشكل صحيح وفقاً لرقم AFE المناسب ورمز حساب الأستاذ العام (GL A/C Code).
- التنسيق مع موردي الحفر وصيانة الآبار لحل أي نزاعات متعلقة بالفواتير.
- مراجعة دفتر الأستاذ للتحقق من التكاليف "الفعلية" للحفر وصيانة الآبار وإعادة تخصيص أي رسوم ذات ترميز خاطئ أسبوعياً.
- إعداد قيمة العمل المنجز (VoWD) بدقة لجميع النفقات المتعلقة بالحفر وصيانة الآبار شهرياً، وإعداد وإرسال المستحقات الشهرية إلى قسم المالية لترحيلها إلى دفتر الأستاذ.
- تزويد فريق الحفر بتقارير تكاليف تفصيلية تشمل "الفعلي" مقابل "AFE"، وقيمة العمل المنجز (VoWD)، وAFE مقابل "التكلفة النهائية التقديرية" (EFC)، والتنبؤ مقابل الميزانية
- بما في ذلك تحليل الانحرافات لتنبيه قسم الحفر بشأن أي تجاوزات محتملة في الإنفاق مقارنة بـ AFE في أسرع وقت ممكن.
- تتبع ورفع تقارير عن الإنفاق مقابل عقود الحفر وصيانة الآبار / اتفاقيات الخدمة / أوامر الشراء (PO) / أوامر الخدمة (SO)، إلخ.
- تتبع وضبط وإعداد تقارير عن نفقات مخزون الحفر وصيانة الآبار من حيث صرف وإعادة المعدات من وإلى الآبار أثناء العمليات، والتحقق من أن تكاليف الآبار الملموسة تعكس بوضوح ما تم استخدامه في كل بئر.
- إعداد تسويات كاملة للآبار لجميع أنشطة الحفر وصيانة الآبار، والتحقق من إكمال جميع التسويات وفقاً لمعايير القطاع المطلوبة وفي الوقت المناسب (أي خلال 90 يوماً من إكمال نشاط البئر).
- الرد على مجموعة واسعة من الاستفسارات الطارئة المتعلقة بتكاليف الحفر وصيانة الآبار من أصحاب المصلحة الداخليين والخارجيين وضمان تقديم بيانات تكاليف دقيقة في الوقت المناسب.
- مراقبة مؤشرات الأداء الرئيسية للتكلفة والجدول الزمني لأنشطة الآبار.
- دعم تطوير التنبؤات والخطط طويلة المدى لحملات الحفر.
- إجراء تحليل الاتجاهات وتحديد مخاطر التكاليف والفرص المتاحة.
- المشاركة في مراجعات الدروس المستفادة لتحسين تقديرات التكلفة المستقبلية.
- المساهمة في التحسين المستمر لعمليات وأنظمة التحكم في المشاريع.
- تحديد وقياس وتوصيل مخاطر التكاليف والفرص التي تؤثر على تسليم الآبار والميزانيات السنوية.
- صلاحية إصدار تقارير تكاليف الحفر والمستحقات المباشرة
المسؤولية المالية:
مساهم رئيسي في تحقيق بنود الميزانية.
المؤهل العلمي:
شهادة البكالوريوس في الهندسة، المالية، المحاسبة، الاقتصاد، التحكم في المشاريع، مسح الكميات، أو تخصص ذات صلة.
المعرفة الوظيفية والمهارات والخبرة:
· خبرة لا تقل عن 5-10 سنوات في مراقبة تكاليف الآبار / هندسة التكاليف أمر أساسي.
· الإلمام بالإجراءات والعمليات والمصطلحات الخاصة بالحفر وإكمال الآبار.
· مستخدم خبير لبرنامج Microsoft Excel بما في ذلك وظيفة المخططات البيانية، وExcel المتقدم بما في ذلك Power Query، وPivot Tables، وPower Pivot، وتقارير لوحات التحكم (Dashboards).
· خبرة في أنظمة تخطيط موارد المؤسسات ERP (مثل SAP أو Oracle أو ما يماثلها).
· خبرة في أدوات التحكم في المشاريع والتقارير.
· يفضل وجود خبرة في برنامج Power BI أو منصات تصور البيانات المشابهة.
· مستخدم كفء لتطبيقات MS Office الأخرى.
· خبرة في التحكم بتكاليف مشاريع الاستكشاف والإنتاج (Upstream).

Job description
Job Title: Senior Project Control Analyst
Location: Erbil office
Job Purpose:
To provide comprehensive project controls, cost estimation and management, forecasting, budgeting, and financial reporting support for all Drilling, well servicing and Workover activities, ensuring financial discipline, accurate forecasting, and timely decision-making across the wells portfolio.
Responsibilities and Key objectives:
- Prepare inputs to the annual Work Program & Budget (WP&B) and quarterly reforecasts for Drilling and Well Service activities.
- Prepare Drilling & Workover cost estimates.
- Prepare Drilling & Workover AFE's and ensure approval (internal & external) prior to commencement of Drilling & Workover activities.
- Ensure that all approved Drilling & Workover AFE's are uploaded to Procurement and Finance systems in a timely manner.
- Carry out timely and regular (daily, weekly, monthly, annual) cost tracking for ongoing Drilling and Workover activities ensuring quality of the data
- As required participate in development and implementation of a detailed wells cost tracking tools for all Drilling & Workover activities to ensure accurate and timely well cost data is provided to wells team on a daily / weekly / monthly basis. Include graphic / chart reporting of daily expenditure for 'quick reference' guide.
- Attend daily rig calls to keep up to date on Drilling & Workover operations and associated expenditure.
- Read and interpret Daily Drilling Reports (DDR's) in order to update cost tracker on a daily basis to provide cumulative spend against AFE.
- Assist in invoice verification for all Drilling & Workover vendor invoices.
- Ensure all Drilling & Workover invoices are coded correctly to the appropriate AFE number & GL A/C Code.
- Liaise with Drilling & Workover vendors to resolve any invoicing disputes.
- Interrogate ledger to review Drilling & Workover 'Actual' costs and re-allocate any incorrectly coded charges on a weekly basis.
- Generate accurate Value of Work Done (VoWD) for all Drilling & Workover related expenditure on a monthly basis and prepare & submit monthly accruals to Finance for posting to ledger.
- Provide Drilling team with detailed cost reporting including ‘Actual’ V’s ‘AFE’, Value of Work Done (VoWD), AFE V’s Estimated Final Cost (EFC), Forecast V’s Budget
- including variance analysis in order to highlight to Drilling Dept potential overspends against AFE as early as possible.
- Track and report expenditure against Drilling & Workover contracts / service agreements / PO's / SO's, Etc.
- Track, control and report Drilling & Workover inventory expenditure in terms of issues and returns of equipment to and from wells during operations and ensure that tangible well costs accurately reflect what was used in each well.
- Generate full Well Reconciliations for all Drilling & Workover activities, ensuring that all reconciliation are completed to the required industry standards in a timely manner, (ie 90 days following completion of well activity).
- Respond to a wide variety of ah-hoc Drilling & Workover cost queries from internal and external stakeholders and ensure accurate cost data is provided in a timely manner.
- Monitor key cost and schedule performance indicators for wells activities.
- Support development of drilling campaign forecasts and long-range plans.
- Perform trend analysis and identify cost risks and opportunities.
- Participate in lessons learned reviews to improve future cost estimates.
- Contribute to continuous improvement of project controls processes and systems.
- Identify, quantify, and communicate cost risks and opportunities impacting well delivery and annual budgets.
- Authority to issue drilling cost reports and accruals
Financial responsibility:
Key contributor to the delivery of budget items.
Education:
Bachelor degree in Engineering, Finance, Accounting, Economics, Project Controls, Quantity Surveying, or related discipline.
Job Knowledge, Skills and Experience:
· Minimum 5-10 years of Wells Cost Control / Cost Engineering experience essential.
· Familiarity with Drilling & Completions procedures, processes and terminology.
· Expert user of Microsoft Excel including charts function, Advanced Excel including Power Query, Pivot Tables, Power Pivot and dashboard reporting.
· Experience with ERP systems (SAP, Oracle or similar).
· Experience with project controls and reporting tools.
· Experience with Power BI or similar visualization platforms preferred.
· Competent user of other MS Office applications.
· Experience of upstream project cost control.
· Solid forecasting, data analysis and arithmetic skills
· Good understanding of stock, inventory control and management
· Good understanding of JV accounting
· Fluent in English
· Excellent verbal, written and aural communication skills.
· Able to work effectively as part of a team and communicate cross-functionally.
· Ability to work on own initiative; exercises a proactive approach.
