Job Description
International Business & Technical Consultants, Inc. The Iraq Monitoring, Evaluation, and Learning Activity (IMELA) aims to provide USAID/Iraq with a range of monitoring, evaluation, and learning (MEL) support services to enhance effective decision-making, strategic learning, and adaptive management across the Mission’s development programs. IMELA is designed to deliver utilization-driven MEL services, including third-party monitoring, evaluations, assessments, capacity development, organizational learning, and knowledge management.
IBTCI is seeking an experienced Deputy Chief of Party (DCOP) to oversee finance, administration, procurement, human resources, and security functions for IMELA. The DCOPwill ensure compliance with USAID regulations and IBTCI policies while maintaining efficient and transparent operational systems.

Responsibilities
Essential Duties/Tasks and Responsibilities:
Support the Chief of Party (COP) in managing the project’s financial and administrative operations, ensuring adherence to USAID requirements and IBTCI policies. Develop and implement financial, operational, and compliance systems, including internal audits and risk management frameworks. Lead budget planning, monitor expenditures against budget allocations, and provide financial reporting to USAID and IBTCI’s home office. Oversee procurement processes, ensuring compliance with USAID and local regulations. Manage the human resources function, including recruitment, performance management, and adherence to local labor laws. Supervise finance and operations teams to ensure efficient project administration. Work closely with security contractors to ensure compliance with USAID and IBTCI security protocols. Serve as the liaison between the project’s operational team and IBTCI’s home office for financial, procurement, and HR matters.
Qualifications
Minimum Requirements:
Bachelor’s degree in Business Administration, Finance, or a related field (Master’s degree or MBA preferred). At least 8 years of international experience managing finance and administrative functions on development projects. Proven expertise in USAID project management, including knowledge of US federal regulations and compliance standards. Experience working on MEL-focused projects Fluency in English (spoken and written) Demonstrated ability to lead diverse teams in complex and challenging environments. Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency required. Ability and willingness to work for extended periods in insecure and diverse environments. Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket. In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.
Education:
Bachelor’s degree in Business Administration, Finance, or a related field (Master’s degree or MBA preferred).
Preferred Knowledge, Skills and Abilities:
Knowledge of the Iraqi operational context, including local governance and compliance requirements. Experience in conflict-affected or fragile states. Strong analytical, organizational, and communication skills. Proficiency in Arabic is preferred.
Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does have supervisory responsibilities.
Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.
Work Authorization: Candidate must be authorized to work in Iraq.
