Job Description



International Business & Technical Consultants, Inc. Overview:



IBTCI is seeking a Chief of Party (COP) for the upcoming Iraq Monitoring, Evaluation, and Learning Activity (IMELA) . The project aims to provide USAID/Iraq with a broad range of MEL services to enhance effective and informed decision-making, strategic learning, and adaptive management across the Mission’s programming.
The Chief of Party will oversee all aspects of IMELA, ensuring high-quality and timely delivery of project results while fostering a collaborative and innovative environment for team members and stakeholders. This position will be based in Baghdad or Erbil, Iraq, and is contingent upon award.

Responsibilities

Essential Duties/Tasks and Responsibilities:



Serve as the primary point of contact for USAID, IBTCI's home office, Iraqi authorities, and other key stakeholders, cultivating strong, cooperative relationships. Provide overall leadership, strategic direction, and vision for the IMELA project. Develop and execute the project’s strategy and work plan, ensuring alignment with USAID objectives and timely achievement of project milestones. Oversee implementation of project activities, ensuring high professional standards, compliance with USAID regulations, and responsiveness to client needs. Supervise and manage all staff for performance oriented tasks and deliverables. Oversee financial management, including compliance with fiduciary responsibilities, adherence to USAID regulations, and budget planning. Manage fieldwork permissions with local authorities to ensure smooth and compliant operations in Iraq. Ensure effective communication across the project team, client and with external stakeholders. Monitor and ensure the quality and timeliness of all deliverables, including reports, evaluations, and assessments. Represent the project at international and regional technical networks, meetings, and working groups.
Qualifications

Minimum Requirements:



Previous experience as a Chief of Party for a USAID MEL or TPM activity and/or experience in conflict-affected environments, preferably Iraq or similar contexts. At least 10 years of senior-level experience managing USAID-funded large and complex MEL and research activities. Demonstrated knowledge of USAID policies, programs, and performance management practices. Proven track record of strategic planning, team leadership, and capacity building. Exceptional public relations, diplomacy, and donor management skills. Ability to foster and maintain collaborative partnerships with stakeholders, including formal and non-financial relationships. Experience leading large, complex TPM projects that are national or international in scope. Strong management, communication, and organizational skills. Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency required. Ability and willingness to work for extended periods in insecure and diverse environments. Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket. In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.
Education: Master’s degree in Public Administration, International Relations, Economics, Business Administration, or a related field.

PreferredKnowledge, Skills and Abilities:



Knowledge of the Iraqi context, including local governance and operational challenges in fragile environments. Proficiency in Arabic is strongly preferred. Experience working with USAID Missions in the Middle East or conflict-affected regions. Familiarity with MEL methodologies, tools, and utilization-focused learning approaches. Experience leading large, complex TPM projects that are national or international in scope.
Working Environment: Work is typically performed in an office environment.
Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does have supervisory responsibilities.
Travel: Travel is essential and may include travel to fragile and conflict-affected areas. An average of 25%-35% travel for project implementation and/or project management duties. Percentages may vary depending on IBTCI business needs.
