Job Purpose
The Commissioning Engineer (E&I) is responsible for executing electrical and instrumentation commissioning activities, ensuring systems are tested, energized, loop-checked, calibrated, and functionally verified in accordance with project specifications and industry standards. The role ensures safe startup and handover of systems to Operations.
Key Responsibilities
- Carry out commissioning activities for E&I systems:
- LV/MV electrical systems
- Switchgear, MCCs, UPS, transformers
- Instrumentation devices (transmitters, analyzers, detectors, valves)
- Control systems: DCS/PLC/SCADA, fire & gas, ESD
- Perform loop checks, continuity testing, megger tests, grounding checks, and functional tests.
- Lead preparation and execution of test procedures and commissioning checklists.
- Verify MC, Pre‑Comm, and Commissioning dossiers.
- Review and update as-built drawings, loop folders, SLDs, hook-up drawings, and cable schedules.
- Use completion management systems (e.g., ICAPS, WinPCS, PIMS, Omega) to track progress.
- Prepare punch lists and ensure timely closure with construction and QA/QC teams.
- Support system energization and initial start-up tasks.
- Troubleshoot electrical and instrument issues during function tests and logic checks.
- Coordinate with vendors for FAT/SAT, calibration, and performance testing.
- Provide input on commissioning-related TQs and field modifications.
- Coordinate daily activities with commissioning, construction, operations, and engineering teams.
- Ensure readiness of work fronts, materials, tools, and vendor support.
- Attend daily coordination meetings and provide accurate progress updates.
- Ensure commissioning works follow strict electrical safety, LOTO, PTW, and hazardous area procedures.
- Verify compliance with relevant standards: IEC, NEC, ISA, API, NFPA.
- Participate in risk assessments, toolbox talks, and energization readiness reviews.

Expected:
- Bachelor’s degree in Electrical Engineering, Instrumentation Engineering, or related field.
- Diploma with strong E&I commissioning experience may also be considered.
Professional Experience
- 8–12+ years in E&I construction/commissioning for oil & gas or industrial projects.
- Strong background in testing, calibration, instrument loop checking, and MV/LV electrical commissioning.
- Experience with PLC/DCS/SCADA systems, F&G, and ESD logic testing.
- Preferably experience in Middle East / Iraq remote site projects.
- Deep understanding of:
- SLDs, cause & effect matrices
- Loop diagrams, wiring diagrams, I/O lists
- Electrical protection schemes
- Instrument calibration tools
- Knowledge of hazardous area systems (Ex, ATEX equipment).
- Proficiency in MS Office, PDF tools, and completions software (ICAPS/WinPCS).
