Program Summary



The MISS program is a comprehensive initiative aimed at supporting the US Department of State’s operations in Iraq. In addition to providing ongoing base operations and Life Support Services, KBR will provide differentiated advisory and consultancy capabilities to the Iraqi Government with a focus on creating an effective program environment to support delivery of strategic economic planning, strategy development, feasibility studies, technicalreviewsand large-scale project management. Under thiscontractKBR will provide facility maintenance, procurement, critical supply functions, along withfood service, base camp operations, renovations, construction, and medical services.




Job Summary



TheSiteService Manageris responsible forthedaytodaymanagement, coordination, and performance of all service delivery and facilities functions at the BaghdadDiplomatic SupportCompound (BDSC). Reporting directly to the Operations Manager, this role ensures that facilities, utilities, and site services are delivered safely, efficiently, and in full compliance with contractual,industry, OSHA safety, US Governmentregulatory, and Department of State requirements.



TheSiteService Manager provides leadership across multiple functional areas, including facilities maintenance, utilities, custodial, transportation, grounds,logisticssupport services, andlifesafetysystems. This position requires strong operational oversight, coordination with multiple stakeholders, and the ability to manage complex facilities in ahighriskenvironment.




Roles and Responsibilities 



  • Maintainsa ZERO Harm workplace,ensuring that safety is the highest priority




  • Comply withall Environmental & Safety and Quality Assurance requirements and goalsProvide information and materials to these divisions as necessary to ensure adequate and legal documentation.




  • Supervise and mentorutilities teams, fostering a culture of accountability, efficiency, and customer service.




  • Provide daily oversight and supervision of site services toinclude, butnot limited to:  IT; satellite and cable television; motor pool; escorts; custodial services; pest control; landscaping/grounds keeping; building maintenance; water and sewer systems; plumbing; electrical and mechanical systems; fuel systems; recreational facilities and pool maintenance; and residential operations, to include housing and housekeeping.




  • Lead and supervise a team of technicians and operators, ensuring safe and efficient performance of all systems.




  • Develop and implement preventive maintenance schedules to maximize reliability and minimize downtime.




  • Monitor system performance, troubleshoot issues, and coordinatetimelyrepairs tomaintainmission-critical services.




  • Ensure compliance with applicable safety standards, environmental regulations, and Department of State guidelines.




  • Manage inventory of spare parts and supplies, and coordinate procurement as needed.




  • Prepare operational reports andmaintainaccuratedocumentation forutilitiessystems and maintenance activities.




  • Collaborate with other departments and stakeholders to support operational readiness and continuous improvement initiatives.




  • Responsible for daily, weekly,monthlyand quarterly reports, including employee performance reviews and any other first line supervisor administrative duties asrequired.




  • Schedule personnel, includingsiftsand rotations, tomaintainacceptable levels of service at all times, including support of short-notice projects.




  • Assign tasks andestablishand enforce standards of conduct and performance in the work environment.




  • Inspect and audit in-process and completed work, to ensure work meets SOW and quality standards.




  • Plan, organize, prioritize and perform multiple tasks under austere conditions, to perform job functions in an orderly manner.




  • Perform additional duties andprojects asassigned.





Basic Qualifications 



  • Ten (10)yearsO&M experience for a small commercial, industrial, and/or military facility. Extensive knowledge of business and management principlesinvolved instrategic planning, resource allocation, human resources, leadership, service deliverymethodsand coordination of people and resources. 




  • Must be a U.S. citizen




  • Obtain andmaintainactive SECRET security clearance




  • At least aBachelor’sdegree inan Engineering,Management, or related field.




  • Must be able to obtain andmaintaina Moderate Risk Public Trust (MRPT) clearance and local site access.




  • Mustpossessa valid State, Country, or International Driver’s License.




  • Current US Passport with a minimum of 2 yearsremaining




  • Ability to manage required staff.




  • Knowledge of principles and processes involved in supporting task order responsibilities at an overseas facility.




  • Experience providing excellent customer service.




  • Ability to work in a fast-pacedenvironment thatrequires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.




  • Cross-cultural sensitivity with an international perspective.




  • Excellent organizational and time management skills.




  • Expert computer skills, specifically Microsoft Word and Excel.




  • Ability to become an active and functioning member of a team.




  • Ability to be innovative and be an agent for change.




  • Expert communication skills to facilitate and disseminate information.





Preferred Qualifications



  • Familiarity with Department of State/Department of Warstandards and facility management practices. 




  • Strong technical knowledge of power generation, HVAC, and water systems. 




  • Proven ability to lead diverse teams and implement process improvements in high-security settings. 




  • Proficiencyin maintenance planning tools and operational reporting systems.
