HSSE Supervisor - Umm Qasr Port -Berth 6 (Noatum Ports)

To develop, implement, and manage a comprehensive Health, Safety, Security, and Environment (HSSE) framework, ensuring the protection of people, assets, operations, and the environment. The role is accountable for incident prevention (with strong focus on Lost-Time Injury reduction), emergency preparedness, regulatory compliance, and the promotion of a proactive HSSE culture across all port operations and projects.
Core Responsibilities: Develop, implement, and maintain the HSSE Management System in line with AD ports group & international standards and local regulatory requirements. Leading the establishment of the annual HSSE objectives, action plan, budget, training plan, performance monitoring, incident and accident reporting, investigation and other administrative activities related to HSSE. Collaborate with all Divisions/ Departments to develop and maintain the required documented HSSE Standard Operation Procedures (SOPs) & retain the records for their activities and functional areas. Fulfill business continuity requirements and test the effectiveness of recovery plans. Lead the implementation of all HSSE aspects for any ports’ infrastructure projects. Conduct regular risk assessments, hazard identification, and safety audits across operational and project activities. Lead incident investigation, root cause analysis, and corrective/preventive actions. Develop and implement emergency preparedness and response plans, including drills and simulations. Ensure full compliance with environmental requirements, permits, and monitoring requirements. Oversee contractor HSSE compliance, including induction, audits, and performance monitoring. Maintain effective communication, consultation, and leading training of HSSE team. Prepare and submit HSSE performance reports to senior management. People Management Responsibilities: Lead, coach, and develop the HSSE team to ensure high professional standards. Assess the HSE requirements for all critical positions. Conduct training, awareness programs, and toolbox talks to embed a strong HSSE culture. Promote accountability and ownership of HSSE responsibilities at all organizational levels. Strategic Responsibilities: Act as a strategic advisor to senior management on HSSE risks and mitigation strategies. Drive continuous improvement initiatives aimed at zero harm and environmental protection. Support operational and project planning by integrating HSSE requirements from early stages. Represent the organization during regulatory inspections, audits, and emergency situations.
Educational and Technical Qualifications: Bachelor’s degree in Safety Engineering, Environmental Science, Engineering, or related discipline. Professional HSSE certifications preferred: NEBOSH IGC IOSH ISO 45001 / ISO 14001 Lead Auditor (advantage) Strong knowledge of HSSE management systems, risk assessment, and emergency response. Language Skills: English: Fluent (written and spoken). Arabic: Fluent (written and spoken). Years of Experience: Minimum 7–10 years of HSSE experience in similar role. Nature of Experience: Experience in ports, terminals, logistics, infrastructure, construction, or industrial environments. Proven track record in reducing LTIs and improving HSSE performance indicators. Experience managing environmental compliance and regulatory reporting. Strong exposure to contractor and multi-stakeholder environments.
