Job Purpose:The HR Manager is responsible for leading and managing the full spectrum of Human Resources activities in the Port. The role ensures the effective development and implementation of HR policies, processes, and frameworks covering workforce planning, talent acquisition, employee relations, performance management, compensation, onboarding, learning, and compliance to enable operational and organizational effectiveness and sustainable growth.
Key Responsibilities:Develop and manage a comprehensive HR function covering recruitment, onboarding, employee relations, compensation & benefits, and labor law compliance. Localize and implement ADPG group-wide HR products and initiatives, including annual HR calendar events, Performance cycle, Career Development, Training, Employee Engagement, Budgeting and Remuneration reviews, and provide expert guidance to management and employees. Lead workforce planning, organizational design, and manpower forecasting aligned with AFGP’s business strategy, including pay benchmarking and incentives. Design and implement the Competency Assurance Program (CAP), ensuring all operational and safety-critical roles meet competency requirements. Manage the training and development framework, addressing skill gaps and organizational capability needs. Implement and administer the career planning framework and Individual Development Plan (IDP) process for all employees. Manage the performance management system, including objective setting, reviews, and performance calibration. Lead the organizational talent review and succession planning process to build leadership bench strength. Manage and develop HR operations, policies, procedures, and HR systems to ensure governance, audit readiness, and compliance. Develop and monitor HR KPIs, dashboards, and reporting for Executive Management.
People Management Responsibilities:Lead, coach, and develop the HR team to deliver high-quality HR services. Assign responsibilities, manage workload, and ensure effective service delivery across all HR functions. Promote a culture of accountability, performance excellence, and continuous improvement within the HR function. Support capability development and professional growth of HR team members.
Strategic Responsibilities:Act as a strategic business partner to Executive Management on workforce capability, leadership development, and organizational effectiveness. Develop and implement the HR strategy and people roadmap aligned with AFGP’s long-term port development objectives. Drive talent attraction, engagement, and retention strategies to build a sustainable workforce. Lead cultural development and employee engagement initiatives. Support long-term leadership pipeline development and internal mobility. Strengthening HR governance, digitalization, and process maturity.
Qualifications:Bachelor’s degree in human resources, Business Administration, or related field. Professional HR certification (CIPD/SHRM) is desirable.
Languages:Fluency in Arabic & English languages is mandatory.
Years of Experience:12–15 years of progressive HR experience, including at least 5 years as Head of HR for a large P&L central organization.
Nature of Experience:Experience in HR generalist leadership roles supporting operational or industrial environments (ports, logistics, large infrastructure, oil & gas, maritime, or similar sectors preferred). Strong working knowledge of Iraqi Labor Law as well as local maritime workforce regulations applicable to pilots and marine crew, ensuring full compliance in the hiring and management of port and maritime employees. Exposure to maritime or port workforce environments is strongly preferred. Experience supporting multicultural and multi-disciplinary workforces.
