Background

The Humanitarian Development Program (HDP) is a nonprofit and independent NGO in Yemen .It focuses on improving the quality of Yemeni people’s life through well-planned and comprehensive projects in WASH, education, Food security & livelihood Shelter, CCCM, Protection  ,health and related activities that strengthen underserved communities in all parts of Yemen with the flexibility to respond rapidly to emergencies.

Humanitarian Development Program (HDP) places human dignity at the center of its relief and development work. At the heart of the Program’s efforts to impact poverty and social justice. Vulnerable adults and children are particularly at risk of sexual exploitation and abuse. HDP defines the program’s commitment to the protection from sexual exploitation and abuse (PSEA) of vulnerable adults, involving HDP Employees and Related Personnel. In recognition of the special vulnerability of children, also HDP affirms commitment to the welfare and protection from sexual exploitation and all forms of abuse of children, involving HDP employees and related personnel.

Project Manager oversees the implementation and supervision of project activities, ensuring timely and high-quality planning, implementation, reporting, and monitoring/evaluation. Project Manager role requires establishing good working relations with partners, establishing contacts, engaging with authorities and linking with other teams and related projects across HDP to share best practices and lessons learnt.

Duties and Responsibilities:

Under the direct supervision of Programs & Projects Manager, the Project Manager, will undertake the following tasks:

  • Responsible for planning, implementation, management, supervision and providing support of the assigned project to meet the projects objectives within the required timeframe.
  • Prepare implementation project plan, including recruitment of project staff, budgets, procurement bills of quantities and tenders’ requests with participation of project team and concerns staff.
  • Cultivate good relations with key humanitarian actors – local and international, including government authorities and non-state actors.
  • Where relevant, liaise with donor and work closely with partners on project updates, site visits and other communication.
  • Project kick-off and presentation/sharing of project with team.
  • Ensuring the adequate monitoring of the work and MEAL plan.
  • Support, facilitate or undertake communication and liaison activities to actively consult and involve beneficiaries, actors, partners and stakeholders in all stages of project design and implementation.
  • Continuously monitoring and supervising activities, overseeing the technical design, execution, and evaluation of progress through outputs and impacts using both quantitative and qualitative data.
  • Approve all purchases/contracting and budget line allocations for the concerns project.
  • Collect data and prepare progress and final narrative reports visualizing with photos as per specific project and donor requirements;
  • Ensure fluent chain of information/data transfer from field to higher managers.
  • Ensure that required standards of technical quality are adhered in all engineering activities and interventions, which are technically appropriate, suitable for the given emergency stage, realistic and on budget.
  • Facilitate regular project staff meetings to ensure awareness of project objectives, progress reports, and opportunity for feedback to ensure that all projects' expenses are according to the available budget, HDP Logistic and financial procedures, and donor guidelines and requirements.
  • Document and share lessons learnt in a comprehensive and detailed manner.
  • Perform any other tasks assigned by the direct manager.

  • مسؤول عن التخطيط والتنفيذ والإدارة والإشراف وتقديم الدعم للمشروع لتلبية أهداف المشروع ضمن الإطار الزمني المطلوب.
  • إعداد خطة تنفيذ المشروع ، بما في ذلك تعيين موظفي المشروع  والموازنات وطلبات أصناف وكميات فواتير الشراء والعطاءات بمشاركة فريق المشروع والموظفين المختصين.
  • الحفاظ على علاقات جيدة مع الجهات الفاعلة الإنسانية الرئيسية - المحلية والدولية، بما في ذلك السلطات الحكومية والجهات الفاعلة غير الحكومية.
  • القيام بالاتصال بالجهة المانحة والعمل عن كثب مع الشركاء بشأن تحديثات المشروع والزيارات الميدانية وغيرها من التنسيقات.
  • تدشين المشروع وتقديم عرض / مشاركة عن المشروع مع فريق المشروع.
  • الاشراف على متابعة  تنفيذ خطة المتابعة والتقييم للعمل.
  • دعم وتسهيل تنفيذ أنشطة الاتصال والتنسيق للاستشارة والمشاركة الفاعلة للمستفيدين والجهات المعنية والشركاء وأصحاب المصلحة في جميع مراحل تصميم وتنفيذ المشروع.   
  • المتابعة باستمرار والإشراف على الأنشطة و التصميم الفني والتنفيذ وتقييم التقدم المحرز من خلال المخرجات والآثار باستخدام كل من البيانات الكمية والنوعية.
  • الموافقة على جميع المشتريات / التعاقدات ومخصصات بنود الموازنة للمشروع.
  • جمع البيانات وإعداد التقارير السردية الدورية والنهائية مع إضافة الصور حسب متطلبات المشروع والجهة المانحة المحددة.
  • ضمان سلاسة تدفق المعلومات / نقل البيانات من الميدان إلى أعلى المدراء.
  • ضمان الالتزام بمعايير الجودة التقنية المطلوبة في جميع الأنشطة والتدخلات الهندسية، والمعايير والتي تكون مناسبة من الناحية الفنية، ومناسبة لمرحلة الطوارئ المعينة، وواقعية على الموازنة.
  • تيسير اجتماعات موظفي المشروع المنتظمة لضمان الوعي بأهداف المشروع، وتقديم وتقارير الإنجاز، وفرصة للتغذية المرتدة للتأكد من أن جميع نفقات المشاريع تتوافق مع الموازنة المتاحة، والإجراءات اللوجستية والمالية، وإرشادات المانحين ومتطلباتهم.
  • توثيق وتبادل الدروس المستفادة بطريقة شاملة ومفصلة.
  • أداء أي مهام أخرى يكلفه بها المدير المباشر.

II.         Education and Experience

  • A university degree in, Business Management, Project Management or related field. 
  • Minimum 7 years work experience with NGOs in project management 
  • Excellent organizational, budget, project management, communication and writing skills. 
  • Ability to manage and train projects' teams on technical issues.
  • Proficiency of both English and Arabic
  • Proficient in MS Office (Word – Excel – Power point – Arabic & English Typing – emails)
