Role SynopsisThe OTL QA has the following main objectives:
Reinforce Site Leadership
Manage challenging conditions in a multinational environment to promote high-performance behaviors and effective conflict management.
Provide training and coaching to the local workforce as needed to ensure compliance with international standards and improve operational delivery.
Water Treatment Expertise
Offer technical expertise for QA1 and QA2 facilities. Large-scale water treatment operations include Water screening, pumping and pre treatment, Chemical treatment (chlorination, coagulation, precipitation, and settling), multimedia filters (MMFs), Actiflo Clarifiers, disk filters, Final disinfection, storage, and pumping.
Manage the treatment chemicals stock and plan the timely ordering.
Compliance and Safety
Implement effective HES policies and operational excellence (OE) standards, including:
Managing Safe Work (MSW), Standard Operating Procedures (SOP), and control of work (CoW) system, Management of Change (MOC), Fatality Prevention (FP), Incident-Free Operations (IFO), Emergency Response Plans (ERP), and Asset Integrity Management.
Compliance with contractual terms and obligations
Review and create the O&M contract scope of work. Review and create the scope of work for the chemical delivery contracts. Interact with the PSCM throughout the contract execution and management.
Engineering Phase Support
Act as Operations representative during engineering reviews, providing technical versatility as the future operator during Front-End Engineering Design (FEED), Detailed design and technical drawings, Submittals, process hazard analysis (PHA), Safety in Design (SID), HAZOP study, Hazard Assessment (HA), Alarm Objective Analysis (AOA), Key Performance Indicator (KPI) identification.
New Sections Start-Up and Handover
Ensure successful start-up, completion, handover, and trouble-free operations using new O&M CMMS modules (DCS/SCADA, Maximo, SAP).
• This role will be responsible for managing safe, compliant, and reliable operations activities and providing clear direction regarding priorities for the facility at QA1 & QA2. The QA OTL will interact directly with the WF OTL and serve as the key interface between the cluster pumping stations (CPS) team and the QA1 & QA2 plants.
• The role will work closely with all functions in ROO, Site shift Engineers in QA, and BoC leadership in QA to deliver the safe execution of the facility plan and timely resolution of operational issues.
• As a member of the ROO operations team, the QA OTL plays a key role in ensuring compliance across all areas of Process Safety, Operating Discipline, and Product Quality.
• The QA OTL may deputise for the WF OTL as required and will have direct interaction with sub-surface, production optimisation, inspection, engineering, projects and well services.
• An essential part of QA OTL role is a developmental, coaching and mentoring position for Site shift Engineers and BOC team at QA. This role will have Site Shift Engineers reporting directly to him.
• Deliverables are achieved through influence, and this is heavily reliant upon the relationship this role develops with all different functions at ROO, Site Shift Engineers, and the national BoC staff at Qarmat Ali.
Key Accountabilities
• Demonstrate strong safety leadership and exemplary safety behaviours at all times, ensuring that ROO safety expectations are communicated and reinforced.
• Participate in incident investigations and lead/assist teams on determining root cause and suitable preventative measures.
• Coaching and development of their direct reports as well as BoC staff at QA to support the nationalisation agenda.
Risk / Operating Discipline
• Ensure changes to plant and equipment are subject to the appropriate level of Management of Change before putting them into service.
• Responsible for ensuring full compliance with any Operational Risk Assessments (ORAs) that are in place covering defective plant or conditions.
• Responsible for ensuring timely execution and accurate close-out of all production-related maintenance.
• Provide coaching on-site to Site Controllers, Area Authority, and Isolating Authorities’s.
• Lead by example and are accountable for their teams being fully compliant with the code of conduct and ROO Values and Behaviours expectations.
• Coach and support the facility team on their development.
• Coach and assist Local Managers on Business objectives, activities planning / prioritisation/decision making.
• Ensure that direct report work patterns and commitments are fulfilled per HR contractual obligations.
• Motivate the team, celebrate their successes and ensure their views and problems are listened to, and suggestions are considered.
• Identify and intervene if a team member does not meet performance expectations and has a low tolerance for poor behaviours.
• Responsible for ensuring direct reports have a robust development plan and are being actively managed.
• Support delivery of Annual Operating Plan and Area Development Plan.
• Manage QA Budgets and ensure plans are delivered in the most cost-efficient way.
• Ensures that the operational interfaces between operations, maintenance, engineering, wells, subsurface and Projects are effectively managed and with synergies maximised.
• Provide Water treatment expertise at QA (old and new facilities).
• Ensure water management complies with the country regulations.
• Responsible for understanding the day-to-day plant optimisation to maximise daily production, which underpins the delivery of the company’s HSE and water injection annual targets.
• Actively monitor product quality and manage interventions when quality issues arise.
• Be proactive to make early interventions on indication of quality issues.
• Responsible for ensuring robust plant watch keeping and monitoring routines are completed with all deviations acted on and ensuring the system is fit for purpose.
• Manage plant availability to ensure that safety-critical maintenance is completed and production requirements are met.
• Lead and support 5 Whys investigations for all production losses and product quality issues over defined limits.
• Responsible for updating the plant vulnerability sheet every week so it is an accurate reflection of plant status.
• Drive clear prioritisation of vulnerabilities so action is focused in the right areas.
• Actively lead and ensure participation in Continuous Improvement projects on your sites and promote the benefits of the CI philosophy to engage the site teams in this process.
• Ensure plant operations are operated within the design envelope and that any deviations are risk assessed via operational risk assessments.
• Plant is prepared and reinstated in support of TAR execution schedule, ensuring SIMOPS are identified and managed early enough in the schedule.
Criteria & Qualifications
Essential Experience and Job Requirements• Significant industry experience in water treatment facilities and treatment technologies in a variety of roles, including senior roles.
• Interpersonal communication skills are critically important to the QA OTL position and should be demonstrably excellent.
• Capable of working autonomously and organising time and resources to achieve work deliverables to defined standards, with the ability to manage large teams of around 2000 people within the majority of Locals.
• Well-developed staff coaching and development skills with a track record of developing local staff.
• Good presentation and persuasion skills with effective interdisciplinary Communication skills
• Personal behaviours and work ethic that lead by example.
• Excellent broad range of relevant HSE knowledge, and previous roles in Major emergency management.
• In-depth knowledge of control of work systems.
Desirable Criteria and Qualifications
• Middle Eastern cultural awareness.
• Minimum 15 years of Water Treatment operations.
• Basic Arabic knowledge will be highly desirable.
• Excellent English language skills (written and spoken)
• Bachelor of Chemical Engineering / Bachelor of Science Graduates will be preferred.
