Roles & Responsibilities

Under the supervision of the Deputy Representative, Programmes, the Planning,Monitoring & Evaluation Specialist (PME) will coordinate the planning, monitoring, evaluation and reporting functions for the Country Programme and support child rights monitoring in the country, in close collaboration with the various teams in the countryand field offices, and relevant external partners.

To ensure that the UNICEF Country Office has useful, valid and reliable information on

  • the situation of children s and women s rights;
  • the performance of UNICEF-supported programmes including their relevance,efficiency, effectiveness, and sustainability, and in emergency contexts, their coverage,coordination and coherence.

To ensure that the UNICEF Country Office has strategic and workplans in place thataddress key child rights deprivations and prioritized systems bottlenecks, including witha gender lens, and meets organizational standards.

To work within the UN country team to support UNCT goals for delivering valid andreliable information on the attainment of the SDGs and other goals, and on theperformance of UN-supported programmes.

To assist in the establishment of monitoring and evaluation tools which enhancepartnership between the UNCT, government and other key players to collectively trackprogress on SDGs and other international commitment for children, including with agender lens.

To assist in the development of national capacities for child rights monitoring in thecountry, and planning, monitoring, evaluation and research, with special attention to theinterest, concern and participation of government, community, and civil societystakeholders.

To provide oversight for evaluation functions in the office, helping build nationalcapacities for evaluation and conducting strategic evaluations of UNICEF cooperation inIraq.

Desired Candidate Profile

Minimum requirements:

  • Education: Master or equivalent (Advanced University Degree) in Social Science,Statistics, economics, demography, development studies, public policy, public administration, data science, international development, gender studies.
  • Work Experience: At least 5 years of relevant work experience in Programme Management, Monitoring and Evaluation, Planning, Programme planning, Results based management, Performance monitoring, Evaluation management, Research and analytics, Child rights monitoring, Budget planning, Partnership management, Programme implementation, Emergency programming.
  • Skills: Evaluation Process, Data Analysis and Interpretation, Statistical Inference, Programme Development, Team Management.
  • Language Requirements: Fluency in English and Arabic is required.

Desirables:

  • Language: Knowledge of another official UN language (Chinese, French, Russian or Spanish) or a local language (Kurdish)
  • National evaluation capacity building, Evaluation design, International organizations, Humanitarian crisis response, National and sub-national planning and monitoring systems
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
