Job Description: Welfare & Social Projects Manager
Location: Basrah, Iraq (Resident – Mandatory, Local from Basrah Only)
Work Pattern: 28 days (On) / 28 days (Off)

Role Overview
The Welfare & Social Projects Manager is responsible for managing and coordinating Social Welfare / Social Benefits construction projects from initiation through completion, in line with the approved Social Benefits Procedure.
The role covers the full project lifecycle including scope definition, engineering coordination, tendering support, construction supervision, stakeholder coordination, handover, and payment certification, with a strong field presence across Basrah and close coordination with government authorities and the client (BOC).
Key Responsibilities
- Support project initiation following approval of beneficiary requests and priorities.
- Coordinate site visits, data collection, and inputs for Engineering Work Packs (EWP) and BOQs.
- Support development of schedules, milestones, and execution plans.
- Support ITT preparation, site clarifications, and contractor coordination.
- Participate in technical evaluations and clarifications as required.
- Manage and supervise construction activities across multiple sites.
- Ensure works comply with approved drawings, specifications, BOQs, and permits.
- Coordinate inspections, punch lists, and close-out activities.
- Monitor contractor performance, progress, quality, and HSE compliance.
- Act as field-level focal point with the client representatives on this particular portfolio.
- Coordinate inspections, approvals, and handover activities with public-sector stakeholders.
- Support provisional and final handover to beneficiaries.
- Ensure documentation is complete for project close-out and reporting.
- Prepare progress, risk, issue, and completion reports.
- Maintain proper records in line with audit and governance requirements.
Required Certifications
- Bachelor’s degree (MSc preferred).
- PMP Certification (strong advantage).
- Minimum 12 years of experience in construction of buildings and public infrastructure in Iraq / Basrah.
- Proven experience in a managerial or site leadership role delivering government or public-sector projects (schools, hospitals, municipal buildings, facilities, utilities).
- Strong experience in contractor management and multi-stakeholder coordination.
- Resident in Basrah with full mobility across project locations.
