Organizational Context and Scope IOM Iraq is working alongside the Government of Iraq to support the return, rehabilitation and reintegration of Iraqi nationals coming from Al Hol and Al Roj camps in north east Syria. Since 2021, the Government of Iraq (GoI) has been returning its national from north east Syria, with the returns accelerating since the beginning of 2025. More than 21,500 Iraqis have been returned; upon arrival in Iraq, the returnees spend several months in the Al Amal Rehabilitation Center. IOM supports the return, rehabilitation and reintegration process through its Rehabilitation, Reconciliation & Reintegration programme. This programme brings together Camp Coordination and Camp Management (CCCM), social cohesion, tribal engagement, prevention of violent extremism and case management to provide a holistic support to the GoI. Under the overall supervision of the IOM Iraq Chief of Mission (COM), the overall support of the Head, Peace, Recovery, and Solutions Division (PRSD) and direct supervision of the Return & Reintegration Coordinator, the Programme Officer (RRR-Coordination) will support and coordinate the work of the Rehabilitation, Reconciliation & Reintegration team in the Peace, Recovery and Solutions Division, support enhanced coordination across teams and bring together various information streams across the division to develop comprehensive reports and information materials. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p> International Organization for Migration Project Context and Scope The project titled Inclusive Stabilization Partnerships for Reintegration and Empowerment (INSPIRE) is a five-year programme (July 2026 June 2031) funded by the Ministry of Foreign Affairs of the Kingdom of the Netherlands (MFA) and implemented by the International Organization for Migration (IOM). INSPIRE will operate in Ninewa, Anbar, and Salah al-Din Governorates, with national-level engagement in Baghdad. The project aims to address key barriers faced by vulnerable internally displaced persons (IDPs), returnees (including Iraqi individuals from northeast Syria), and host community members in accessing basic services, civil documentation, and durable solutions. It operates across three interconnected levels: individual, community, and systemic, organized under three outcomes: Outcome 1: Improved access to basic services and durable solutions pathways for vulnerable displaced populations Outcome 2: More resilient and cohesive communities in areas of high return, with empowered local civil society structures Outcome 3: Enhanced national and local government capacity to plan, coordinate, and deliver services to Iraqi citizens Inception Phase Recognizing Iraq's evolving context, with shifting return and displacement patterns, changing funding priorities, and significant differences across governorates and districts - INSPIRE will begin with a three-month inception phase. This phase is critical to ensure that the five-year programme is evidence-based, context-sensitive, and strategically targeted from the outset. The Inception Phase will produce one core output: the Inception Report. The Inception Report will integrate multiple data sources, including: IOM Displacement Tracking Matrix (DTM) data; funding and intervention mapping to identify gaps where INSPIRE can add value without duplication; field consultations with local authorities, community leaders, and potential beneficiaries; and interviews with Government of Iraq (GoI) counterparts, local CSOs, UN agencies, and international partners. The Inception Phase will conclude with a Validation Workshop convening the Government of the Netherlands, relevant Iraqi ministries, the UN Resident Coordinator's Office (RCO), and key partners to finalize the Year 1 workplan and agree on coordination structures, including annual revision mechanisms. The INSPIRE inception phase requires specialized expertise in programme design, durable solutions programming, stakeholder consultation methodologies, conflict-sensitive analysis, and strategic results framework development. Given the time-bound nature of the inception phase and the need for independent technical expertise to support the development of the Inception Report and associated strategic frameworks, these services cannot be fully met through existing project staffing resources during the inception period. <p>Iraq Common Seawater Supply Project (CSSP) intends to provide treated seawater to the oil fields in southern Iraq (for injection). CSSP is composed of water pipelines which are part of Basra Oil Company (BOC) scope of work, and the Water Infrastructure Project (WIP), previously named STF (Seawater Treatment Facilities). The WIP will be located on the west side of the Khor Al Zubair, upstream of the port of Umm Qasr.</p>
<p>The major components of the WIP include seawater intake and outfall structures, material offloading facility, seawater clarification, filtration and deoxygenating processes, shipping pumps, a fuel gas pipeline, power generation, utilities and non-process.</p>

<p> The Consultant will provide time-bound specialized technical expertise to support the implementation of specific Intelligence-Led Policing (ILP) capacity-building activities under the project Supporting Community Engagement and Policing in Iraq Phase II , led by the Community Engagement and Policing (CEP) unit of IOM Iraq. The objective of this project is to strengthen public trust and confidence in Iraq s security institutions by enhancing accountable, inclusive, and community-responsive policing practices in areas of return and border regions. The project focuses on two primary pillars: i) increase Iraq s security agencies legitimacy and accountability in areas of return and border areas through an increased professionalization of police and border guards and mainstream of CEP approaches across different Directorates within the MoI; and ii) strengthen the CP community outreach, especially amongst women, through the CP Women Empowerment and Protection (WEP) Action Plan, to ensure rights-based stabilization interventions that respond to the needs of communities. The required expertise in prevention-oriented Intelligence-Led Policing (ILP), intelligence development frameworks, police analytical systems, and operationalization of risk analysis methodologies is not currently available within IOM Iraq. The engagement of an external consultant is therefore required to provide specialized technical knowledge, support the development of practical tools and procedures, and strengthen the capacity of the Community Policing Directorate and relevant Ministry of Interior counterparts to establish sustainable prevention-oriented ILP approaches. HH is currently developing its Mine Action programme in the Middle East in line with its mandate to reinforce local and national actors and ensure safe, responsible, and context-sensitive humanitarian action. HH has been working in Iraq since 2016, focusing on strengthening local and national partners. HH initially delivered IED-clearance training to local authorities in Sulaymaniyah and Erbil. From 2019 to 2025, HH supported a local Iraqi NGO through a long-term partnership aimed at improving organizational and technical capacity, resulting in the implementation of EORE, NTS, and Clearance operations in Ninewa Governorate, particularly in Sinjar District, clearing more than one million square meters of land. Since September 2025, HH has launched MIRATH in southern Iraq. MIRATH (Mesopotamia Initiative for Rehabilitating Archaeological Tourism and Heritage) aims to support the Iraqi Civil Defense in Dhi Qar Governorate through training and equipment, enabling clearance of at least two million square meters of archaeologically sensitive land contaminated with explosive ordnance. The project is implemented in partnership with the Iraqi Directorate of Mine Action (DMA) under the Ministry of Environment and in close coordination with the Ministry of Culture, Tourism and Antiquities at central and governorate levels. Given the project context and the sensitivity of operating within or near major archaeological and World Heritage-related landscapes, HH must ensure that mine action activities are planned and implemented in a way that protects cultural heritage values and supports responsible site management. In accordance with UNESCO-endorsed and ICOMOS-referenced methodology for World Heritage contexts, a Heritage Impact Assessment (HIA) is required to establish baseline knowledge, identify attributes related to Outstanding Universal Value (OUV), assess risks and impacts, and define proportionate avoidance, mitigation, and monitoring measures prior to and during operations. Against this background, HH seeks the services of an Archaeologist / Heritage Specialist to conduct a UNESCO-aligned HIA for at least one priority site, including Eridu, Kisiga (Tell Al-Lahm) and Tell Zaid, and to provide technical guidance to integrate heritage protection into clearance planning and quality management. The consultant will work in close coordination with HAMAP-Humanitaire s Regional EOD Technical Advisor to ensure that heritage protection requirements are translated into practical, safe, and implementable clearance planning measures. The main objective of this assignment is to conduct a Heritage Impact Assessment (HIA) for one priority archaeological site in Dhi Qar Governorate, Iraq, in accordance with UNESCO standards and ICOMOS guidance for World Heritage and related contexts, and to support the integration of heritage protection requirements into mine action planning, quality management, and field implementation. Specifically, the assessment will aim to: Establish a robust heritage baseline for the site, with specific reference to attributes conveying its Outstanding Universal Value (OUV); Assess potential direct, indirect, cumulative, and accidental impacts of planned mine action activities on the site s authenticity, integrity, and wider setting. Ensure that clearance operations are planned and implemented in a manner fully respectful of internationally recognized cultural heritage protection standards Define practical and proportionate avoidance, mitigation, and monitoring measures to prevent or minimize adverse impacts on archaeological remains; and Support the integration of heritage-sensitive requirements into operational planning, quality management, and field implementation of humanitarian mine action activities. Through the HIA, the consultant will be expected to: Establish a clear heritage baseline for the assessment area, focusing on attributes that convey OUV and other nationally significant heritage elements. Identify and map sensitive heritage areas and constraints relevant to mine action operations (including physical remains, stratigraphy risk, visual/setting considerations where relevant, and access/visitor management sensitivities). Assess potential impacts of proposed mine action activities, including direct, indirect, cumulative, and accidental impacts, and consider whether impacts are temporary/permanent and reversible/irreversible. Propose a package of avoidance, mitigation, protection, and monitoring measures, including operational recommendations that can be implemented by mine action teams. Provide clear guidance on operational integration, including exclusion zones, adapted clearance methodologies and constraints, and quality management considerations. Develop a chance-find procedure adapted to humanitarian demining operations in archaeological contexts, including procedures for suspected archaeological remains, human remains, associated artefacts, structural remains, and other culturally or legally sensitive finds.</p><p><strong>Desired Candidate Profile</strong></p><p>Advanced university degree (Master's or PhD) in Archaeology, Cultural Heritage Management, or a related field. Minimum 10 years of professional experience in archaeology and/or heritage management (or equivalent demonstrated expertise relevant to the assignment scope). Proven experience conducting Heritage Impact Assessments (or closely comparable heritage assessment studies) in complex operational contexts. Strong knowledge of UNESCO World Heritage processes and ICOMOS HIA guidance, including OUV-based assessment logic. Demonstrated capacity to translate heritage requirements into practical operational recommendations. Experience working alongside operational field teams, such as mine action, EOD/UXO, engineering, construction, environmental, infrastructure, or security teams, is highly desirable, particularly where heritage protection requirements had to be translated into practical field procedures, constraints, or mitigation measures. <p>The Lead Interface Engineer shall assist the Interface Manager on the following:</p>

<li>Take care of the overall management of interface and data changes between stakeholders of the Common Seawater Supply Project, and provide advice on any schedule and commercial issues arising from such interfaces and changes.</li>
<li>Ensure that interface management procedures are in place and that EPC and other contractors implement the required interface management system throughout the project duration.</li>

<p>The Lead Interface Engineer is anticipated to start early 2026 and will be based in Abu Dhabi (UAE).</p>
<h4>Activities</h4>
<p>The job holder shall assist the Interfaces Manager:</p>

<li>With the support of the Project Management Consultant, define, implement and maintain the methodology/procedure to be applied and the corresponding database to be created, to ensure a clear and accurate identification and management of interfaces. This procedure will be as efficient and simple as possible and will be used throughout the life of the project and shall be applied by the different entities/contractors.</li>
<li>Management of interface and change data between parties, monitor and control interface and change issues, in order to resolve interface and change issues in a timely and organised manner according to the project interface and change control procedures.</li>
<li>Attend major interface meetings, internal and external with other entities of CSSP Project, contractor representatives, vendors, TotalEnergies specialists, partner’s experts, etc. Lead interface and other technical meetings as required.</li>
<li>Ensure that HSE requirements are systematically considered all along the interface management process and in particular that interfaces are properly addressed during HAZID/HAZOP/PTR project audits.</li>
<li>Consolidate and advise the Project Director and Technical and Project Control Managers of any risks, especially schedule and commercial issues arising from interfaces and changes. Shall be the coordinator of the Management of Change, providing the justification through all disciplines of the change. Ensure complete documentation of all changes, and communication of these in compliance with the processes agreed with BOC and regulatory authorities.</li>
<li>Prepare technical papers to support management positions for clarifications or decisions with regulatory authorities of host countries, other entities or partners.</li>
<li>Ensure that EPC Contractor implements required interface management system and resources and monitor throughout the project duration that EPC Contractor honours its responsibilities as defined in the project interface procedure.</li>
<li>Ensure the implementation of interface changes/optimisations resulting from negotiations of the external interfaces.</li>
<li>Together with Project Management Consultant, ensure design consistency and continuity throughout the facilities.</li>

<h4>Context and environment</h4>
<p>Basrah Oil Company (BOC) is undertaking the Seawater Treatment Facilities (STF) project to provide treated seawater to the oil fields in southern Iraq (for injection). The STF will be located on the west side of the Khor Al Zubair, upstream of the port of Umm Qasr and will have the following key components:</p>
<ul>
<li>Site development and non-process facilities.</li>
<li>Ancillaries and buildings.</li>
<li>Seawater intake and outfall structures.</li>
<li>Material off-loading facility.</li>
<li>Seawater clarification, filtration and deoxygenating processes.</li>
<li>Chemical addition systems.</li>
<li>Shipping pumps.</li>
<li>Power generation.</li>
<li>Utilities.</li>
</ul>
<p>FEED was completed (June 2016) with Phase 1 capacity of 7.5 million barrels of water per day (MMBWPD) of treated seawater, with a subsequent Phase 2 of 5 MMBWPD for a total buildout capacity of 12.5 MMBWPD. The project was placed on hold upon the completion of FEED.</p>
<p>In 2018 BOC launched a call for tender on the FEED, but instructed bidders to reduce capacity to 5.0 MMBWPD, with provision for a future addition of 2.5 MMBWPD for a total build-out phase of 7.5 MMBWPD.</p>
<h4>Accountabilities</h4>
<p>Accountable for the interfaces and management of change (MoC), being internal (between units, disciplines, PMT, One Tech and specialists) or external (between other CSSP projects, contractors, company, etc.). The job holder coordinates all interface and MoC matters, protecting the WI Project and company’s position with regards to all external interfaces and to internal interfaces between contractors, and ensuring that changes are evaluated and executed for the overall benefit of the project.</p>
<p>Accordingly, the job holder shall make the necessary coordination between all involved contractors/parties and company teams and implement an agreed interface management procedure and methodology. He/she shall ensure the proper and timely follow-up and resolution of interface issues between the various involved parties documents. He/she must support the Interface Manager to ensure full control of the Management of Change process, and shall document all the changes, taking care to perform a full review with various disciplines with project aspects to justify or reject the change.</p>
<p>A key aspect of interface coordination is the ability to effectively communicate, across all involved parties, all details related to an interface, including requirements, technical specifications, and potential issues. It is important that the communication channel is promptly established, the proper information is exchanged, and all involved parties acknowledge that they fully understand the interface requirements.</p>

Within the Project Organization, the Lead Interface Engineer reports to the Interface Manager.</p>
<p><strong>Job location(s):</strong> CPP Office (Abu Dhabi, UAE) during detailed engineering phase / site (Iraq) during construction phase.</p>
<h4>Job dimensions</h4>
<p>The Lead Interface Engineer shall assist the Interface Manager on the following:</p>
<ul>
<li>Take care of the overall management of interface and data changes between stakeholders of the Common Seawater Supply Project, and provide advice on any schedule and commercial issues arising from such interfaces and changes.</li>
<li>Ensure that interface management procedures are in place and that EPC and other contractors implement the required interface management system throughout the project duration.</li>
</ul>
<p>The Lead Interface Engineer is anticipated to start early 2026 and will be based in Abu Dhabi (UAE).</p>
<h4>Activities</h4>
<p>The job holder shall assist the Interfaces Manager:</p>
<ul>
<li>With the support of the Project Management Consultant, define, implement and maintain the methodology/procedure to be applied and the corresponding database to be created, to ensure a clear and accurate identification and management of interfaces. This procedure will be as efficient and simple as possible and will be used throughout the life of the project and shall be applied by the different entities/contractors.</li>
<li>Management of interface and change data between parties, monitor and control interface and change issues, in order to resolve interface and change issues in a timely and organised manner according to the project interface and change control procedures.</li>
<li>Attend major interface meetings, internal and external with other entities of CSSP Project, contractor representatives, vendors, TotalEnergies specialists, partner’s experts, etc. Lead interface and other technical meetings as required.</li>
<li>Ensure that HSE requirements are systematically considered all along the interface management process and in particular that interfaces are properly addressed during HAZID/HAZOP/PTR project audits.</li>
<li>Consolidate and advise the Project Director and Technical and Project Control Managers of any risks, especially schedule and commercial issues arising from interfaces and changes. Shall be the coordinator of the Management of Change, providing the justification through all disciplines of the change. Ensure complete documentation of all changes, and communication of these in compliance with the processes agreed with BOC and regulatory authorities.</li>
<li>Prepare technical papers to support management positions for clarifications or decisions with regulatory authorities of host countries, other entities or partners.</li>
<li>Ensure that EPC Contractor implements required interface management system and resources and monitor throughout the project duration that EPC Contractor honours its responsibilities as defined in the project interface procedure.</li>
<li>Ensure the implementation of interface changes/optimisations resulting from negotiations of the external interfaces.</li>
<li>Together with Project Management Consultant, ensure design consistency and continuity throughout the facilities.</li>
<li>Avoid change orders and delays caused by interface issues; ensure timely follow-up of interface issues.</li>
<li>Assist the Project Management Consultant, prior to and during construction phase, by anticipating operational interfaces with other parties (clashes or conflicting program).</li>
<li>In case of SIMOPS (phased delivery of the plant): propose solutions and participate in definition and resolution.</li>

<h4>Context and environment</h4>
<p>Basrah Oil Company (BOC) is undertaking the Seawater Treatment Facilities (STF) project to provide treated seawater to the oil fields in southern Iraq (for injection). The STF will be located on the west side of the Khor Al Zubair, upstream of the port of Umm Qasr and will have the following key components:</p>
<ul>
<li>Site development and non-process facilities.</li>
<li>Ancillaries and buildings.</li>
<li>Seawater intake and outfall structures.</li>
<li>Material off-loading facility.</li>
<li>Seawater clarification, filtration and deoxygenating processes.</li>
<li>Chemical addition systems.</li>
<li>Shipping pumps.</li>
<li>Power generation.</li>
<li>Utilities.</li>
</ul>
<p>FEED was completed (June 2016) with Phase 1 capacity of 7.5 million barrels of water per day (MMBWPD) of treated seawater, with a subsequent Phase 2 of 5 MMBWPD for a total buildout capacity of 12.5 MMBWPD. The project was placed on hold upon the completion of FEED.</p>
<p>In 2018 BOC launched a call for tender on the FEED, but instructed bidders to reduce capacity to 5.0 MMBWPD, with provision for a future addition of 2.5 MMBWPD for a total build-out phase of 7.5 MMBWPD.</p>
<h4>Accountabilities</h4>
<p>Accountable for the interfaces and management of change (MoC), being internal (between units, disciplines, PMT, One Tech and specialists) or external (between other CSSP projects, contractors, company, etc.). The job holder coordinates all interface and MoC matters, protecting the WI Project and company’s position with regards to all external interfaces and to internal interfaces between contractors, and ensuring that changes are evaluated and executed for the overall benefit of the project.</p>
<p>Accordingly, the job holder shall make the necessary coordination between all involved contractors/parties and company teams and implement an agreed interface management procedure and methodology. He/she shall ensure the proper and timely follow-up and resolution of interface issues between the various involved parties documents. He/she must support the Interface Manager to ensure full control of the Management of Change process, and shall document all the changes, taking care to perform a full review with various disciplines with project aspects to justify or reject the change.</p>
<p>A key aspect of interface coordination is the ability to effectively communicate, across all involved parties, all details related to an interface, including requirements, technical specifications, and potential issues. It is important that the communication channel is promptly established, the proper information is exchanged, and all involved parties acknowledge that they fully understand the interface requirements.</p>
