Event Management Service for a Social Dialogue Workshops Erbil, Kurdistan Region of Iraq 6 and 18th August 2026 Background and Context: More than 1.1 million Iraqis remain in protracted displacement, concentrated in the KRI and Ninawa. The Employment and Employability project has documented youth unemployment among some IDP groups at 49.6%, female refugee labour-force participation below 3% in Erbil and Duhok, and informality rates around 94% among young displaced men. The Iraqi Government's ongoing closure of IDP camps adds urgency: without a tripartite framework, people leaving camps risk moving into unprotected informal work with no recourse. The first social dialogue session will be based on the Policy Brief, Refugees, IDPs and labour market Integration in Iraq and Kurdish Region of Iraq: Advancing Inclusion through Employment that was commissioned by the GIZ supported project, Promoting Employment and Employability among Refugees, Internally Displaced Persons (IDPs) and Host Communities focusing on Women, PWDs, and Youths in Northern Iraq. That alone gives the session a concrete, ready-to-sign output. The broader discussion on labour market access barriers and active labour market policies adds systemic value. In addition, a second social dialogue will be held to discuss labour migration. Iraq recently issued new regulations on the recruitment and employment of foreign workers, creating an urgent implementation challenge that is felt differently at the federal and KRI levels. Federal and KRI frameworks diverge on work permits, recruitment procedures and labour market access a gap raised repeatedly in joint Federal MOLSA KRI discussions. At the same time, migrant workers and refugees in the KRI face documented gaps in labour rights protection, access to justice and social security coverage. This session gives the Tripartite Committee its first major substantive policy discussion: one where all three parties have an immediate, practical interest and where their combined voice can directly influence how new regulations are implemented across both levels of government. Purpose for this Service: The purpose of the service is to support and facilitate holding TWO social dialogue to be held on two separate occasions and to discus on the following topics: 6 August-Social Dialogue-One: Economic Inclusion and Decent Work for Refugees and Displaced populations 18 August -Social Dialogue-two: Labour Migration Governance: Foreign Workers, Refugees and labour mobility Objective: The ILO seeks to contract an event management company to provide logistical services for two Social Dialogue workshops to be held in the first and third weeks of August 2026. Operational Context:
After more than three decades of political turmoil and armed conflict that profoundly affected its population, Iraq is gradually emerging into a period of relative stability. The country is making progress towards sustainable development, including efforts to resolve protracted displacement. Iraq continues to host significant numbers of refugees and asylum-seekers and pursues an inclusive policy that enables their access to national services. Despite these advances, substantial humanitarian and development needs persist.
As of the end of 2025, Iraq generously hosts more than 348,600 refugees and asylum-seekers, of whom 88 per cent are Syrian nationals. Approximately 80 per cent of this population resides in the Kurdistan Region of Iraq (KRI). While most refugees and asylum-seekers live in urban and peri-urban areas, around 30 per cent continue to reside in nine refugee camps nationwide. Iraq also continues to have large numbers of internally displaced people (IDPs), including some 102,000 IDPs who live in IDP camps.
In this evolving context, UNHCR in Iraq has transitioned from a humanitarian response to an approach that increasingly supports development-oriented solutions. UNHCR works closely with the Government of Iraq and partners to support refugees and asylum-seekers in accessing protection, public services such as education and healthcare, and economic opportunities, while also advancing durable solutions for both refugees and IDPs.
Accordingly, UNHCR’s Multi-Year Strategy (2025–2029) envisions that forcibly displaced populations in Iraq will have enhanced access to legal protection, inclusive and quality basic and protection services within national systems and improved economic opportunities.
b. Desired Candidate Profile:
- Strong interpersonal and communication skills are essential for this role, as the incumbent will be expected to build trust and maintain effective relationships with refugee communities, often in complex and sensitive environments.
- Demonstrated experience in engaging with a wide range of stakeholders, including humanitarian/development partners, government authorities, and community representatives is crucial to ensure coordinated and inclusive protection responses.
- The ability to monitor, assess, and interpret protection trends and risks is vital. The incumbent should be capable of synthesizing complex information and translating it into concise reports and actionable recommendations. A proactive approach to identifying protection gaps and proposing practical, context-appropriate solutions is key to success in this position.
- In addition, strong managerial competencies are required, particularly in leading teams, coordination of protection activities, and ensuring accountability.
- Experience in designing and delivering training or capacity-building initiatives for staff and partners is also highly desirable, as it contributes to strengthening the overall protection response and sustainability of interventions.
c.
