<p>The Emergency Room Nurse Health Field Officer supports the implementation of functional Emergency Departments by strengthening triage, infection prevention and control (IPC), patient flow, referrals, documentation, and staff capacity. S/he provides training and bedside mentoring, supports mass casualty responses, and contributes to integrating Emergency Department and Pre-Hospital Emergency Care activities into a coordinated continuum of care.</p><p>Internally interacts with Health Department team and other relevant departments and programs (e.g., WatHab, Protection ), delegation support departments (Logistic, FAD), IRCS (Iraqi Red Crescent Society) Externally interacts with the MoH, Operations and Emergency Medicine Services department (OEMS) and, when necessary, international and local stakeholders (WHO, NGOs) in his/her geographic area or field of responsibility.</p><p><strong>Emergency Department Support in BAG and MOU AoRs</strong></p><ul><li>Works closely with the most relevant MoH and hospital interlocutors to establish and follow up the ED program, focusing on critical areas of Triage, crowd control, one-way patient flow, documentation, public awareness, referral pathway, standardized emergency quality care and mass casualty management.</li><li>Identifies knowledge gaps and recommends effective solutions through capacity-building initiatives ; contributes to the implementation and monitoring of national ED guideline/protocols and supports the development of Standard Operating Procedures (SOPs) to ensure the effective day-to-day management of the ED during both routinary activities and emergencies.</li><li>Supports, monitors, and evaluates the delivery of emergency care in the Emergency Department (ED). Utilizes established monitoring tools to collect high-quality data, assesses the implementation of activities, and promotes the long-term ownership and accountability of ED staff for sustaining improvements.</li></ul><p><strong>Capacity Building</strong></p><ul><li>Maintains regular presence in the ED, works closely with the ED nurses to ensure the delivery of high-quality patient care while supervising efficient patient flow and data monitoring and collection.</li><li>Ensures the integration of the nursing process into patient care, through close collaboration with the ED doctors and nurses.</li><li>Monitors clinical cases and actively guides nursing aspects of patient care, providing bedside teaching, mentorship and practical demonstrations as needed.</li><li>Delivers formal education sessions to ED nurses on all aspects of emergency nursing care offering evidence-based guidance and recommendations to strengthen clinical practice.</li><li>Participates in writing and implementing ED rules and regulation, treatment guidelines and protocols, clinical pathways, and quality indicators based on the MoH/ICRC guidelines with the ICRC Emergency Medicine Specialists.</li></ul><p><strong>Emergency preparedness and response</strong></p><ul><li>Strengthens the ED capacity to respond to disaster and emergencies by supporting the adoption of standardized and validated evidence-based competency frameworks.</li><li>Participates in raising awareness of the pre-disaster phase and in the elaboration of the Mass Casualty Incident Plan. (MCIP) Contributes to disaster preparedness initiatives, including the development and continuous improvement of the Mass Casualty Incident Plan (MCIP) and preparedness measures.</li><li>Maintains an up-to-date inventory and mapping of key hospitals across Federal Iraq to support emergency response planning, including Mass Casualty Incidents (MCIs).</li><li>Supports the training of healthcare staff on MCIP, by organising and facilitating running simulation exercises for enhance emergency response readiness.</li></ul><p><strong>Emergency Care System Program with MoH/OEMS</strong></p><ul><li>Supervises the coordination of key emergency nursing events and activities by serving as focal point with relevant stakeholders, including the MoH, the Iraqi Society for Emergency Medicine (ISEM), the Iraqi Nursing Syndicate (INS), and other partners, while facilitating logistical arrangements and coordination for related training initiatives and external engagements.</li><li>Actively participates in meetings of the Staff Safety and Violence Prevention Committee and Iraq Emergency Medicine Technical Working Group (IEMTWG), contributing to discussions aimed at improving the quality of patient care, safeguarding healthcare workers wellbeing, and strengthening adherence to international Emergency Department (ED) standards and requirements in support of the MoH.</li></ul><p><strong>Desired Candidate Profile</strong></p><p>Minimum of 3 years of postgraduate specialized clinical experience with knowledge of clinical protocols and guidelines</p><p>Demostrate experience working with humanitarian organization in similar contexts</p><p>Experience in working with local health authorities and other relevant stakeholders of interest.</p><h4>Certifications / Education required</h4><ul><li>Bachelor's degree in nursing or higher with critical background in Emergency Departments and experience in teaching, training and capacity building.</li><li>Qualification as traininer in Basic emergency care Course(BEC), IITT Triage Training knowledge are strong assets</li><li>Valid license to practice in Iraq</li><li>Fluent command of English and Arabic. (both written and oral).</li><li>Computer literacy( Microsoft Excel, PowerPoint and Word)</li></ul>
