This assessment will maintain daily awareness of fire inspections, fire services, inspection and testing of fire protection and alarm systems, firefighter training, and fire drills. Services include on-scene incident management, aircraft rescue and firefighting, structural firefighting, response to hazardous materials, technical rescue to include auto extrication and confined space rescue and emergency medical services support. + Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within company policy, appropriate service and staffing levels. + Plan, direct, coordinate, and review the work plan for fire service staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures. + Meet with staff to identify and resolve problems. + Select, train, motivate, and evaluate fire service personnel. + Provide or coordinate staff training. + Work with employees to correct deficiencies. + Implement discipline and termination procedures. + Ensure that equipment, safety clothing, apparatus, and supplies are specified, purchased, received, distributed in an effective and consistent + Performs Job Duties as assigned. <p>Event Management Service for a Social Dialogue Workshops Erbil, Kurdistan Region of Iraq 6 and 18th August 2026 Background and Context: More than 1.1 million Iraqis remain in protracted displacement, concentrated in the KRI and Ninawa. The Employment and Employability project has documented youth unemployment among some IDP groups at 49.6%, female refugee labour-force participation below 3% in Erbil and Duhok, and informality rates around 94% among young displaced men. The Iraqi Government's ongoing closure of IDP camps adds urgency: without a tripartite framework, people leaving camps risk moving into unprotected informal work with no recourse. The first social dialogue session will be based on the Policy Brief, Refugees, IDPs and labour market Integration in Iraq and Kurdish Region of Iraq: Advancing Inclusion through Employment that was commissioned by the GIZ supported project, Promoting Employment and Employability among Refugees, Internally Displaced Persons (IDPs) and Host Communities focusing on Women, PWDs, and Youths in Northern Iraq. That alone gives the session a concrete, ready-to-sign output. The broader discussion on labour market access barriers and active labour market policies adds systemic value. In addition, a second social dialogue will be held to discuss labour migration. Under the overall supervision of the Head, Peace, Recovery and Solutions Division (PRSD) and direct supervision of Programme Officer (Return and Reintegration), the Project Officer (Rehabilitation, Reconciliation, and Reintegration (RRR) Operations) will be responsible and accountable for planning, coordinating, implementing, and monitoring the activities of DS and RRR in Iraq in their area of responsibility. With regular travel to IOM project sites, they will play a critical role in liaison with local authorities and communities, mentoring IOM field staff, and monitoring project activities to recommend adjustments and course correction when needed.</p><p>Support the overall implementation of Durable Solution (DS) and Rehabilitation, Reconciliation, and Reintegration (RRR) initiatives and Projects, including the oversight of the financial, administrative and technical aspects, in line with IOM s policies and procedures, as well as donor requirements. Provide operational guidance, and technical supervision to DS and RRR staff across Iraq, assisting on programmatic planning and implementation. Monitor projects progress specifically aimed at increasing effectiveness and recommending appropriate action. Monitor the progress against the project s strategic objectives, benchmarks, and provide recommendations with respect to improvements and corrections; monitor the internal reporting tools in close coordination with Monitoring and Evaluation (M&E) and Information Management (IM) team. Identify the priorities arose during the implementation of the Programme and contribute to the development of the new projects under the Programme and activities based on solid results framework and in response to emerging trends, priorities and analysing the local context in area of returns for new project proposals, as well as donor interests and requirements. Plan, develop, organize and deliver capacity building activities to build capacity of staff, partners, government officials, and other humanitarian actors. Coordinate the recruitment of staff and consultants in close coordination with Programme Officer (Return and Reintegration) and the Resource Management Unit. Train and mentor field staff and assist management to ensure that responsibilities are carried out according to do-no-harm principles. Monitor the compliance with project partners, project staff and implementing entities. Liaise with Government entities, Implementing Partners (IP), United Nations (UN) agencies and other stakeholders in the Project. Support building synergies within the different thematic teams within the DS and RRR portfolio and with other active programmes in Iraq, in order to synchronise all the activities carried out across different service areas. Pro-actively offer suggestions to program management regarding improvements in program operations and procedures and initiate such improvements as requested. Coordinate with other units and departments within IOM Iraq for a smooth implementation of all project activities. Contribute to adequate information management on project related activities including visibility by providing regular updates, summaries, press releases and other relevant materials, in coordination with Media Communications Unit (MCU) and relevant thematic team. Coordinate the development, dissemination and regular update of assessment and monitoring tools. Draft Standard Operating Procedures (SOPs) for Programme activities, if required. Produce quality progress Financial, Narrative, and other reports related to the Project activities. Support the elaboration and dissemination of reports in compliance with donor and IOM requirements. Undertake duty travel as required to monitor and support the implementation of different projects and activities under the portfolio. Ensure timely submittal of CDRL, deliverable, and work product reports pertaining to the operations section as required. Ensure scheduling of required fire protection equipment inspections to comply and meet PWS requirements for the department.</li> <li>Prevents loss of life and minimizes damage to property and the environment from fire by directing fire attack, confinement, salvage, overhaul, ventilation and rescue activities, to include performing emergency medical care and CPR.
