<p>Amentum is seeking a Welder to support maintenance and repair of various naval vessels such as 60-meter Offshore Support Vessels (OSV), 35-meter Patrol Boats (PB), 26-foot Defender Class, and Rigid Hull Inflatable Boats (RHIB). This position supports the Iraq Vessel Maintenance and Repair (VMR) program. This position is for a full-time, in-country position. The work location will be at the Iraqi Naval Base in the port of Umm Qasr, Iraq. Essential responsibilities and daily duties will include:</p><ul><li>Perform various welding and structural repair tasks, including modifications, and fabrications to ensure the structural integrity of the naval vessels.</li><li>Collaborate and coordinate with key members of the VMR support team to effectively plan, execute, and report tasking associated with OSV, PB and Defender class, and RHIB vessels to include the industrial manager, site manager, project manager, and other technical support personnel.</li><li>Provide technical expertise to ensure the successful completion of all welding performed onboard OSV, PB and Defender class, and RHIB vessels.</li><li>Identify all issues that impact safety, quality, or task schedules and notify the Industrial Manager, site manager, and project manager.</li><li>Provide recommendations to the Industrial Manager, site manager, and project manager to mitigate identified issues.</li><li>Develop solutions or recommendations to minimize system/equipment downtime and collaborate with both the customer and internal teams to ensure customer satisfaction.</li><li>Assess work requirements to identify the parts and materials needed.</li><li>Perform installation and configuration of equipment as required. Ensure that the equipment is properly installed, configured to perform optimally, and inspected for any defects.</li><li>Participate in required meetings including weekly teleconferences and Work Definition Conferences with program stakeholders.</li><li>Comply with all Contract Deliverable Requirement List (CRDL) requirements.</li></ul><p><strong>Desired Candidate Profile</strong></p><p>Minimum Requirements:</p><ul><li>High School Diploma or GED equivalent.</li><li>Six (6) years of progressive experience is required in servicing ship or submarine systems, including the planning of field services.</li><li>Four (4) years of that experience is required to have been obtained in welding aboard ships or similar materials (aluminum and steel).</li><li>Must have specialized training in welding and understand implementation of various types of Non-Destructive Testing (NDT) and Objective Quality Evidence (OQE) in use for welding applications.</li><li>Ability to work independently and in a team environment.</li><li>Ability to communicate verbally and in writing. Organizational Context and Scope IOM Iraq is working alongside the Government of Iraq to support the return, rehabilitation and reintegration of Iraqi nationals coming from Al Hol and Al Roj camps in north east Syria. Since 2021, the Government of Iraq (GoI) has been returning its national from north east Syria, with the returns accelerating since the beginning of 2025. More than 21,500 Iraqis have been returned; upon arrival in Iraq, the returnees spend several months in the Al Amal Rehabilitation Center. IOM supports the return, rehabilitation and reintegration process through its Rehabilitation, Reconciliation & Reintegration programme. This programme brings together Camp Coordination and Camp Management (CCCM), social cohesion, tribal engagement, prevention of violent extremism and case management to provide a holistic support to the GoI. Under the overall supervision of the IOM Iraq Chief of Mission (COM), the overall support of the Head, Peace, Recovery, and Solutions Division (PRSD) and direct supervision of the Return & Reintegration Coordinator, the Programme Officer (RRR-Coordination) will support and coordinate the work of the Rehabilitation, Reconciliation & Reintegration team in the Peace, Recovery and Solutions Division, support enhanced coordination across teams and bring together various information streams across the division to develop comprehensive reports and information materials. <p>Amentum is seeking a welder to support maintenance and repair of various naval vessels such as 60-meter offshore support vessels (OSV), 35-meter patrol boats (PB), 26-foot defender class, and rigid hull inflatable boats (RHIB). This position supports the Iraq Vessel Maintenance and Repair (VMR) program. This position is for a full-time, in-country position. The work location will be at the Iraqi Naval Base in the port of Umm Qasr, Iraq.</p>
<h4>Essential responsibilities and daily duties will include:</h4>

<li>Perform various welding and structural repair tasks, including modifications and fabrications to ensure the structural integrity of the naval vessels.</li>

The project focuses on two primary pillars: i) increase Iraq s security agencies legitimacy and accountability in areas of return and border areas through an increased professionalization of police and border guards and mainstream of CEP approaches across different Directorates within the MoI; and ii) strengthen the CP community outreach, especially amongst women, through the CP Women Empowerment and Protection (WEP) Action Plan, to ensure rights-based stabilization interventions that respond to the needs of communities. The required expertise in prevention-oriented Intelligence-Led Policing (ILP), intelligence development frameworks, police analytical systems, and operationalization of risk analysis methodologies is not currently available within IOM Iraq. The engagement of an external consultant is therefore required to provide specialized technical knowledge, support the development of practical tools and procedures, and strengthen the capacity of the Community Policing Directorate and relevant Ministry of Interior counterparts to establish sustainable prevention-oriented ILP approaches. The project was built on lessons learned from the first phase, implemented between 2025 and 2026, in coordination with the CP Directorate, who identified further need of capacity building on prevention-oriented ILP principles to increase their ability to identify and respond to their communities major security threats. The project will target areas with significant numbers of returnees from northeast Syria as well as border areas, particularly focusing on the governorates of Ninewa, Anbar, Salah al Din, Basra, and Missan, and will be implemented jointly with the Integrated Border Governance (IBG) team and the Prevention of Violent Extremism (PVE) teams of IOM Iraq. Within this framework, the ILP consultant will design and deliver three activities contributing to the first pillar of the project: Deliver ToT and core training for MoI officers on data management and risk analysis; Develop an initial assessment to set-up a structured data-management and community risk analysis framework to support the CP Directorate and relevant MoI units in strengthening preventive, evidence-based policing. Develop SOPs on data management and risk analysis techniques, such as 5x5x5, Evaluation, Data Collection, and Tasking and Coordination. Under the general guidance of the Chief of Mission, the overall supervision of the Head of Division, and the direct supervision of the Programme Officer (Technical Cooperation). This consultancy opportunity is open to international consultants and will be delivered primarily remotely. However, selected consultants will be required to travel to Iraq as needed. Tasks to be performed under this contract The Consultant will provide time-bound specialized technical expertise to support the Ministry of Interior's institutional capacity-building efforts through the delivery of a Training of Trainers (ToT) on prevention-oriented Intelligence-Led Policing (ILP) approaches, focusing on data management, risk analysis, and evidence-based decision-making. Following the ToT, the Consultant will provide technical coaching and mentoring to support the newly certified trainers in delivering cascade training to Ministry of Interior law enforcement officers, ensuring quality, consistency, and effective knowledge transfer. The timeline is indicative and may be adjusted based on the actual commencement date of the consultancy and operational requirements. The overall duration of the consultancy and the sequencing of deliverables may be revised accordingly. First Deliverable Deliver a Training of Trainers (ToT) and Cascade Training on Data Management and Risk Analysis Using Prevention-Oriented Intelligence-Led Policing (ILP) Approaches. Description: to expand pool of trainers and re-engage the previously trainer trainers from the MoI and support them in the delivery of core training to MoI officers on prevention-oriented ILP approaches Deliver a ten-day Training of Trainers (ToT) for selected Ministry of Interior officers to strengthen and expand the national pool of ILP trainers. Provide mentoring and technical coaching to the newly trained trainers to prepare them for delivering the cascade training. Support the certified trainers in planning and delivering the core training to Ministry of Interior law enforcement officers. Coordinate with the Community Policing Directorate and IOM on all technical aspects of the training delivery and provide quality assurance throughout the process. Observe both the ToT and the cascade training sessions and provide technical guidance and feedback to trainers as required. Prepare a post-training observation report summarizing the implementation process, participant feedback, lessons learned, challenges encountered, and recommendations for strengthening future ILP capacity-building initiatives. </p><p><strong>Desired Candidate Profile</strong></p><p>Master's degree in Political Science, International Relations, Security Studies, or another relevant field from an accredited academic institution, with at least seven (7) years of relevant professional experience; or University degree (Bachelor's degree) in the above fields with at least nine (9) years of relevant professional experience.</p><p>Experience in implementing the Intelligence-Led Policing (ILP) approach, crime data analytics, and other relevant areas within the policing or law enforcement field.</p><p>Hands-on experience, preferably in Iraq, in designing or advising on ILP systems within police or security institutions.</p><p>Previous involvement in police transformation initiatives, including capacity development and strategic planning.</p><p>Exposure to community-oriented policing models and integration of ILP in prevention of violent extremism.</p><p>Proven record of delivering technical training and mentoring to law enforcement officers and decision-makers.</p><p>Experience operating in complex environments, preferably in the MENA region or similar contexts.</p><p>History of advising ministries of interior, national police bodies, or multilateral agencies on ILP or related reforms.</p><p>Strong understanding of ILP principles, models, and application in law enforcement operations.</p><p>Ability to analyze complex security environments and develop strategic intelligence frameworks.</p><p>Capable of developing and delivering technical training to law enforcement personnel at various levels.</p><p>Proficient in using data and intelligence to guide policing priorities, crime prevention, and resource allocation.</p><p>Strong written and verbal communication skills; able to communicate complex concepts to diverse stakeholders.</p><p>Ability to engage effectively with government institutions, security agencies, and international partners.</p><p>Skilled in drafting high-quality reports, guidance documents, and strategic recommendations.</p><p>Note: As part of your application, please submit a financial proposal outlining your approach and fees to complete the assignment.</p><p>For this consultancy, fluency in English is required.
