<p><strong>الوضع في المنظمة</strong><br>
ضمن تنظيم المشروع، يقدم مهندس الواجهات القيادي تقاريره إلى مدير الواجهات.</p>
<p><strong>أماكن العمل:</strong> مكتب CPP (أبوظبي، الإمارات العربية المتحدة) خلال مرحلة الهندسة التفصيلية / الموقع (العراق) خلال مرحلة الإنشاء.</p>
<h4>أبعاد الوظيفة</h4>
<p>يُفترض أن يساعد مهندس الواجهات القيادي مدير الواجهات في التالي:</p>
<ul>
<li>الاعتناء بالإدارة الشاملة للواجهات وتغييرات البيانات بين أصحاب المصلحة في مشروع توريد مياه البحر المشترك، وتقديم المشورة بشأن أي جداول زمنية وقضايا تجارية ناشئة عن هذه الواجهات والتغييرات.</li>
<li>التأكد من وجود إجراءات إدارة الواجهات وتطبيق مقاولو EPC وغيرهم للنظام المطلوب لإدارة الواجهات طوال مدة المشروع.</li>
</ul>
<p>من المتوقع أن يبدأ مهندس الواجهات القيادي في أوائل 2026 وسيكون مقره في أبوظبي (الإمارات العربية المتحدة).</p>
<h4>الأنشطة</h4>
<p>يتولى حامل الوظيفة مساعدة مدير الواجهات:</p>
<ul>
<li>بدعمه من قبل مستشار إدارة المشروع، تحديد وتنفيذ والحفاظ على المنهجية/الإجراء المطبق وقاعدة البيانات المقابلة لإنشاءها، لضمان تعريف وإدارة واضح ودقيق للواجهات. ستكون هذه الإجراءات فعّالة وبسيطة قدر الإمكان وتُستخدم طوال عمر المشروع ويطبقها الكيانات/المقاولون المختلفون.</li>
<li>إدارة بيانات الواجهة والتغيير بين الأطراف، رصد ومراقبة قضايا الواجهة والتغيير، بهدف حلها في الوقت المناسب وبطريقة منظمة وفق إجراءات واجهة المشروع وتغييرها.</li>
<li>حضور اجتماعات الواجهة الكبرى، داخلياً وخارجياً مع كيانات أخرى من مشروع CSSP، ممثلي المقاولين، الموردين، خبراء TotalEnergies، خبراء الشريك، إلخ. قيادة اجتماعات الواجهة والاجتماعات الفنية الأخرى حسب الحاجة.</li>
<li>التأكد من أن متطلبات الصحة والسلامة والبيئة مُتبعة بشكل منتظم طوال عملية إدارة الواجهات وبالأخص أن تُعالج الواجهات بشكل صحيح خلال تدقيقات HAZID/HAZOP/PTR للمشروع.</li>
<li>توحيد ونصح مدير المشروع ومديري التحكم الفني والمشروع بأي مخاطر، خاصة مسائل الجدول الزمني والتجارية الناشئة عن الواجهة والتغييرات. يجب أن يكون منسق إدارة التغيير، موفرًا التبرير عبر جميع تخصصات التغيير. ضمان توثيق كامل لجميع التغييرات والتواصل بها وفقاً للعمليات المتفق عليها مع BOC والسلطات التنظيمية.</li>
<li>إعداد أوراق تقنية لدعم مواقف الإدارة لاستجلاء أو اتخاذ قرارات مع السلطات التنظيمية لبلدان الاستضافة، كيانات أخرى أو شركاء.</li>
<li>التأكد من أن مقاول EPC ينفذ النظام والموارد المطلوبة لإدارة الواجهات ويراقب طوال مدة المشروع أن المقاول ينفذ مسؤوليته كما هو مُعرّف في إجراء واجهة المشروع.</li>
<li>ضمان تنفيذ تغييرات/تحسينات الواجهة الناتجة عن تفاوضات الواجهات الخارجية.</li>
<li>مع مستشار إدارة المشروع، ضمان اتساق التصميم واستمراره في جميع المرافق.</li>
<li>تجنب أوامر التغيير والتأخيرات الناتجة عن قضايا الواجهة؛ ضمان متابعة قضايا الواجهة في الوقت المناسب.</li>
<li>مساعدة مستشار إدارة المشروع، قبل وخلال مرحلة الإنشاء، بإدراك الواجهات التشغيلية مع أطراف أخرى (تصادمات أو جداول متعارضة).</li>
<li>في حالة SIMOPS (تسليم المرافق على دفعات): اقتراح حلول والمشاركة في التعريف والحل.</li>
</ul>
<h4>السياق والبيئة</h4>
<p>شركة مصافٍ البصرة للبترول (BOC) تقوم بمشروع مرافق معالجة مياه البحر (STF) لتوفير مياه بحر معالجة إلى حقول النفط في جنوب العراق (للحقن). سيقام STF على الجانب الغربي من خور الزبير، أعلى من ميناء أم قصر وسيحتوي على المكونات الرئيسية التالية:</p>
<ul>
<li>تطوير الموقع والمرافق غير التشغيلية.</li>
<li>الإكساءات والمبانِي.</li>
<li>هياكل سحب وتفريغ مياه البحر.</li>
<li>مرفق تفريغ المواد.</li>
<li>عمليات إزالة العسر، الترشيح وإزالة الأكسجين من مياه البحر.</li>
<li>أنظمة إضافة المواد الكيميائية.</li>
<li>مضخات الشحن.</li>
<li>توليد الطاقة.</li>
<li>المرافق</li>
</ul>
<p>تم الانتهاء من FEED (يونيو 2016) بسعة المرحلة 1 قدرها 7.5 مليون برميل ماء في اليوم (MMBWPD) من مياه البحر المعالجة، مع المرحلة 2 التالية بسعة 5 MMBWPD لإجمالي سعة البناء 12.5 MMBWPD. تم وضع المشروع قيد الانتظار عند الانتهاء من FEED.</p>
<p>في 2018 أطلقت BOC مناقصة لـ FEED، لكنها طلبت من العارضين تقليل السعة إلى 5.0 MMBWPD، مع اشتراط إمكانية إضافة مستقبلية لـ 2.5 MMBWPD لإجمالي مرحلة بناء 7.5 MMBWPD.</p>
<h4>المسؤوليات</h4>
<p>مسؤول عن الواجهات وإدارة التغيير (MoC)، داخلياً بين الوحدات والتخصصات وفِرق PMT وOne Tech والمتخصصين، وخارجياً بين مشاريع CSSP الأخرى والمقاولين والشركة، إلخ. يقوم حامل الوظيفة بتنسيق جميع قضايا الواجهة وMoC، حماية موقف WI المشروع وشركة من جميع الواجهات الخارجية والداخلية بين المقاولين، وضمان أن التغييرات تُقيَّم وتُنفذ لصالح المشروع بشكل عام.</p>
<p>وبالتالي، يجب أن يجري التنسيق اللازم بين جميع المقاولين/الأطراف المعنيين وفرق الشركة وتنفيذ إجراء ومنهجية إدارة الواجهة المتفق عليها. يجب أن يضمن المتقدم المتابعة والحل الصحيح ووقتها لقضايا الواجهة بين الأطراف المختلفة المستندة. يجب أن يدعم مدير الواجهة لضمان السيطرة الكاملة على عملية إدارة التغيير، وسيُوثِّق جميع التغييرات، مع إجراء مراجعة كاملة مع تخصصات مختلفة من أجل تبرير أو رفض التغيير.</p>
<p>جانب رئيسي من تنسيق الواجهة هو القدرة على التواصل بشكل فعال، عبر جميع الأطراف المعنية، جميع التفاصيل المرتبطة بواجهة، بما في ذلك المتطلبات والمواصفات الفنية والقضايا المحتملة. من المهم تأسيس قناة اتصال بسرعة، وتبادل المعلومات الصحيحة، وأن يدرك جميع الأطراف المعنية أنهم يفهمون متطلبات الواجهة بشكل كامل.</p>
<p>قد يتطلب تطوير المشروع نهجاً تدريجياً لتسليم المرافق. قد تتزامن الأنشطة الإنشائية مع أنشطة التشغيل لتلبية الجدول المتفق عليه.</p>

<p><strong>Situation in organization</strong><br>
Within the Project Organization, the Lead Interface Engineer reports to the Interface Manager.</p>
<p><strong>Job location(s):</strong> CPP Office (Abu Dhabi, UAE) during detailed engineering phase / site (Iraq) during construction phase.</p>
<h4>Job dimensions</h4>
<p>The Lead Interface Engineer shall assist the Interface Manager on the following:</p>
<ul>
<li>Take care of the overall management of interface and data changes between stakeholders of the Common Seawater Supply Project, and provide advice on any schedule and commercial issues arising from such interfaces and changes.</li>
<li>Ensure that interface management procedures are in place and that EPC and other contractors implement the required interface management system throughout the project duration.</li>
</ul>
<p>The Lead Interface Engineer is anticipated to start early 2026 and will be based in Abu Dhabi (UAE).</p>
<h4>Activities</h4>
<p>The job holder shall assist the Interfaces Manager:</p>
<ul>
<li>With the support of the Project Management Consultant, define, implement and maintain the methodology/procedure to be applied and the corresponding database to be created, to ensure a clear and accurate identification and management of interfaces. This procedure will be as efficient and simple as possible and will be used throughout the life of the project and shall be applied by the different entities/contractors.</li>
<li>Management of interface and change data between parties, monitor and control interface and change issues, in order to resolve interface and change issues in a timely and organised manner according to the project interface and change control procedures.</li>
<li>Attend major interface meetings, internal and external with other entities of CSSP Project, contractor representatives, vendors, TotalEnergies specialists, partner’s experts, etc. Lead interface and other technical meetings as required.</li>
<li>Ensure that HSE requirements are systematically considered all along the interface management process and in particular that interfaces are properly addressed during HAZID/HAZOP/PTR project audits.</li>
<li>Consolidate and advise the Project Director and Technical and Project Control Managers of any risks, especially schedule and commercial issues arising from interfaces and changes. Shall be the coordinator of the Management of Change, providing the justification through all disciplines of the change. Ensure complete documentation of all changes, and communication of these in compliance with the processes agreed with BOC and regulatory authorities.</li>
<li>Prepare technical papers to support management positions for clarifications or decisions with regulatory authorities of host countries, other entities or partners.</li>
<li>Ensure that EPC Contractor implements required interface management system and resources and monitor throughout the project duration that EPC Contractor honours its responsibilities as defined in the project interface procedure.</li>
<li>Ensure the implementation of interface changes/optimisations resulting from negotiations of the external interfaces.</li>
<li>Together with Project Management Consultant, ensure design consistency and continuity throughout the facilities.</li>
<li>Avoid change orders and delays caused by interface issues; ensure timely follow-up of interface issues.</li>
<li>Assist the Project Management Consultant, prior to and during construction phase, by anticipating operational interfaces with other parties (clashes or conflicting program).</li>
<li>In case of SIMOPS (phased delivery of the plant): propose solutions and participate in definition and resolution.</li>
</ul>
<h4>Context and environment</h4>
<p>Basrah Oil Company (BOC) is undertaking the Seawater Treatment Facilities (STF) project to provide treated seawater to the oil fields in southern Iraq (for injection). The STF will be located on the west side of the Khor Al Zubair, upstream of the port of Umm Qasr and will have the following key components:</p>
<ul>
<li>Site development and non-process facilities.</li>
<li>Ancillaries and buildings.</li>
<li>Seawater intake and outfall structures.</li>
<li>Material off-loading facility.</li>
<li>Seawater clarification, filtration and deoxygenating processes.</li>
<li>Chemical addition systems.</li>
<li>Shipping pumps.</li>
<li>Power generation.</li>
<li>Utilities.</li>
</ul>
<p>FEED was completed (June 2016) with Phase 1 capacity of 7.5 million barrels of water per day (MMBWPD) of treated seawater, with a subsequent Phase 2 of 5 MMBWPD for a total buildout capacity of 12.5 MMBWPD. The project was placed on hold upon the completion of FEED.</p>
<p>In 2018 BOC launched a call for tender on the FEED, but instructed bidders to reduce capacity to 5.0 MMBWPD, with provision for a future addition of 2.5 MMBWPD for a total build-out phase of 7.5 MMBWPD.</p>
<h4>Accountabilities</h4>
<p>Accountable for the interfaces and management of change (MoC), being internal (between units, disciplines, PMT, One Tech and specialists) or external (between other CSSP projects, contractors, company, etc.). The job holder coordinates all interface and MoC matters, protecting the WI Project and company’s position with regards to all external interfaces and to internal interfaces between contractors, and ensuring that changes are evaluated and executed for the overall benefit of the project.</p>
<p>Accordingly, the job holder shall make the necessary coordination between all involved contractors/parties and company teams and implement an agreed interface management procedure and methodology. He/she shall ensure the proper and timely follow-up and resolution of interface issues between the various involved parties documents. He/she must support the Interface Manager to ensure full control of the Management of Change process, and shall document all the changes, taking care to perform a full review with various disciplines with project aspects to justify or reject the change.</p>
<p>A key aspect of interface coordination is the ability to effectively communicate, across all involved parties, all details related to an interface, including requirements, technical specifications, and potential issues. It is important that the communication channel is promptly established, the proper information is exchanged, and all involved parties acknowledge that they fully understand the interface requirements.</p>
<p>The nature of the development might call for a “staged” delivery of the facilities. Simultaneous activities between construction activities and operations activities can occur to meet the agreed schedule.</p>

<h4>Experience</h4>
<ul>
<li>15 years of relevant experience in industrial projects.</li>
<li>A sound multi-discipline technical background complemented by a sound knowledge on onshore surveys campaigns and civil works experience.</li>
<li>Very good communication and interpersonal skills and capacity to work in a “transverse” organisation.</li>
<li>Mastering English is a must, knowledge of French and Arabic is a plus.</li>
