The STF will be located on the west side of the Khor Al Zubair, upstream of the port of Umm Qasr and will have the following key components:</p><br><br><ul><li>Site development and non-process facilities.</li><li>Ancillaries and buildings.</li><li>Seawater intake and outfall structures.</li><li>Material off-loading facility.</li><li>Seawater clarification, filtration and deoxygenating processes.</li><li>Chemical addition systems.</li><li>Shipping pumps.</li><li>Power Generation.</li><li>Utilities.</li></ul><p>FEED was completed (June 2016) with Phase 1 capacity of 7.5 million barrels of water per day (MMBWPD) of treated seawater, with a subsequent Phase 2 of 5 MMBWPD for a total buildout capacity of 12.5 MMBWPD. The project was placed on hold upon the completion of FEED.</p><br><br><p>In 2018 BOC launched a call for tender on the FEED, but instructed bidders to reduce capacity to 5.0 MMBWPD, with provision for a future addition of 2.5 MMBWPD for a total build-out phase of 7.5 MMBWPD.</p><br><br><br><p><b>Accountabilities</b></p><br><br><ul><li>Accountable for the interfaces and MoC, being internal (between units, disciplines, PMT, One Tech and Specialists) or external (between other CSSP Projects, Contractors, COMPANY, etc…). The job holder coordinates all interface and MoC matters, protecting the WI Project and COMPANY’s position with regards to all external interfaces and to internal interfaces between Contractors, and ensuring that changes are evaluated and executed for the overall benefit of the Project.</li><li>Accordingly, the job holder shall make the necessary coordination between all involved Contractors/parties and Company Teams and implement an agreed interface management procedure and methodology. She/He shall ensure the proper and timely follow-up and resolution of interfaces issues between the various involved parties documents. She/He must support the Interface Manager to ensure full control of the Management of Change process, and shall document all the changes, taking care to perform a full review with various disciplines with Project aspects to justify or reject the change.</li><li>A key aspect of interface coordination is the ability to effectively communicate, across all involved parties, all details related to an interface, including requirements, technical specifications, and potential issues. It is important that the communication channel is promptly established, the proper information is exchanged, and all involved parties acknowledge that they fully understand the interface requirements.</li><li>The nature of the development might call for a “staged” delivery of the facilities. • Develop, review, and qualify WPS/PQRs in accordance with project requirements and code standards.
• Manage Welder and Welding Operator Performance Qualification (WPQ) and continuity records.
• Prepare Weld Maps, Welding Sequence Plans, and Technical Queries (TQs) for design discrepancies.
B. Quality Assurance & NDT Control
• Lead and supervise the QA/QC team; review and approve Inspection & Test Plans (ITPs) and NDT procedures (RT, UT, MT, PT).
• Perform Root Cause Analysis (RCA) of welding failures and NCRs, and propose technical solutions to improve weld quality and productivity.
• Interpret radiographic films (RTFI) and witness NDT activities on-site.
C. Cross-Country Pipeline Specific Inspection & Execution (??????)
• Perform comprehensive pipeline construction inspections along the Right-of-Way (ROW), strictly following API 1104, ASME B31.4/B31.8, and project specifications.
• Conduct pre-weld inspections for pipe bevel preparation, root gap, fit-up tolerances, and alignment prior to the root pass.
• Supervise field automatic/semi-automatic pipeline welding (GMAW/FCAW) used for large-diameter cross-country lines.
• Monitor and verify pre-heat, inter-pass temperatures, and heat input across the pipeline spread to prevent hydrogen cracking.
• Coordinate daily NDT activities along the pipeline (RT/AUT), ensuring timely defect identification and rectification.
• Inspect field joint coating, holiday testing, and anti-corrosion systems on the girth welds.
• Coordinate tie-in welding, lowering, and backfilling activities to maintain continuous construction quality.
• Witness Hydrostatic Testing, pigging, and drying procedures for pipeline sections and final mechanical completion.
• Maintain comprehensive pipeline weld records, NDT tracking logs, and repair registers for project audit and handover to the Client.
D. Field Execution, HSE & Coordination
• Provide daily technical support for on-site construction, resolving bottlenecks related to pipelines, piping, and structural work.
• Liaise with clients, TPI, and subcontractors, and participate in weekly progress and quality meetings.
• Ensure strict compliance with HSE policies (HAZOP, JSA) and issue Lessons Learned and quality feedback notices to the project teams.</p><p>• Minimum 15 years of extensive experience in the Oil & Gas industry, specifically in large-scale EPC projects and cross-country pipeline construction.
• Proven hands-on experience in cross-country pipeline projects, including the supervision of automatic and semi-automatic welding spreads (e.g., GMAW/FCAW with Saturnax/Serimax systems), field joint coating, NDT (RT/AUT), and hydrostatic testing.
• Demonstrated track record of working with major international operators such as TotalEnergies, Saudi Aramco, or equivalent in onshore pipeline and plant facilities.
• Expert knowledge of applicable pipeline codes and standards: API 1104, ASME B31.4, B31.8, DNV-ST-F101, and NACE MR0175/ISO 15156.
• Solid experience in field tie-in welding, in-service welding, hot tapping, and sour service environments.

Review Contractor inspection and test reports. Review all project Electrical & Instrumentation and Telecom, HVAC, Fire and Gas Documentations such as ITP, Procedure, MS, Specification, Data Sheets, etc. Inspection of all project Ex certified (ATEX) electrical, instrumentation, telecom, Fire and Gas, HVAC equipment as per IEC 60079. Inspection and testing of LV & HV, control, instrumentation, telecom’s cabling, glanding, termination, etc. Inspect and monitor Installation of the switchboard, distribution board, telecom cabinet, ladder rack, cable trays, heat tracing, CCTV, earthing, glanding & termination, cathodic protection Inspection of the electrical & instrumentation equipment and telecom, HVAC, Fire & Gas i.e. cable tray, junction box, smoke & heat detector, speakers, lighting & small power, panel, motor, transformer, heat tracing systems, navigational aids, UPS, tubing, pressure, level, temperature transmitter. Join line walk and identify and close punch items Work closely and maintain ongoing communication with Contractors Quality Control Representatives. Pre-installation checks, installation compliance, pre-commissioning checks and associated risks with each of these areas and ensure problem areas are identified, reported and closed out. Ensure non-conformances are reported in accordance with procedures. Prepare weekly Quality Control status reports and submit to line manager Implement QA/QC activities including Contractors/ sub-contractors works in accordance with approved QCP/ ITPs related ITRs and Procedures, method statements and other contract documents. Prepares and sign off applicable RFI records for quality surveillance / inspections/ tests Confirm testing parameters are duly recorded and signed off and that testing equipment is calibrated. Witness procedures, tests and certify the results. Issue Flash Report daily or as agreed with line manager Play an active role in the development of the safety culture on the project, making safety a natural part of all work performed. <p>Basrah Oil Company (BOC) is undertaking the Seawater Treatment Facilities (STF) project to provide treated seawater to the oil fields in southern Iraq (for injection). The STF will be located on the west side of the Khor Al Zubair, upstream of the port of Umm Qasr and will have the following key components:</p>

<li>Seawater intake and outfall structures.</li>

<p>FEED was completed (June 2016) with Phase 1 capacity of 7.5 million barrels of water per day (MMBWPD) of treated seawater, with a subsequent Phase 2 of 5 MMBWPD for a total buildout capacity of 12.5 MMBWPD. The project was placed on hold upon the completion of FEED.</p>
<p>In 2018 BOC launched a call for tender on the FEED, but instructed bidders to reduce capacity to 5.0 MMBWPD, with provision for a future addition of 2.5 MMBWPD for a total build-out phase of 7.5 MMBWPD.</p>
<h4>Accountabilities</h4>
<p>Accountable for the interfaces and management of change (MoC), being internal (between units, disciplines, PMT, One Tech and specialists) or external (between other CSSP projects, contractors, company, etc.). The job holder coordinates all interface and MoC matters, protecting the WI Project and company’s position with regards to all external interfaces and to internal interfaces between contractors, and ensuring that changes are evaluated and executed for the overall benefit of the project.</p>
<p>Accordingly, the job holder shall make the necessary coordination between all involved contractors/parties and company teams and implement an agreed interface management procedure and methodology. He/she shall ensure the proper and timely follow-up and resolution of interface issues between the various involved parties documents. He/she must support the Interface Manager to ensure full control of the Management of Change process, and shall document all the changes, taking care to perform a full review with various disciplines with project aspects to justify or reject the change.</p>
<p>A key aspect of interface coordination is the ability to effectively communicate, across all involved parties, all details related to an interface, including requirements, technical specifications, and potential issues. It is important that the communication channel is promptly established, the proper information is exchanged, and all involved parties acknowledge that they fully understand the interface requirements.</p>
<p>The nature of the development might call for a “staged” delivery of the facilities. Simultaneous activities between construction activities and operations activities can occur to meet the agreed schedule.</p>
