<p><h4>Program logistics and property manager overview</h4> <p>The program logistics and property manager will be primarily based in Baghdad, Iraq. The logistics and property manager will manage all supply chain services, including acquisitions, receiving, stocking, inventorying, issuing, and shipment of goods, utilizing resources to accomplish operational requirements. The logistics and property manager will report to program management to manage multiple geographical sites and functions to support critical client mission activities of this contract. Familiar with the HSE regulations, Fire Safety Rules, industrial safety requirements when performing works at a hazardous location.</li> <li>Promote strong Health, Safety &amp; Environmental culture.&nbsp; Lead by example. Ensure Toolbox Talks are structured, recorded &amp; add value.</li> <li>Embrace a one team culture.</li> <li>Thorough understanding of Turnarounds and Maintenance to provide guidance for field execution of TAR I&amp;E scopes.&nbsp;</li> <li>Familiar with E&amp;I equipment used in Oil and Gas Facilities such as Switchgear components, Field Instruments (Pressure, Level, Flow &amp; Temperature Instruments), Actuated valves, Control and Safety Systems, etc. Knowledge Emmerson control systems is preferable.&nbsp;</li> <li>Experience in reading and interpreting P&amp;IDs, Electrical SLDs, Cable Layout Drawings, Trench Routing Drawings, Control Room Layouts, Cabinet GA Drawings, Cabinet Wiring Drawings, Cause &amp; Effect etc. Design/ Detail Engineering Knowledge would be added advantage.</li> <li>Ability to manage concurrent activities safely &amp; effectively and deconflict SIMOPS.</li> <li>Ability to communicate well with other functions, including Maintenance, Inspection, Engineering, Operations, Projects to deliver the plan.</li> <li>Complete site visits for all I&amp;E scopes of work in support of site execution and complete visibility reports for the I&amp;E Turnaround Scopes to ensure that all aspects of the job are captured within engineered work packages. &nbsp;</li> <li>Develop I&amp;E work packages in line with Rumaila standards to ensure all aspects of the I&amp;E scopes have been captured within the work package.&nbsp;</li> <li>Work with Operations to develop culture of best practice Instrumentation and panel isolations for consistency of safe equipment shutdown preparation &amp; support efficient de-isolation and re-commissioning.</li> <li>Ensure vendors with required expertise, spares, products, consumables, scaffolding, vehicular and other enabling logistics are at the worksite when required.</li> <li>Supervision of I&amp;E contractor staff during Turnaround executions in support of the safe and efficient delivery of the I&amp;E Turnaround work scope within the planned window.&nbsp;</li> <li>Manage all aspects of I&amp;E TAR scope from start to finish including mobilization to and de-mob from worksite. <h2 class="h5">Job description</h2> <div class="t-break" data-jb-field="description"> <p>Overview ***This position is physically located in Iraq in support of LOGCAP*** Responsible for the supervision of an assigned aircraft or structural firefighting crew on an alternating shift, supervising all assigned crew members in fire ground situations as well as the performance of care and maintenance of apparatus and equipment as defined in the current task order, Performance Work Standard (PWS), and as directed by Vectrus. Responsible for implementing and maintaining all fire protection services related functional standards within their assigned department IAW the Statement of Work. Implements the Fire Chief’s comprehensive firefighting program at the assigned installation to ensure compliance with AR 420-1, Army Facilities Management, Chapter 25, Fire and Emergency Services, Local work instructions, and National Fire Protection Association (NFPA) Guidelines. Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. + Reports to the Assistant Chief of Operations and functions under their direct supervision. + Supervises a structural and/or aircraft firefighting crew at assigned fire department to ensure compliance with PWS and all local requirements are met. + Assigns, directs, and reviews the work of assigned subordinate employees who assist in carrying out program activities. Ensure timely submittal of CDRL, deliverable, and work product reports pertaining to the operations section as required. Ensure scheduling of required fire protection equipment inspections to comply and meet PWS requirements for the department. + Prevents loss of life and minimizes damage to property and the environment from fire by directing fire attack, confinement, salvage, overhaul, ventilation and rescue activities, to include performing emergency medical care and CPR. Protects and preserves evidence at a fire scene and may participate in investigation of fire incidents. + Assures that procedures are affected; station logs and other records pertinent to reports, activities, drills, equipment inspections, etc., are maintained properly and submitted within time limits, if required. + Maintains current knowledge of the base, its structures, and all systems related to fire protection. + Ensures related firefighting duties are accomplished and documented as outlined in the PWS and department work instructions. When aircraft/facility pre-fire plans are outdated, develop and provide updates. Performs required operators maintenance and tests on rescue tools and saws, ground ladders, fire hose, ropes, harnesses and hardware; serviceable inspections of firefighters’ protective firefighting clothing; and enforces mandated standards for a respiratory protection program for self-contained breathing apparatus (SCBA). + Participates in career and proficiency training programs designed to increase technical proficiency of firefighters. Provide and conducts scheduled training as prescribed by the Fire Chief’s Annual Training Plan and as scheduled by the Assistant Fire Chief. + When first to arrive on-scene, serves as the incident commander of a fire/crash scene until relieved by the Assistant Fire Chief. Determines the best course of action to minimize loss or damage from fires or explosions. Directs the placement of firefighting equipment and personnel to ensure maximum utilization in fire control of aircraft crash/rescue operations. Assesses the fire scene/emergency situation to facilitate fire/rescue operations and to brief the Assistant Fire Chief upon arrival. + Leads and directs assigned firefighting crew to provide safe and proper rescue operations of endangered persons. Ensures rescue operations are performed in accordance with established policies and procedures and minimize the risk of additional danger to firefighting personnel and endangered persons. Employs firefighting measures to minimize the loss or damage as a result of fire or explosions. Responds to hazardous material incidents; leads operations level actions, as directed by the Assistant Fire Chief, to establish control of the affected area with minimal risk to response + As required and/or assigned, oversees fire alarm communication center operations to ensure all firefighting equipment and personnel are dispatched as required. Ensures that the communications center is manned at all times during the shift. Oversees the checkout of communications equipment at the beginning of the shift. As necessary, details additional personnel in case of short staffing. Maintains constant contact with the communications center during real world emergencies or fire drills. + Ensures the maintenance of reference materials such as the NFPA Standards, IFSTA Training Manuals, Lesson Plans, and reviews and provides input to work instructions pertaining to the operations, training, and communications sections of the department. + Performs mid-level supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers’ performance ensuring consistency and equity in rating technique + Performs other duties and assignments as required or as directed by the Assistant Fire Chief or Fire Chief. Qualifications + Minimum Qualifications: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required. + Must be a U.S. Citizen + Must be able to pass annual firefighter Occupational Health Exam and SCBA Fit Testing IAW NFPA 1582 and 1583 + Certifications: + Must possess current DoD (IFSAC/PROBOARD) certifications for: Fire Officer I, Fire Inspector I, Fire Instructor I, Airport Fire Fighter, Hazardous Materials - Operations, and Driver/Operator ARFF and Pumper, Mobile Water Supply + Must possess current CPR and First Aid First Responder certification + Required to have IFSAC or Pro-Board Certification + Preferred Qualification: + Undergraduate Degree preferred or equivalent work-related experience + Experience: + Minimum of (7) Seven years of related work experience. + Minimum of three years of leadership experience. + Preferred: + 3 Years’ experience as a Firefighter Crew Chief + Working knowledge of Microsoft Office (Word, Excel and Outlook) + Supervisory Responsibilities: + Supervises a shift and crew for response readiness.
