<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The Government of Iraq has prioritized digital transformation to enhance transparency, efficiency, and accountability in public sector management. Several initiatives have been launched to modernize administrative processes, improve service delivery, and strengthen citizen engagement. The current labour and OSH inspection system is managed by the Labour and Vocational Training Directorate, National Occupational Health and Safety Centre Directorate and Social Security under the Ministry of Labour and Social Affairs. The system faces constraints including manual, paper-based processes, staffing shortages, fragmented data flows, and limited coordination across inspection units at central and governorate levels. The grievance redress mechanism is inefficient and poorly integrated. Reporting and documentation of workplace injuries remain inconsistent, hindering timely interventions and data-driven decision-making. These challenges undermine labour law enforcement, compliance, and good governance.</p>
<p>The establishment of an Electronic Case Management System (ECMS) would improve the effectiveness, transparency, and accountability of labour and OSH inspections by providing a centralized platform to plan, track, and document inspections and follow-up actions. In Iraq, where informality and weak enforcement hinder decent work, a robust ECMS is essential to modernize inspections, strengthen oversight and coordination, and ensure efficient and responsive service delivery. The purpose of this assignment is to support the completion of the ECMS design phase by developing the design documents for a comprehensive Strategic and Operational Framework for a demand-driven, interoperable, and user-friendly system. ILO has already supported the MOLSA through inspector capacity-building, stakeholder mapping, initial business process analysis, and the establishment of the National Social Dialogue Forum, which will enable validation processes in tripartite manner.</p>
<p>The overarching goal of the assignment is to develop a comprehensive design phase documentation/ report, with detailed chapters, incorporated from policy, technical, programmatic and technology consultations and showcase the system in a demo. This shall serve as a strategic and operational framework for labour and OSH inspection in Iraq that will pave the way for the federal government to operationalize the implementation phase of establishing the ECMS to achieve end- to-end digital transformation of labour and OSH inspection activities in a holistic or phased approach. This report should comprehensively detail and integrate the schemes of:</p>

<li>Labour inspection and reporting processes.</li>
<li>Occupational Health and Safety (OSH) inspection and reporting process.</li>

<p>Through the above integrated schemes, the assignment will have to assess, develop, propose and incorporate comprehensively all the design phase aspects, addressing, without limitation, governance arrangements, operational structure, and key functional components of the ECMS. The consultant shall develop a comprehensive report comprising, at a minimum, detailed chapters covering the following components: System stakeholder analysis and their roles.</p>

Conduct random compliance audits on all sites and departments in Iraq.<br>
Develop and execute corrective action plans for audit deficiencies and inventory accountable property.<br>
Mentor lower-level Property Staff and custodians in proper process and procedures as they relate to Government Property.<br>

<p>HAMAP-Humanitaire (HH) is a French NGO founded in 1999 and active in humanitarian mine action in multiple countries. HH is currently developing its Mine Action programme in the Middle East in line with its mandate to reinforce local and national actors and ensure safe, responsible, and context-sensitive humanitarian action. HH has been working in Iraq since 2016, focusing on strengthening local and national partners. HH initially delivered IED-clearance training to local authorities in Sulaymaniyah and Erbil. From 2019 to 2025, HH supported a local Iraqi NGO through a long-term partnership aimed at improving organizational and technical capacity, resulting in the implementation of EORE, NTS, and Clearance operations in Ninewa Governorate, particularly in Sinjar District, clearing more than one million square meters of land. Since September 2025, HH has launched MIRATH in southern Iraq. MIRATH (Mesopotamia Initiative for Rehabilitating Archaeological Tourism and Heritage) aims to support the Iraqi Civil Defense in Dhi Qar Governorate through training and equipment, enabling clearance of at least two million square meters of archaeologically sensitive land contaminated with explosive ordnance. The project is implemented in partnership with the Iraqi Directorate of Mine Action (DMA) under the Ministry of Environment and in close coordination with the Ministry of Culture, Tourism and Antiquities at central and governorate levels. Given the project context and the sensitivity of operating within or near major archaeological and World Heritage-related landscapes, HH must ensure that mine action activities are planned and implemented in a way that protects cultural heritage values and supports responsible site management. In accordance with UNESCO-endorsed and ICOMOS-referenced methodology for World Heritage contexts, a Heritage Impact Assessment (HIA) is required to establish baseline knowledge, identify attributes related to Outstanding Universal Value (OUV), assess risks and impacts, and define proportionate avoidance, mitigation, and monitoring measures prior to and during operations. <p>Event Management Service for a Social Dialogue Workshops Erbil, Kurdistan Region of Iraq 6 and 18th August 2026 Background and Context: More than 1.1 million Iraqis remain in protracted displacement, concentrated in the KRI and Ninawa. The Employment and Employability project has documented youth unemployment among some IDP groups at 49.6%, female refugee labour-force participation below 3% in Erbil and Duhok, and informality rates around 94% among young displaced men. The Iraqi Government's ongoing closure of IDP camps adds urgency: without a tripartite framework, people leaving camps risk moving into unprotected informal work with no recourse. The first social dialogue session will be based on the Policy Brief, Refugees, IDPs and labour market Integration in Iraq and Kurdish Region of Iraq: Advancing Inclusion through Employment that was commissioned by the GIZ supported project, Promoting Employment and Employability among Refugees, Internally Displaced Persons (IDPs) and Host Communities focusing on Women, PWDs, and Youths in Northern Iraq. That alone gives the session a concrete, ready-to-sign output. The broader discussion on labour market access barriers and active labour market policies adds systemic value. In addition, a second social dialogue will be held to discuss labour migration. Iraq recently issued new regulations on the recruitment and employment of foreign workers, creating an urgent implementation challenge that is felt differently at the federal and KRI levels. Federal and KRI frameworks diverge on work permits, recruitment procedures and labour market access a gap raised repeatedly in joint Federal MOLSA KRI discussions. At the same time, migrant workers and refugees in the KRI face documented gaps in labour rights protection, access to justice and social security coverage.
