The Transition and Recovery Division (TRD) within International Organization for Migration (IOM) Iraq works to remove the initial obstacles to Internally Displaced Persons (IDPs) return in Iraq s post-conflict areas and lay the foundation for longer-term recovery, economic development and reconstruction in general. Under the overall supervision of the Head, TRD in Baghdad, the direct supervision of the Senior Operations Coordinator (Return & Recovery) in Erbil` and in coordination with relevant units in IOM Iraq, the Programme Officer (Cash Based Interventions (CBI)) will have the overall responsibility for the development and maintenance of IOM Iraq's cash-based assistance systems and portfolio. Advise the technical units, Regional Coordinators and divisions on integrating CBIs into operational plans and strategies to efficiently meet programme objectives, liaising with technical sectors. <p>Rumaila is one of the world’s greatest super-giant oilfields – those that contain over a billion barrels of recoverable oil. It is estimated that some 17 billion barrels of recoverable oil are still contained within Rumaila’s reservoirs.</p>
<p>The field is located 50km to the west of the city of Basra, southern Iraq. The Basra region is home to all six of Iraq’s ports, including the deep-water facility at Umm Qasr.</p>
<p>Rumaila encompasses a vast area of 1,600 square kilometres, extending approximately 80km north to south and 20km west to east, with the main anticline consisting of two domes, South Rumaila and North Rumaila.</p>
<p>Rumaila is part of the Iraq Basra Oil Company (BOC) family of oilfields. It is the largest producing field in Iraq, responsible for producing over 33% of Iraq’s oil. Oil has been produced at Rumaila for well over 50 years. A technical service contract signed in 2009 and extended in 2014, between BOC and BP, Petro-China and the State Oil Marketing Organization (SOMO) is now driving the transformation of Rumaila into a sustainable world-class oilfield for Iraq and its people. This 25 year contract (to 2034) has laid the foundation for the long-term renewal of the field.</p>
<p>This demands significant investment in infrastructure, technology and people. Progress is already visible and the oilfield is returning to full efficiency. Average daily production has increased by over 40% since mid-2009. World-class training and safety standards have been introduced. <p> The Consultant will provide time-bound specialized technical expertise to support the implementation of specific Intelligence-Led Policing (ILP) capacity-building activities under the project Supporting Community Engagement and Policing in Iraq Phase II , led by the Community Engagement and Policing (CEP) unit of IOM Iraq. The objective of this project is to strengthen public trust and confidence in Iraq s security institutions by enhancing accountable, inclusive, and community-responsive policing practices in areas of return and border regions. The project focuses on two primary pillars: i) increase Iraq s security agencies legitimacy and accountability in areas of return and border areas through an increased professionalization of police and border guards and mainstream of CEP approaches across different Directorates within the MoI; and ii) strengthen the CP community outreach, especially amongst women, through the CP Women Empowerment and Protection (WEP) Action Plan, to ensure rights-based stabilization interventions that respond to the needs of communities. The required expertise in prevention-oriented Intelligence-Led Policing (ILP), intelligence development frameworks, police analytical systems, and operationalization of risk analysis methodologies is not currently available within IOM Iraq. The engagement of an external consultant is therefore required to provide specialized technical knowledge, support the development of practical tools and procedures, and strengthen the capacity of the Community Policing Directorate and relevant Ministry of Interior counterparts to establish sustainable prevention-oriented ILP approaches. The project was built on lessons learned from the first phase, implemented between 2025 and 2026, in coordination with the CP Directorate, who identified further need of capacity building on prevention-oriented ILP principles to increase their ability to identify and respond to their communities major security threats. The project will target areas with significant numbers of returnees from northeast Syria as well as border areas, particularly focusing on the governorates of Ninewa, Anbar, Salah al Din, Basra, and Missan, and will be implemented jointly with the Integrated Border Governance (IBG) team and the Prevention of Violent Extremism (PVE) teams of IOM Iraq. Within this framework, the ILP consultant will design and deliver three activities contributing to the first pillar of the project: Deliver ToT and core training for MoI officers on data management and risk analysis; Develop an initial assessment to set-up a structured data-management and community risk analysis framework to support the CP Directorate and relevant MoI units in strengthening preventive, evidence-based policing. Develop SOPs on data management and risk analysis techniques, such as 5x5x5, Evaluation, Data Collection, and Tasking and Coordination. Organizational Department / Unit to which the Consultant is contributing IOM Iraq Peace, Recovery, and Solutions Division Community Engagement and Policing Unit. Under the general guidance of the Chief of Mission, the overall supervision of the Head of Division, and the direct supervision of the Programme Officer (Technical Cooperation). This consultancy opportunity is open to international consultants and will be delivered primarily remotely. However, selected consultants will be required to travel to Iraq as needed. Tasks to be performed under this contract The Consultant will provide time-bound specialized technical expertise to support the Ministry of Interior's institutional capacity-building efforts through the delivery of a Training of Trainers (ToT) on prevention-oriented Intelligence-Led Policing (ILP) approaches, focusing on data management, risk analysis, and evidence-based decision-making. Following the ToT, the Consultant will provide technical coaching and mentoring to support the newly certified trainers in delivering cascade training to Ministry of Interior law enforcement officers, ensuring quality, consistency, and effective knowledge transfer. The timeline is indicative and may be adjusted based on the actual commencement date of the consultancy and operational requirements. The overall duration of the consultancy and the sequencing of deliverables may be revised accordingly. First Deliverable Deliver a Training of Trainers (ToT) and Cascade Training on Data Management and Risk Analysis Using Prevention-Oriented Intelligence-Led Policing (ILP) Approaches. Description: to expand pool of trainers and re-engage the previously trainer trainers from the MoI and support them in the delivery of core training to MoI officers on prevention-oriented ILP approaches Deliver a ten-day Training of Trainers (ToT) for selected Ministry of Interior officers to strengthen and expand the national pool of ILP trainers. Provide mentoring and technical coaching to the newly trained trainers to prepare them for delivering the cascade training. Support the certified trainers in planning and delivering the core training to Ministry of Interior law enforcement officers. Coordinate with the Community Policing Directorate and IOM on all technical aspects of the training delivery and provide quality assurance throughout the process. Observe both the ToT and the cascade training sessions and provide technical guidance and feedback to trainers as required. Prepare a post-training observation report summarizing the implementation process, participant feedback, lessons learned, challenges encountered, and recommendations for strengthening future ILP capacity-building initiatives. </p><p><strong>Desired Candidate Profile</strong></p><p>Master's degree in Political Science, International Relations, Security Studies, or another relevant field from an accredited academic institution, with at least seven (7) years of relevant professional experience; or University degree (Bachelor's degree) in the above fields with at least nine (9) years of relevant professional experience.</p><p>Experience in implementing the Intelligence-Led Policing (ILP) approach, crime data analytics, and other relevant areas within the policing or law enforcement field.</p><p>Hands-on experience, preferably in Iraq, in designing or advising on ILP systems within police or security institutions.</p><p>Previous involvement in police transformation initiatives, including capacity development and strategic planning.</p><p>Exposure to community-oriented policing models and integration of ILP in prevention of violent extremism.</p><p>Proven record of delivering technical training and mentoring to law enforcement officers and decision-makers.</p><p>Experience operating in complex environments, preferably in the MENA region or similar contexts.</p><p>History of advising ministries of interior, national police bodies, or multilateral agencies on ILP or related reforms.</p><p>Strong understanding of ILP principles, models, and application in law enforcement operations.</p><p>Ability to analyze complex security environments and develop strategic intelligence frameworks.</p><p>Capable of developing and delivering technical training to law enforcement personnel at various levels.</p><p>Proficient in using data and intelligence to guide policing priorities, crime prevention, and resource allocation.</p><p>Strong written and verbal communication skills; able to communicate complex concepts to diverse stakeholders.</p><p>Ability to engage effectively with government institutions, security agencies, and international partners.</p><p>Skilled in drafting high-quality reports, guidance documents, and strategic recommendations.</p><p>Note: As part of your application, please submit a financial proposal outlining your approach and fees to complete the assignment.</p><p>For this consultancy, fluency in English is required. <p>The Site EHS Specialist is a key member of our EHS Team and a critical partner for our operational site teams at planning, project execution and post outage review stage. The Field EHS Specialist I is responsible for supporting with the creation and execution of a comprehensive EHS plan on our operational site, that drives the best-in-class standards of EHS and sustainability. The objective of this role is to observe, advise, coach and support those with operational responsibilities during planning phase and on-site execution, to prevent injuries, help drive accountability and remain in compliance with company/client EHS policies, programs, and procedures alongside country legislative standards. The field EHS team are central to the adoption, communication, and implementation of injury preventative EHS initiatives and campaigns to reiterate our NO HARM culture.</p><p><strong>Essential Duties
