<p><h4>Program logistics and property manager</h4>
<p>The program logistics and property manager will be primarily based in Baghdad, Iraq. The logistics and property manager will manage all supply chain services, including acquisitions, receiving, stocking, inventorying, issuing, and shipment of goods, utilizing resources to accomplish operational requirements. The logistics and property manager will report to program management to manage multiple geographical sites and functions to support critical client mission activities of this contract.</p>
<p>The logistics and property manager is specifically accountable for proactively identifying, analyzing, and correcting systemic performance concerns, and for providing structured performance briefings to the program manager and business group vice president to ensure sustained contract compliance and mission readiness.</p>
<p>The additional duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all-inclusive:</p>
<h4>Duties:</h4>
<ul>
<li>Ensure proper material controls are in place, and operations are following established scope of work (SOW), standard operating procedures (SOP), and occupational, health and safety administration (OSHA) standards.</li>
<li>Establish and maintain department performance baselines and key performance indicators (KPIs) for all logistics and property functions; conduct monthly trend analysis to proactively identify and address performance degradation before it impacts the embassy mission at BEC.</li>
<li>Ensure equipment and material shipments are actively tracked and provide timely updates to program management, operations, construction, and other stakeholders as required to ensure all delivery delays are monitored and adjusted for.</li>
<li>Review status of projects and budgets; manage schedules and prepare status reports to brief program stakeholders of performance, compliance, and anticipated gaps.</li>
<li>Proactively escalate emerging performance risks and negative trends to the project manager and business group vice president through structured weekly and monthly briefings, ensuring leadership visibility and enabling timely corrective intervention.</li>
<li>Assess project issues and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Collect, analyze, and summarize data for report preparation and submit written reports.</li>
<li>Prepare and deliver structured quarterly performance briefings to the project manager and business group vice president covering KPI status, trend analysis, corrective actions in progress, workforce performance metrics, and forecasted risks to logistics operations at BEC.</li>
<li>Conduct formal root cause analysis (RCA) for recurring logistics failures or chronic performance shortfalls; develop, implement, and track written corrective action plans (CAPs) with defined milestones, responsible parties, and completion timelines; report CAP status to program management at defined intervals.</li>
<li>Direct the work of a diverse employee population assigned to the program.</li>
<li>Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions.</li>
<li>Identify chronic under-performance within the department workforce; develop and execute performance improvement plans (PIPs) with documented benchmarks, supervisory oversight, and outcome tracking to restore performance standards and prevent recurrence.</li>
<li>Ensure that common supplies, materials, equipment, and services are procured from local and regional supply markets to the maximum extent practicable.</li>
<li>Maintain effective, timely, and respectful communication and interaction with other employees and managers and support other organizations.</li>
<li>Additional tasks and special projects as assigned.</li>
</ul>
<h4>Required:</h4>
<p><strong>Minimum acceptable experience level:</strong></p>
<ul>
<li>Ten (10) years’ progressive experience, including staff management, in a high volume, multi-unit receiving/inventory or supply management environment.</li>
<li>Demonstrated ability to achieve high standards of customer service while representing the company to customers.</li>
<li>Demonstrated experience establishing, implementing, and managing formal performance improvement programs that address department deficiencies, restore contract compliance, and sustain corrected performance over time.</li>
<li>Experience with supply chain management (SCM) systems particularly in relation to accurate inventory management.</li>
<li>Experience developing, implementing, monitoring, evaluating, and driving the adoption of logistics processes as prescribed in the operations plan.</li>
<li>Experience in working independently with various functions and disciplines of supply chain and operations.</li>
<li>Experience with business intelligence and data analysis, and research using the MS Office suite of programs.</li>

<p><strong>Knowledge, skills, and abilities:</strong></p>

Conduct random compliance audits on all sites and departments in Iraq.<br>

Mentor lower-level Property Staff and custodians in proper process and procedures as they relate to Government Property.<br>
Identify problem areas and recommend viable solutions.<br>
Perform physical inventories of Government Furnished Property (GFP) and Contractor Acquired Property (CAP), as directed by the Property Management and Control Procedures and/or the Logistics and Property Manager.<br>
Ensure Government Property Identification numbers (GP) are properly assigned, prepare required schedule, and assist with identifying lost, damaged, and destroyed property as well as excessive consumption.<br>
Work closely with Property Custodians to ensure overall accountability of assets.<br>
Track and record movement of all types of Government property. This includes movement from one point to another within a contractor’s facility, movement between facilities for any purpose, and protection during movement.<br>
Conduct country-wide Property Training on a yearly basis as well as establish training plans for new hire employees and refresher training.<br>
Ensure compliance with Federal Acquisition Regulation (FAR), Statement of Work (SOW), and Standard Operating Procedures (SOP).<br>
Develop processes and desktop procedures to maintain continuity of job performance.<br>
Audit logs and status records to ensure completion of lost, damaged, or destroyed items.<br>
Check LTDD packages for accuracy and completion.<br>
Perform additional duties and projects as qualified to perform as assigned.<br>

INSPIRE will operate in Ninewa, Anbar, and Salah al-Din Governorates, with national-level engagement in Baghdad. The project aims to address key barriers faced by vulnerable internally displaced persons (IDPs), returnees (including Iraqi individuals from northeast Syria), and host community members in accessing basic services, civil documentation, and durable solutions. It operates across three interconnected levels: individual, community, and systemic, organized under three outcomes: Outcome 1: Improved access to basic services and durable solutions pathways for vulnerable displaced populations Outcome 2: More resilient and cohesive communities in areas of high return, with empowered local civil society structures Outcome 3: Enhanced national and local government capacity to plan, coordinate, and deliver services to Iraqi citizens Inception Phase Recognizing Iraq's evolving context, with shifting return and displacement patterns, changing funding priorities, and significant differences across governorates and districts - INSPIRE will begin with a three-month inception phase. The position ensures accurate execution of provisioning, inventory, maintenance, repair, and transportation activities while contributing to the refinement of logistics policies and the integration of processes across teams and partner organizations.</p><br>HOW YOU WILL MAKE AN IMPACT:<ul><li>Provide leadership to CRSP teams including Line Haul, Air Coordination Cell, Container Processing, Container Fabrication, Customs Clearance, and TAS teams.</li><li>Verify DD Form 1149, TAC Codes, DODAACs, shipment priority, and POC information.</li><li>Receive cargo from all transportation modes and process for delivery.</li><li>Validate manifests, MROs, DD Form 1149, and DD Form 1384.</li><li>Prepare sensitive cargo documentation including DD Form 1387-2 and DD Form 1907.</li><li>Coordinate pre-Joint Inspections and Joint Inspections.</li><li>Build and inspect 463L pallets IAW DTR 4500.9-R Part II.</li><li>Coordinate with KMOI and MCTs for required movement.</li><li>Perform pre-JIs to ensure compliance with Air Force regulations.</li><li>Transport or coordinate transportation to/from APOE/D.</li><li>Prepare DD Form 1384 TCMD and complete prime/trailer card entries.</li><li>Conduct export inspections with Military Customs.</li><li>Compute center of balance and weight for rolling stock.</li><li>Maintain historical cargo movement data across the AOR.</li><li>Operate MHE including 4K–100K forklifts and container handlers.</li><li>Support ocean freight movement through designated SPOE/D.</li><li>Lead convoy operations ensuring preparation, safety, and accountability.</li><li>Deliver daily and weekly safety briefings.</li><li>Support logistics requirements through analysis, planning, and coordination.</li><li>Manage LIS data including GCSS-Army.</li><li>Oversee purchasing, transportation, warehousing, and production control.</li><li>Ensure host-nation compliance for company/contract vehicle documentation.</li><li>Plan and coordinate logistics, transportation, and customer service activities.</li><li>Ensure compliance with legal, military, and ISO requirements.</li><li>Plan, schedule, and track movements across all transportation nodes.</li><li>Create and manage TMRs using LOADOUT and other LIS tools.</li><li>Coordinate route, highway, airspace, and customs clearances.</li><li>Support intermodal operations including distribution, retrograde, and onward movement.</li><li>Maintain ITV using approved DoD systems.</li><li>Assist with BBPCT (blocking, bracing, packing, crating, and tie-down).</li><li>Participate in movement boards and multinational coordination meetings.</li><li>Ensure documentation compliance per DTR 4500.9-R.</li><li>Support container management and ensure accurate JCM reporting.</li><li>Ensure adherence to U.S., USCENTCOM, USARCENT, and 1 TSC policies.</li><li>Maintain awareness of HAZMAT requirements and ensure certification compliance.</li></ul>WORKING ENVIRONMENT<p>Work is performed in outdoor, warehouse, and operational environments with potential exposure to physical, chemical, and biological hazards. PPE is required in designated areas. Must comply with OSHA, EPA, Fire Regulations, host-nation policies, and company safety standards.</p><br>PHYSICAL ACTIVITIES<p>Work requires heavy lifting up to 70 pounds, climbing, stooping, prolonged standing or sitting, and working near hazardous materials or equipment.</p><br>MINIMUM QUALIFICATIONS<ul><li>High school diploma and 9 yrs of experience. (will consider other combinations of education, military, training and experience) Ability to obtain a Kuwait/Host Nation Driver’s License.</li><li>Minimum of seven (7) years of related logistics, transportation, distribution, movement control, or DoD operations experience. Knowledgeable in HAZMAT certification, TMR, and TCMD processing. This is not, however, a guarantee of compensation or salary.
