The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does in programmes, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favoritism. To the degree that any child has an unequal chance in life in its social, political, economic, civic and cultural dimensions her or his rights are violated. There is growing evidence that investing in the health, education and protection of a society s most disadvantaged citizens addressing inequity not only will give all children the opportunity to fulfill their potential but also will lead to sustained growth and stability of countries. This is why the focus on equity is so vital.
Event Management Service for a Social Dialogue Workshops Erbil, Kurdistan Region of Iraq 6 and 18th August 2026 Background and Context: More than 1.1 million Iraqis remain in protracted displacement, concentrated in the KRI and Ninawa. The Employment and Employability project has documented youth unemployment among some IDP groups at 49.6%, female refugee labour-force participation below 3% in Erbil and Duhok, and informality rates around 94% among young displaced men. The Iraqi Government's ongoing closure of IDP camps adds urgency: without a tripartite framework, people leaving camps risk moving into unprotected informal work with no recourse. The first social dialogue session will be based on the Policy Brief, Refugees, IDPs and labour market Integration in Iraq and Kurdish Region of Iraq: Advancing Inclusion through Employment that was commissioned by the GIZ supported project, Promoting Employment and Employability among Refugees, Internally Displaced Persons (IDPs) and Host Communities focusing on Women, PWDs, and Youths in Northern Iraq. That alone gives the session a concrete, ready-to-sign output. The broader discussion on labour market access barriers and active labour market policies adds systemic value. In addition, a second social dialogue will be held to discuss labour migration. Iraq recently issued new regulations on the recruitment and employment of foreign workers, creating an urgent implementation challenge that is felt differently at the federal and KRI levels. Federal and KRI frameworks diverge on work permits, recruitment procedures and labour market access a gap raised repeatedly in joint Federal MOLSA KRI discussions. At the same time, migrant workers and refugees in the KRI face documented gaps in labour rights protection, access to justice and social security coverage. This session gives the Tripartite Committee its first major substantive policy discussion: one where all three parties have an immediate, practical interest and where their combined voice can directly influence how new regulations are implemented across both levels of government. Purpose for this Service: The purpose of the service is to support and facilitate holding TWO social dialogue to be held on two separate occasions and to discus on the following topics: 6 August-Social Dialogue-One: Economic Inclusion and Decent Work for Refugees and Displaced populations 18 August -Social Dialogue-two: Labour Migration Governance: Foreign Workers, Refugees and labour mobility Objective: The ILO seeks to contract an event management company to provide logistical services for two Social Dialogue workshops to be held in the first and third weeks of August 2026. A large portion of these programmes consist of responses to large humanitarian emergencies (Yemen, Ukraine, Türkiye, OPT and Syria). We also work in countries facing other humanitarian and development challenges (Lebanon, Iraq, Kosovo and others).

Save the Children’s Iraq Country Office continues to operate in a complex environment shaped by a fragile recovery from years of conflict, ongoing humanitarian needs, and the fragile security situation in the region. Iraq is navigating a complex transition from a humanitarian context toward a humanitarian-development-peace (HDP) Nexus approach. While some progress has been made in stabilization and recovery, humanitarian needs remain acute. An estimated 1.1 million internally displaced persons (IDPs) remain in protracted displacement, children and families in camp settings, refugee returnees, and those in underserved rural and peri-urban areas continue to require urgent support across multiple sectors, including education, protection, health, WASH, and livelihoods. In recent years, Iraq has contended with the aftermath of conflict with ISIS, mass displacement, rising poverty, a fragile economy, and increasingly complex protection risks for children. These challenges are compounded by a tightening global funding environment, which is placing increasing pressure on the Country Office abilities to reach the most vulnerable children and families across the country.

Save the Children has been active in Iraq since 1991, delivering humanitarian, recovery, and development programs in Federal Iraq (FI) and the Kurdistan Region of Iraq (KRI) with sectors of intervention focusing on Education, Child Protection, Climate Resilience and Equality & Social Inclusion. The Iraq Country Director will provide strategic direction to the programme; is responsible for identifying needs and resources, and elaborating programme recommendations in line with Save the Children national and global priorities. The post-holder will ensure that all relevant Save the Children policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities and other relevant policies are in place. The Country Director is accountable for appropriate fiscal management of the Iraq Country Office and ensuring strong management of risks, including key legal and regulatory risks.

The Iraq Country Director is to lead the development and delivery of the country strategy to bring about lasting positive change to the lives of children and their families who do not enjoy full access to their rights. Iraq’s country strategy focuses on climate resilience, stronger child protection systems, emergency preparedness, equitable education access, and combating exploitation. The post holder will play a strategic role in the effective management of Save the Children programmes across Iraq and will be the primary Save the Children representative with local authorities, donor representatives, peer agencies and communities.

As a member of the Middle East, North Africa, & Eastern Europe Regional Leadership Team, they will have also shared accountability for Save the Children’s international development and emergency programming in the region.
