<p><h4>Program logistics and property manager overview</h4>
<p>The program logistics and property manager will be primarily based in Baghdad, Iraq. The logistics and property manager will manage all supply chain services, including acquisitions, receiving, stocking, inventorying, issuing, and shipment of goods, utilizing resources to accomplish operational requirements. The logistics and property manager will report to program management to manage multiple geographical sites and functions to support critical client mission activities of this contract. The logistics and property manager is specifically accountable for proactively identifying, analyzing, and correcting systemic performance concerns, and for providing structured performance briefings to the program manager and business group vice president to ensure sustained contract compliance and mission readiness.</p>
<h4>Duties</h4>

<li>Ensure proper material controls are in place, and operations are following established scope of work (SOW), standard operating procedures (SOP), and occupational health and safety administration (OSHA) standards.</li>
<li>Establish and maintain department performance baselines and key performance indicators (KPIs) for all logistics and property functions; conduct monthly trend analysis to proactively identify and address performance degradation before it impacts the embassy mission at BEC.</li>

<p><span><span>Unit: </span>Senior Management<span><br>Reports to: </span>Interim Country Director / Chief operation Officer<span><br>Duty Station: </span>Iraq<span><br>Travel: </span>Frequent travel within Iraq as required</span></p><br> <p><span>Position Description</span></p><br> <p><span>The Director of Programs and Operations – Iraq is a senior national leadership position responsible for the day-to-day management, coordination, and oversight of NEF’s programs and operations across Iraq. The role will support the effective implementation of NEF’s portfolio while ensuring strong operational systems, donor compliance, partnership management, and coordination with national and local stakeholders.</span></p><br> <p><span>Working under the supervision of the Interim Country Director/Chief operation Officer and in close coordination with regional and global support teams, the Director of Programs and Operations will provide leadership to program and operational teams in Iraq and contribute to strengthening NEF’s locally led presence, partnerships, and institutional positioning in the country.</span></p><br> <p><span>The position will play a key role in ensuring continuity, quality implementation, operational oversight, and relationship management with local authorities, partners, and coordination structures, while supporting the gradual transition toward strengthened localized leadership and sustainable country operations.</span></p><br> <p><span>Key Responsibilities</span></p><br> <p><span>Program Oversight and Coordination:</span></p><br> <ul>
<li><span>Oversee the day-to-day implementation of NEF programs and projects across Iraq, ensuring activities are delivered effectively, on time, and in compliance with donor and organizational requirements.</span></li>
<li><span>Support coordination between program, finance, procurement, logistics, MEAL, and administrative teams to ensure smooth project implementation.</span></li>
<li><span>Monitor project progress, implementation challenges, and operational risks, and support timely problem-solving and adaptive management.</span></li>
<li><span>Ensure project workplans, implementation targets, reporting timelines, and operational priorities are regularly monitored and updated.</span></li>
<li><span>Support the quality and consistency of program implementation across different geographic locations and partnerships.</span></li>
<li><span>Contribute to internal coordination and planning processes related to Iraq operations and programming.</span></li>
</ul> <p><span>Operations and Compliance: </span></p><br> <ul>
<li><span>Oversee country-level operational functions and ensure compliance with NEF internal policies, donor regulations, and relevant Iraqi legal and administrative requirements.</span></li>
<li><span>Support procurement planning and oversee procurement and logistics processes in coordination with relevant teams.</span></li>
<li><span>Ensure appropriate management and utilization of project assets, offices, and operational resources.</span></li>
<li><span>Coordinate with finance teams on budget monitoring, expenditure tracking, operational forecasting, and financial compliance.</span></li>
<li><span>Support risk management, safety, security, and duty of care measures for staff, offices, and operations.</span></li>
<li><span>Ensure operational documentation, approvals, and filing systems are maintained in line with donor and organizational standards.</span></li>
</ul> <p><span>Grants and Partnership Management:</span></p><br> <ul>
<li><span>Support the effective management of grants, contracts, donor compliance requirements, and reporting processes.</span></li>
<li><span>Oversee timely preparation and review of internal and donor reports in coordination with program and support teams.</span></li>
<li><span>Maintain close coordination with national NGOs, civil society organizations, local institutions, and implementing partners.</span></li>
<li><span>Support partnership management processes, including coordination, follow-up, monitoring, and capacity strengthening where needed.</span></li>
<li><span>Coordinate with relevant Iraqi authorities, including DNGO and other applicable governmental entities, to support operational compliance and maintain required approvals and registrations.</span></li>
<li><span>Support communication and coordination with donors, working groups, and coordination forums in alignment with NEF leadership guidance.</span></li>
</ul> <p><span>Representation and External Coordination:</span></p><br> <ul>
<li><span>Represent NEF in meetings, coordination platforms, technical working groups, and stakeholder engagements at the national and governorate levels, as delegated.</span></li>
<li><span>Maintain professional working relationships with governmental stakeholders, donors, local authorities, civil society actors, UN agencies, and private sector partners.</span></li>
<li><span>Support the identification of operational and programmatic opportunities that contribute to the continuity and sustainability of NEF’s Iraq portfolio.</span></li>
<li><span>Contribute to maintaining NEF’s positive institutional presence and partnerships across Iraq.</span></li>
</ul> <p><span>Staff Management and Team Leadership</span></p><br> <ul>
<li><span>Supervise and support program and operations staff in Iraq and promote effective coordination and teamwork across departments.</span></li>
<li><span>Support staff performance management processes, including work planning, objective setting, follow-up, mentoring, and regular feedback.</span></li>
<li><span>Foster a collaborative, accountable, respectful, and solutions-oriented working environment.</span></li>
<li><span>Coordinate with HR and senior management on recruitment, onboarding, staffing needs, and staff well-being.</span></li>
<li><span>Promote safeguarding, inclusion, staff care, and professional conduct across all teams and operations.</span></li>
</ul> <p><span>Qualifications and Experience</span><br></p><br> <ul>
<li><span>University degree in business administration, international development, management, social sciences, or a related field.</span></li>
<li><span>Minimum 7–10 years of relevant professional experience in program and operations management within humanitarian, development, or recovery contexts.</span></li>
<li><span>Strong experience managing operations, grants, compliance, procurement, administration, and multi-sector projects.</span></li>
<li><span>Demonstrated experience working with international NGOs, donors, local partners, and governmental stakeholders in Iraq.</span></li>
<li><span>Good understanding of the Iraqi operational, administrative, and regulatory environment, including coordination with DNGO and relevant authorities.</span></li>
<li><span>Experience managing teams and coordinating across multiple departments and geographic locations.</span></li>
<li><span>Strong organizational, communication, coordination, and problem-solving skills.</span></li>
<li><span>Fluency in Arabic and professional working proficiency in English required.</span></li>
</ul> <p><span>Preferred Qualifications</span></p><br> <ul>
<li><span>Previous experience in senior management or deputy leadership roles within Iraq.</span></li>
<li><span>Experience working in complex and multi-governorate operational environments.</span></li>
<li><span>Familiarity with donor-funded programming, compliance requirements, and partnership management.</span></li>
<li><span>Experience supporting localization, institutional strengthening, and capacity development initiatives.</span></li>

<p><h4>Program logistics and property manager overview</h4>
<p>The program logistics and property manager will be primarily based in Baghdad, Iraq. The logistics and property manager will manage all supply chain services, including acquisitions, receiving, stocking, inventorying, issuing, and shipment of goods, utilizing resources to accomplish operational requirements. The logistics and property manager will report to program management to manage multiple geographical sites and functions to support critical client mission activities of this contract. The logistics and property manager is specifically accountable for proactively identifying, analyzing, and correcting systemic performance concerns, and for providing structured performance briefings to the program manager and business group vice president to ensure sustained contract compliance and mission readiness.</p>
<h4>Duties</h4>
<ul>
<li>Ensure proper material controls are in place, and operations are following established scope of work (SOW), standard operating procedures (SOP), and occupational health and safety administration (OSHA) standards.</li>
<li>Establish and maintain department performance baselines and key performance indicators (KPIs) for all logistics and property functions; conduct monthly trend analysis to proactively identify and address performance degradation before it impacts the embassy mission at BEC.</li>
<li>Ensure equipment and material shipments are actively tracked and provide timely updates to program management, operations, construction, and other stakeholders as required to ensure all delivery delays are monitored and adjusted for.</li>
<li>Review status of projects and budgets; manage schedules and prepare status reports to brief program stakeholders of performance, compliance, and anticipated gaps.</li>
<li>Proactively escalate emerging performance risks and negative trends to the project manager and business group vice president through structured weekly and monthly briefings, ensuring leadership visibility and enabling timely corrective intervention.</li>
<li>Assess project issues and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Collect, analyze, and summarize data for report preparation and submit written reports.</li>
<li>Prepare and deliver structured quarterly performance briefings to the project manager and business group vice president covering KPI status, trend analysis, corrective actions in progress, workforce performance metrics, and forecasted risks to logistics operations at BEC.</li>
<li>Conduct formal root cause analysis (RCA) for recurring logistics failures or chronic performance shortfalls; develop, implement, and track written corrective action plans (CAPs) with defined milestones, responsible parties, and completion timelines; report CAP status to program management at defined intervals.</li>
<li>Direct the work of a diverse employee population assigned to the program.</li>
<li>Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions.</li>
<li>Identify chronic under-performance within the department workforce; develop and execute performance improvement plans (PIPs) with documented benchmarks, supervisory oversight, and outcome tracking to restore performance standards and prevent recurrence.</li>
<li>Ensure that common supplies, materials, equipment, and services are procured from local and regional supply markets to the maximum extent practicable.</li>
<li>Maintain effective, timely, and respectful communication and interaction with other employees and managers and support other organizations.</li>
<li>Additional tasks and special projects as assigned.</li>
</ul>
<h4>Required experience</h4>
<ul>
<li>Minimum acceptable experience level: ten (10) years’ progressive experience, including staff management, in a high volume, multi-unit receiving/inventory or supply management environment.</li>
<li>Demonstrated ability to achieve high standards of customer service while representing the company to customers.</li>
<li>Demonstrated experience establishing, implementing, and managing formal performance improvement programs that address department deficiencies, restore contract compliance, and sustain corrected performance over time.</li>
<li>Experience with supply chain management (SCM) systems particularly in relation to accurate inventory management.</li>
<li>Experience developing, implementing, monitoring, evaluating, and driving the adoption of logistics processes as prescribed in the operations plan.</li>
<li>Experience working independently with various functions and disciplines of supply chain and operations.</li>
<li>Experience with business intelligence and data analysis, and research using the MS Office suite of programs.</li>
</ul>
<h4>Knowledge, skills, and abilities</h4>
<ul>
<li>Knowledge of all principles and processes involved in operating and supporting supply chain functions at a large-scale overseas facility.</li>
<li>Knowledge of the FAR and industry leading practices regarding government property. Ability to clearly and concisely articulate services/requirements in writing.</li>
<li>Successful management of multiple sites in geographically dispersed locations operating in an environment of constant change.</li>
<li>Experience in effectively dealing with international and headquarters staff, and sensitivity to other cultures.</li>
<li>Excellent organizational and time management skills, with the ability to handle multiple tasks and administrative details in a fast-paced and constantly changing environment.</li>
<li>Ability to develop, monitor, and present department performance metrics using data-driven methods; demonstrated experience conducting trend analysis and presenting findings with actionable recommendations to senior program leadership (PM and VP level).</li>
<li>Knowledge of corrective action plan (CAP) development, implementation, and tracking methodologies applicable to government property and logistics programs operating under FAR-based contracts in high-security, overseas environments.</li>
</ul>
<h4>Education</h4>
<ul>
<li>A high school diploma or GED.</li>
<li>An undergraduate degree is preferred but can be replaced with additional years of business administration, operations, supply chain management, government property administration, or a similar discipline preferred.</li>
</ul>
<h4>Licenses and certifications</h4>
<ul>
<li>Valid drivers’ license from home of record.</li>
<li>NPMA certification or ability to obtain within one year – CPPA (Certified Professional Property Administrator).</li>
</ul>
<h4>Desired qualifications</h4>
<ul>
<li>Previous out of home country experience and previous work experience in harsh environmental conditions are a plus.</li>
<li>Experience working with Amentum.</li>
<li>Experience working with MAXIMO and/or AMRO systems.</li>
</ul>
<h4>Security and other requirements</h4>
<ul>
<li>Must be able to obtain and maintain a secret US government clearance. Note: US citizenship is required to obtain a secret clearance.</li>
<li>Expert professional, oral and written English communication skills to present, facilitate, and disseminate information.</li>
<li>Successfully complete and pass the medical and dental examinations as required for deployment to Iraq. Must maintain physical and dental requirements for duration of deployment.</li>
</ul>

<h4>Working and living conditions</h4>
<p>This position is in an austere environment with harsh and dangerous conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120-130 degrees Fahrenheit (50-55 degrees Celsius) during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods.</p>
<p>Work schedules are a minimum of six days per week and ten hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.</p></p><p></p>
