The overall Smallholder Agriculture Revitalization Project (SARP) aims at </p> <p>assisting rural people overcome poverty and achieve food security through remunerative, </p> <p>sustainable and resilient livelihoods. It consists of two main components namely; (1) Climate </p> <p>Resilient Investments; and (2) Agriculture & Livelihood Diversification. The first component </p> <p>includes two sub components; (1.1) modernization/rehabilitation of Irrigation Infrastructure </p> <p>schemes and (1.2) Knowledge Management and Institutional strengthening. The first </p> <p>sub-component (1.1.) aims at addressing the growing scarcity of irrigation water. The Project s </p> <p>overall objective is to contribute to the revitalization of agriculture while building resilience to </p> <p>climate change in the Southern Governorates in Iraq. The Project has the three following specific </p> <p>objectives: Water Management - Increase water availability and irrigation efficiency to sustain </p> <p>water supply for agricultural production in the selected governorates Climate Change - Mitigate the </p> <p>impact of climate change namely the reduction in precipitation and increasing water scarcity by </p> <p>supporting irrigated agricultural production Agriculture - Enhance the profitability of the supported </p> <p>small farms/agri-businesses in order to contribute to the improvement of the income of the rural </p> <p>vulnerable farmers our client will be responsible for the design and rehabilitation works of the </p> <p>irrigation infrastructure schemes such as the lining of dried up water canals, supply and lay out of </p> <p>closed irrigation systems and rehabilitation of pumping stations. </p> <p> <br> </p> <p> Purpose and Scope of Assignment </p> <p>Under the overall guidance of the Project Manager and the direct supervision of the Lead Civil </p> <p>Engineer, the Civil Engineer is required to perform the following specific duties and responsibilities </p> <p>ensuring their effectiveness, transparency, and integrity: </p> <p> <br> </p> <p>Coordination, Delivery, and Performance: </p> <p> Plan, supervise, and manage the implementation of SARP rehabilitation and/or construction </p> <p>works, ensuring alignment with project requirements, timelines, and budgets. </p> <p> Responsible for preparing the bill of quantities, as-built and construction drawings </p> <p> Responsible for day-to-day coordination with the contractors and suppliers according to the </p> <p>needs and requirements on site; </p> <p> Inspects and report on contractor s works in progress ensuring that the contractor meets </p> <p>UNOPS quality standards; </p> <p> Provide support and guidance to the contractor and assists in resolving site problems, as </p> <p>necessary; </p> <p> Assist in the preparation of project plans, detailed schedules, and progress reports, and </p> <p>contribute to project closure activities and documentation. </p> <p> Responsible for supervision of technical staff and consultants assigned to the project, and the </p> <p>assignment and monitoring of duties during the progress of works; </p> <p> Liaise with relevant government authorities, beneficiaries, and stakeholders to facilitate </p> <p>permits, secure approvals, and maintain effective working relationships. </p> <p> Embed sustainability dimensions including social and gender inclusion, as well as Health, </p> <p>Safety, Security, and Environmental (HSSE) aspects into the project during the design and </p> <p>construction phases;</p> <p> <br> </p> <p>Knowledge Building and Sharing </p> <p> Ensure that lessons learned and challenges are documented throughout the project </p> <p>implementation and shared with the project team; </p> <p> Participate in knowledge-sharing initiatives and contributing insights and lessons learned.</p> <p> <br> </p>

<p><br></p><p>Objectives of the Meeting</p><p>Present the efforts already made in Iraq on the transition from the informal to the formal economy, across enterprise registration, tax administration, labour inspection and enforcement, skills development and social security coverage.</p><p>Present an analysis of the composition of Iraq's informal economy by category of worker and economic unit, drawn from existing labour force survey rounds and administrative registers.</p><p>Introduce the international framework provided by ILO Recommendation No. 204 and the elements that a national formalization strategy is expected to contain.</p><p>Agree the evidence the National Steering Committee requires in order to draft the Strategy, and the sequence in which that evidence will be produced.</p><p>The Building Equitable and Inclusive Transformation (BEIT) project, funded by the European Union and implemented by the International Labour Organization (ILO) in partnership with the United Nations Human Settlements Programme (UN-Habitat) and the International Trade Centre (ITC), supports the launch of the Iraq Decent Work Country Programme (DWCP) through a high-level event that will bring together all national partners and ILO constituents, including the Government, employers and workers organizations, to participate in the official signing ceremony of the DWCP. The event will provide a platform to formally endorse the Programme, reaffirm the commitment of national constituents and development partners to advancing decent work in Iraq, and highlight the shared priorities and strategic areas of cooperation for the period. It will also strengthen visibility of the DWCP and promote continued coordination and collaboration among national stakeholders in its implementation.</p><p>Under the same event management contract, the ILO will also conduct a workshop to discuss the Iraqi Labour Code amendments essential to address key gaps, challenges and support the compliance with international labour standards in line with BEIT project labour governance refrorm agenda at policy level. Both events will be conducted on the 3rd of September in sequence at the same venue. While the launch event of the DWCP will be implemented from 9:00 -12:00, the labour code amendments workshop will be implemented from 01:00 to 03:00.</p><p>The objectives of the 2 events on the 3rd of September:</p><p>To formally launch and endorse the Iraq Decent Work Country Programme (DWCP) through a high-level signing ceremony, reaffirming the commitment of the Government, employers and workers organizations, and other national partners to its implementation.</p><p>To strengthen national ownership and partnership around the DWCP by bringing together key government institutions, social partners, development partners, and other stakeholders to promote coordinated action towards advancing decent work in Iraq.</p><p>To raise awareness and visibility of the DWCP and its strategic priorities, highlighting its contribution to employment creation, labour rights, social protection, social dialogue, inclusive economic development, and improved labour market governance.</p><p>To facilitate policy dialogue on the proposed amendments to the Iraqi Labour Code, providing a platform for government institutions, employers and workers organizations, and other relevant stakeholders to discuss key gaps and challenges and identify areas requiring further reform.</p><p>To build consensus and support for Labour Code reforms aligned with international labour standards, while strengthening tripartite dialogue and establishing a shared understanding of the priorities and next steps required to advance labour governance reforms in Iraq.</p><p>Purpose for this Service: Workshop on National Efforts in the Transition to the Formal Economy</p><p>The ILO is seeking a qualified event management service provider to deliver the following services for 3 key strategic events: the venues, interpretation, catering, printing, media, visibility and logistical services required and others as detailed in the below logistic requirements tables for these series of workshops that will be implemented in Baghdad. The event is expected to be delivered to a high professional standard commensurate with a high-level national event attended by senior government officials, members of the diplomatic community, and senior ILO representatives. The service provider will be responsible for ensuring the smooth organization of the events, including venue arrangements, interpretation services, catering, meeting materials, media and visibility requirements, participant support, and all related logistical coordination in line with ILO standards.</p><p>Facilitate a well-organized one-day national workshop on 2nd of September in Baghdad for up to 50 participants, in a four-star or five-star hotel approved by the United Nations Department of Safety and Security.</p><p>Facilitate well-organized 2 events on the 3rd of September in Baghdad, the morning event will engage up to 115 participants, while the afternoon workshop will engage 50 participants. <p><strong>The Position:</strong></p><br><p>The United Nations Population Fund Iraq Country office in coordination with the Government of Iraq statistical commissions at both the Federal and Kurdistan Regional levels successfully conducted a National Population and Housing census in 2024, marking a major milestone since the last unitary Census 37 years ago.</p><br><p>The census enabled Iraq to generate data on several core topics:</p><br><ul> <li>Socio-demographic characteristics (age, sex, household headship, nationality and religion). </li> <li>Household member characteristics (migration and disability status; education and work; marital status and fertility); </li> <li>Housing characteristics and ration card information. </li> <li>Mortality in the past 12 months; and </li> <li>Ownership of durable goods. </li></ul><p>The Federal and Kurdistan Regional Statistical Commissions are keen to ensure the census results are analyzed, published and properly disseminated to optimize their use for policy and programs for at least two reasons:</p><br><p>First: population censuses are such costly ventures that most countries can only afford in ten-year intervals.</p><br><p>Second: their content has increased in length and complexity over the years mainly due to the development of new technologies, improvements in human capacity and increasing needs for data for development planning thereby increasing the range of users of information generated from censuses and with this the expectations on the type and level of disaggregation of the analyses.</p><br><p>The proposed census thematic analysis is aimed at further analysis of the 2024 Population and Housing Census data with a view to broadening the country’s understanding of the observed levels and trends in key components of the population and responding to the needs of data users.</p><br><p>The analysis will include, among other things:</p><br><ul> <li>Comparison with other surveys, previous censuses and other countries. </li> <li>Spatial variations; and </li> <li>Trend analysis of various indicators. </li></ul><p>The analysis will be demand-driven by inquiring from and involving the users throughout the process. <p> ASSIGNMENT OBJECTIVES</p><p>The objectives are to:</p><p>1) Strengthen the existing draft evidence base on how social security entitlements are interpreted, applied and enforced, and extend it to the mechanisms through which workers raise and resolve complaints and appeals.</p><p>2) Secure tripartite and institutional validation of that consolidated evidence base.</p><p>3) Build the capacity of those who decide, administer and support social security claims, through curricula national training institutions can keep running after this agreement ends.</p><p>4) Place before decision-makers a prioritised set of options, with order-of-magnitude resource implications, for strengthening the legal framework and the routes by which workers pursue their entitlements.</p><p>4. SCOPE OF WORK AND METHODOLOGY</p><p>This agreement is the sole arrangement for this work stream and all activities are delivered within the agreed value. Bidders shall not assume that any event, expert engagement, expert fee, translation, printing, transport, entry permit, participant payment or venue requirement is met separately. Requirements outside the priced scope must be raised in the Technical and Financial Proposal and, if necessary, at the Inception Report stage.</p><p>Activity numbers, sizes, sequencing, locations and participant numbers are indicative and adjustable within the agreed value and period by written agreement. The deliverables in Section 6 are the binding outputs.</p><p>Component A. Strengthening the analytical report</p><p>1) Starting material. The ILO's draft report is the base text of the deliverable, not background material; proposals set out how they would appraise the full draft at inception and what they expect to remain, and the Inception Report fixes the remaining scope with the ILO on the basis of the draft as received. The ILO holds the rights in the draft, grants the Implementing Partner the right to use and modify it for this agreement, and determines authorship and acknowledgement in any publication.</p><p>2) Higher court analysis. Strengthen the analysis of how the higher courts interpret and enforce the framework, against a sample frame agreed at inception, bounded to the Court of Cassation and, for constitutionality challenges only, the Federal Supreme Court, and including first-instance and appellate decisions held in the same cassation file. Test, rather than assume, the premise that decided case law rests predominantly on Law No. 39 of 1971, Law No. 18 of 2023 having entered into force only on 26 November 2023. Establish which settled principles carry over to Law No. 18 of 2023, which are displaced and which the transitional provisions leave uncertain, and where liability falls when contributions were never paid or the worker never registered. Identify the procedural requirements that operate as barriers to claimants, including limitation periods, time limits for objecting to an administrative decision, and the medical assessment of invalidity and employment injury.</p><p>3) Enforcement. Provide a qualitative chapter on enforcing judicial decisions, drawing on the case sample and key informants and identifying the principal obstacles to executing judgments. A separate empirical study of execution files is not required and shall not be priced.</p><p>4) Legal framework. The review covers Law No. 18 of 2023, Law No. 39 of 1971, labour court and cassation procedure, and the constitutional provisions on social security entitlement. Labour Law No. 37 of 2015 is reviewed only where it governs social security claims: proof of the employment relationship, labour court jurisdiction and procedure, and labour inspection and the sanctions on employer registration and contribution compliance. No general review of that Law, or of constitutional labour protections, is in scope.</p><p><br></p><p>REQUIRED EXPERTISE OF THE IMPLEMENTING PARTNER</p><p>The Implementing Partner shall be a legally registered non-profit entity, such as a non-governmental organisation, research institution, university, legal institute or intergovernmental organisation, operating or able to operate in Iraq. <p>Rixos Baghdad is seeking a strategic and results-driven director of engineering to join the executive committee and lead the engineering department in maintaining and enhancing the property’s infrastructure. The director of engineering will be responsible for overseeing the operation, maintenance, and optimization of all building systems, including mechanical, electrical, plumbing, HVAC, and other critical infrastructure. This leadership role will also drive sustainability initiatives, manage departmental budgets, and ensure compliance with safety and regulatory standards, while working closely with other senior leaders to align engineering objectives with the overall property strategy.</p>

<h4>Qualifications</h4>
<p><strong>Education:</strong> A degree in engineering, facilities management, or a related field is preferred.</p>
<p><strong>Experience:</strong> At least 10 years of experience in building maintenance, engineering, or facilities management, with at least 5 years in a leadership or management role. Previous experience in a hospitality or large-scale property setting is highly preferred.</p>
<p><strong>Leadership and strategic skills:</strong> Proven leadership experience, with a strong ability to manage and motivate a large engineering team. Ability to make strategic decisions that align with the property’s overall business goals.</p>
<p><strong>Technical expertise:</strong> Extensive knowledge of mechanical, electrical, HVAC, plumbing, refrigeration, and other building systems. Familiarity with building management systems (BMS), energy management, and sustainability technologies is an advantage.</p>
<p><strong>Financial and budget management:</strong> Demonstrated experience in managing departmental budgets, controlling costs, and identifying cost-saving opportunities while maintaining high-quality standards.</p>
