Organizational Context and Scope Following the end of hostilities against Islamic State in Iraq and Syria (ISIS), the return of millions of Iraqis is threatened by the lack of livelihoods, widespread destruction and the presence of uncleared debris, heavy damage to critical public infrastructure and destroyed shelter. The situation is further complicated by a fluid and complex security environment. The Transition and Recovery Division (TRD) within International Organization for Migration (IOM) Iraq works to remove the initial obstacles to Internally Displaced Persons (IDPs) return in Iraq s post-conflict areas and lay the foundation for longer-term recovery, economic development and reconstruction in general. <p>The Chief Engineer will be based at one of the Amentum sites in Iraq and serve the Operations and Maintenance Support Services (OMSS) contract in support of the U.S. Department of State. The Chief Engineer is responsible for all water purification, water storage, water distribution and wastewater treatments, as well as generators, and associated power generation, transmission and distribution equipment. The Chief Engineer is also responsible for the safe operation and maintenance of power plants, generators, compressors, air conditioning systems, etc., and operates industrial machinery and equipment in various forms.</p><p>DUTIES:</p><ul><li>Responsible for maintaining a safe workplace and ensuring safety is the highest priority in the workplace.</li><li>Comply with all Environmental & Safety and Quality Assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.</li><li>Responsible for managing, monitoring and tracking physical plant and building operations services.</li><li>Supervise and oversee the operations of the water and wastewater treatment plants to include all water quality laboratory, pumping, filtering, piping and control systems.</li><li>Ensure the viability, availability and safety of water treatment and waste distribution systems.</li><li>Maintain water well operations and water storage systems.</li><li>Manage water treatment waste stream to contractual standards.</li><li>Oversee the:</li><ul><li>Prime power and water/wastewater treatment programs;</li><li>Operation, calibration, diagnostics, troubleshooting and repairs to all mechanical, electrical equipment systems and electrical/pneumatic control systems.</li><li>Preventative maintenance, condition monitoring, repair, installation and modernization of all power generation, transmission and distribution equipment on site; <p><h4>Planning and risk assessment</h4>
<p>Conduct a detailed discussion with the performing authority (PA) during the work planning stage to ensure all hazards are identified. Verify that an appropriately detailed risk assessment is completed to reduce risks to an acceptable level (ALARP). Ensure the quality of the CoW documentation by checking that the content is accurate and supplementary certificates are approved and attached.</p>
<h4>Worksite visits and monitoring</h4>
<p>Visit the worksite with the PA to prepare the hazard identification and risk assessment (HITRA), ensuring the PA understands the location, equipment, activities, hazards, and related controls. Attend the worksite on the initial issue of the permit, participate in toolbox talks, and authorize the work to start. Perform regular monitoring checks during each shift, particularly within the first hour of the permit's issuance.</p>
<h4>Energy isolation and safety controls</h4>
<p>Approve the design of energy isolation and oversee the implementation of energy isolation measures prior to the issuance of work permits. Confirm that energy isolation is in place before task initiation and demonstrate the isolation to the PA. Confirm positive isolation for hot work and confined space entry tasks. Liaise with the station SAEP to ensure that all work with electrical content is reviewed, and all associated electrical certificates and risk assessments are in place. <p>The operations manager will be based at the Baghdad Embassy Compound (BEC) site in Iraq and serve the operations and maintenance support services (OMSS) contract in support of the U.S. Department of State.
