Under the overall direction of the Protection Unit, and in coordination with other UNHCR staff, government, NGO partners and other stakeholders, the Assistant Community-Based Protection Officer works directly with communities of concern to identify the risks they face and to leverage their capacities to protect themselves, their families and communities. The incumbent may have direct supervisory responsibility for part of the protection and/or support staff and supports the application of community-based protection standards, operational procedures and practices in community-based protection delivery at the field level. To fulfil this role the Assistant Community-Based Protection Officer is required to spend a substantial percentage of the workday outside the office, building and maintaining networks within communities of persons of concern (PoC). The development and maintenance of constructive relationships with PoC that measurably impact and enhance protection planning, programming and results form the core of the work of the incumbent. S/he also supports the designing of a community-based protection strategy by ensuring that it is based on consultation with PoC.</p><br><p><br>All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity.</p><br><p><br>Duties<br>- Be fully informed about community structures and the protection and security situation of the PoC and develop strong links with a cross-section of members of refugee/IDP/stateless communities, using an AGD approach.<br>- Through relationships with PoC and network of partners stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to senior management.<br>- Ensure that the perspectives, capacities, needs and resources of the PoC are reflected in the protection strategy, planning processes and operations plan addressing the specific protection needs of women and men, children, youth and older persons, persons with disabilities, and marginalized groups.<br>- Support a consultative process with government counterparts at local levels, partners and PoC to develop and implement integrated strategies that address the key protection priorities, including, for example, child protection, education and GBV, and solutions approaches.<br>- Provide technical guidance and support to UNHCR and partners and implement and oversee Standard Operating Procedures (SOPs) on all community-based protection related issues.<br>- Support the design, implementation and evaluation of protection centred and solutions oriented programming with implementing and operational partners guaranteeing that community-owned activities are integrated.<br>- Support communities in establishing representation and coordination structures<br>- Promote confidence building and conflict resolution among PoC, authorities and host communities.<br>- Maintain protection presence through regular field missions and reports, making direct contact with PoC, host communities, local authorities and partners. In operations applying the humanitarian cluster system, contribute the development of an AGD-compliant strategy on which the response of the Protection Cluster is grounded and covers all assessed and prioritized protection needs of the affected populations.<br>- Support the Operation's work to fully integrate the protection strategy into the Country Operations Plan, the UN Development and Assistance Framework (UNDAF), the Humanitarian Country Team's common humanitarian action plan where applicable.<br>- Contribute to the Protection team's information management component which: provides disaggregated data on PoC and their problems; researches, collects and disseminates relevant protection information and good practices to enhance protection delivery and provide technical advice if necessary.<br>- Support the inclusion of participatory, community-based protection and AGD approaches in strategies and plans in the Country Operation.<br>- Support community understanding of UNHCR's commitment to deliver on accountability and quality assurance in its response.<br>- Support PoC to develop structures that enhance their participation and protection.<br>- Contribute to the design of project submissions and the budget for endorsement by the supervisor.<br>- Intervene with authorities on community-based protection issues.<br>- Negotiate with local counterparts, partners and PoC.</p><br><p>- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Operational Context:<br>After more than three decades of political turmoil and armed conflict that profoundly affected its population, Iraq is gradually emerging into a period of relative stability. The country is making progress towards sustainable development, including efforts to resolve protracted displacement. Iraq continues to host significant numbers of refugees and asylum-seekers and pursues an inclusive policy that enables their access to national services. Despite these advances, substantial humanitarian and development needs persist.<br>As of the end of 2025, Iraq generously hosts more than 348,600 refugees and asylum-seekers, of whom 88 per cent are Syrian nationals. Approximately 80 per cent of this population resides in the Kurdistan Region of Iraq (KRI). While most refugees and asylum-seekers live in urban and peri-urban areas, around 30 per cent continue to reside in nine refugee camps nationwide. Iraq also continues to have large numbers of internally displaced people (IDPs), including some 102,000 IDPs who live in IDP camps. <br>In this evolving context, UNHCR in Iraq has transitioned from a humanitarian response to an approach that increasingly supports development-oriented solutions. <p>Job Specification
• Supervise ARFF shift activities and maintain continuous readiness of personnel, vehicles, rescue equipment, communication systems, and firefighting resources.
• Ensure the declared aerodrome category protection level is continuously maintained.
• Deployment of personnel and resources during aircraft emergencies, structural fires, fuel incidents, medical emergencies, hazardous material incidents, and standby operations.
• Function as the initial incident commander during emergencies until the arrival of designated incident commander as per AEP.
• Maintain operational discipline, shift supervision, personnel accountability, and compliance with approved operational procedures and safety requirements.
• Conduct operational inspections of firefighting vehicles, rescue tools, communication systems, extinguishing agents, PPE, and associated operational equipment.

<p>This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. <p>The quality construction inspector will support the U.S. Department of State contract in Iraq. Under specific direction, the inspector will apply knowledge and experience of facility systems in the construction and modification of horizontal and vertical applications and support services for LCC department. They will demonstrate knowledge of setting and meeting key performance indicators, to include the verification of compliance metrics in preliminary laydown, during construction phases and then final and acceptance inspections, utilizing the framework Amentum standards, OBO and DoS policies and regulations, local and international construction codes and standards (ICCS).</p>

The Field EHS Specialist I is responsible for supporting with the creation and execution of a comprehensive EHS plan on our operational site, that drives the best-in-class standards of EHS and sustainability. <p>Job specification:
The postholder plays a critical role in the readiness of Canines. He/She is the lead in overseeing canine operations, and ensuring K9 readiness, compliance with MOI K9 Training & Evaluation Directorate and aviation security standards, and effective deployment of K9 teams to check points for screening and patrols where required. The post holder works directly for the Head of the K9 Unit in managing the daily operations, canine logistics, and closely with the K9 Training Team in ensuring that all handlers and K9s are fully trained, certified and operationally effective. He/She works with the Unit Veterinarian in overseeing canine welfare, daily nutrition and daily kenneling activities. Finally, to support the Head of K9 Unit in liaising with regulatory authorities and ensuring compliance with the MOI Directorate of Training & Evaluation with Veterinary and Technical compliance standards required for certification, through drills, exercises and evaluations.
Key Areas of Responsibility:
a) Operational Oversight :
• Supervise daily activities of K9 handlers and dogs across EDD and NDD teams.
• Plan and coordinate deployment schedules for detection operations across all checkpoints.
• Coordinate with airport security, and where necessary customs, and law enforcement for joint operations.
• Ensure compliance with safety protocols and operational standards.
• Ensure optimal rotation and rest schedules for dogs and handlers.
b) Training & Development Support :
• Coordinate schedules with the K9 Training staff for regular training sessions for EDD and NDD teams, including simulated threat scenarios.
• Work with the K9 Training Staff to evaluate performance and readiness of K9 teams.
• Implement continuous improvement strategies for detection accuracy.
• Work with the Head of K9 Unit and the K9 Training staff to implement corrective training plans and maintain certification standards.
c) Translation & Liaison Duties :
• Translate operational briefings, SOPs, incident reports, and communications between multilingual teams.
• Act as liaison and facilitate communication between international management/supervisors, local handlers, and airport authorities.
• Ensure accurate real-time interpretation during joint operations, inspections, audits and emergency responses.
d) Canine Welfare & Logistics :
• Ensure proper nutrition, rest, and psychological well-being of dogs.
• Monitor health, nutrition, and veterinary care schedules of all canine assets.
• Coordinate with procurement for replenishment and upgrades.
e) Administrative & Reporting :
• Prepare mission reports, incident logs, and performance reviews.
• Assist Head of K9 Unit in budget planning and procurement for K9 operations.
f) Compliance & Policy Enforcement & Documentation :
• Enforce SOPs are related to canine deployment, search protocols, and handler conduct.
• Ensure adherence to international standards for detection dog use.
• Monitor legal and ethical guidelines in narcotics and explosives detection.
• Ensure adherence to Iraqi Civil Aviation Authority, MOI and international K9 deployment standards.
• Maintain detailed logs of canine activity, detection results, and incident reports.
• Assist Head of K9 Unit in preparation of monthly performance summaries and submit them to SEC Headquarters.
g) Emergency Response & Incident Management :
• Lead K9 response during bomb threats, suspicious packages, or narcotics interceptions.
• Liaise with emergency services and provide translated briefings during crises.
• Document and debrief all incidents for legal and operational review.</p><p>Education
• Certifications in explosive detection, narcotics detection (essential).
• Certifications in K9 Supervisory & Training (essential).
• Canine handling & detection techniques (essential).
• Managing Safely (IOSH) or equivalent (desirable).
Experience
• Applicant should preferably have proven supervisory experience in law enforcement or military K9 Units.
• Minimum of 5-7 years in a K9 operations (EDD & NDD) role with domestic and international experience, preferably in airport or border security.
• Experience of liaising with K9 Regulatory & Training authorities.
• Experience of operating in post conflict, multicultural & low infrastructure environments.
Computer Skills
• Knowledgeable in Microsoft Office suit (user´s perspective) and able to manage other specific project/management software, provided the adequate training.
Language Skills
• Solid knowledge and command of written and spoken English (essential) and Arabic (essential).
Training Requirements
• Experience in delivery of K9 Training for EDD and/or NDD.</p>
