While significant efforts have been undertaken by the Government of Iraq and the Central Bank of Iraq to increase access to financing for Micro, Small and Medium Enterprises (MSMEs), many entrepreneurs continue to face challenges related to collateral requirements, perceived credit risks, limited financial histories, high transaction costs, and restricted access to suitable financial products.</p><br><p>IOM Iraq supports livelihoods, economic recovery, and private sector development interventions aimed at fostering sustainable economic opportunities for vulnerable populations, including women, youth, returnees, internally displaced persons (IDPs), climate-affected communities, and small business owners.</p><br><p>As part of its efforts to promote financial inclusion and strengthen sustainable economic recovery, IOM intends to establish a blended finance mechanism that utilizes catalytic donor funding alongside commercial lending to enhance access to finance for underserved businesses and entrepreneurs. The blended finance approach will seek to mobilize capital, reduce lending risks, strengthen financial institutions’ engagement with target populations, and promote sustainable market development. The initiative will be developed in close coordination with the Central Bank of Iraq, partner banks, and other financial institutions to ensure alignment with national priorities, banking regulations, and sustainable financial sector development objectives.</p><br><p>To support this process, IOM seeks to recruit a qualified Blended Finance Specialist Consultant with substantial experience in banking, SME finance, financial inclusion, blended finance, and stakeholder engagement within the development and financial sectors. The consultant will work closely with IOM livelihoods teams, the Central Bank of Iraq (CBI), participating financial institutions, and other relevant stakeholders.<br>The consultant will serve in an individual capacity and shall not be considered an IOM staff member. <p><h4>Essential responsibilities:</h4>
<p>The aircraft mechanic II - avionics performs aircraft maintenance to include inspection, operational test, repair, modification and replacement of aircraft electrical/avionics systems and components. Applies technical knowledge and skills to troubleshoot electrical/avionics discrepancies.</p>
<ul>
<li>Possess in-depth knowledge of applicable maintenance/technical manuals and publications, and special tools and test equipment. Must be familiar with operational capabilities and limitations of electrical/avionics systems.</li>
<li>Possess a high degree of expertise of aircraft electrical/avionics systems.</li>
<li>Performs the inspection, testing, troubleshooting, repair, modification and rewiring as required of complex avionics/electrical systems and subsystems discrepancies and modifications.</li>
<li>Use schematic diagrams, blueprint drawings, maintenance manuals and factory publications to operate, modify, test and repair aircraft electrical/avionics systems.</li>
<li>Utilize test equipment to include but not limited to digital volt/amp meter, transponder ramp tester, fuel quantity tester, ITT calibration test set, and other test equipment required in the troubleshooting, modification, and repair of avionics/electrical systems.</li>
<li>Order parts and materials.</li>
<li>Obtain and maintain qualification as a plane captain and any associated licenses/qualifications necessary to perform the duties of an OMAT2.</li>
<li>Operate ground support equipment.</li>
<li>Identify and treat avionics/electrical corrosion.</li>
<li>Perform aircraft jacking and hoisting as required.</li>
<li>Perform certification and re-certification of altimeter systems.</li>
<li>Perform calibration of directional guidance systems.</li>

<h4>Minimum position knowledge, skills, and abilities required:</h4>
<ul>
<li>Satisfactory completion of U.S. Armed Forces aircraft avionics school or other schools with equivalent curriculum or three (3) years of on-the-job training and/or experience working with similar avionics systems and components is required.</li>
<li>Graduation from high school or GED required.</li>
<li>Must be able to meet any government/company licensing/qualification requirements for the position.</li>
<li>Must have three (3) years’ experience in aircraft electrical/avionics maintenance including avionics corrosion detection, treatment and prevention, performing maintenance on avionics and/or electrical systems, utilizing tools, blueprints, drawings, wiring diagrams, schematics and normal safety requirements.</li>
<li>Prefer experience on T6 series aircraft.</li>
<li>Demonstrate a basic knowledge of aircraft systems and nomenclature.</li>
<li>Possess working knowledge and skill in the use of basic tools and test equipment.</li>
<li>Must be familiar with the operational capabilities and limitations of electrical/avionics systems.</li>
<li>Possess a working knowledge of the detection, prevention, and treatment of corrosion.</li>

<h4>Work environment, physical demands, and mental demands:</h4>
<p>Work location is Balad Iraq. Requires sitting, standing, and walking for extended periods of time. Requires frequent climbing, bending, stooping, squatting, crawling, crouching, kneeling, lifting, carrying, balancing and reaching above shoulder level, pushing or pulling weight up to 70 pounds. Requires eye-hand coordination and manual dexterity. Must have close vision to include color vision, peripheral vision, depth perception, and the ability to adjust focus. Requires hearing to normal range. May require use of respirator. Requires shift work and a diversity of working conditions that range from a standard shop/hangar type environment, where there may be no physical discomfort, to an environment where inclement weather may subject individual to severe changes in temperature, direct sun, wind, rain, etc. May be required to work in areas where noise hazards are prevalent. Exposure to high intensity noise levels, extreme changes in temperature, materials identified on material safety data sheets; working on or around aircraft and machinery. May be exposed to electrical shock hazard. Work location is aircraft maintenance shops, hangars, and flight line. May require travel in support of cross-country rescue and detachments of unknown duration.</p>

Regularly research, follow-up, compile, analyse and present information/data on national, regional and international developments, reports, legislation and other relevant documentation, highlighting noteworthy issues for the consideration of appropriate parties. Monitor budget expenditures; verify availability of funds and maintain a proper record of approved project budgets and their revisions. Coordinate and monitor the financial, administrative and technical aspects of the project in line with IOM policies and donor requirements. Perform other related duties as assigned.</p><p><strong>Desired Candidate Profile</strong></p><b>Required Qualifications and Experience</b><br>Education Bachelor's degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with five years of relevant professional experience. Completed High School degree from accredited academic institution with seven years relevant professional experience. Accredited Universities are those listed in the UNESCO World Higher Education Database.<br>Experience Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations; Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and, Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage. Proven experience in design and implementation of assessments, field-based research and analysis, protection and reintegration monitoring, programmatic impact monitoring, and/or other MEAL assessments. Proven experience in development of data collection tools, databases, dashboards, supervision of data collection exercises and capacity building for data collection. Experience in report drafting and design, including data visualization and presentation. Knowledge and experience of Durable Solutions and Reintegration programming is desirable. Familiarity with and/or experience in Iraq or in other internal displacement contexts in the Middle East is an asset. Familiarity with and/or experience in post-conflict environments is an asset.<br>Skills Substantial knowledge of non-profit work including data collection and data analysis in post-conflict settings.
