<h4>Roles and responsibilities</h4>
<p>The Cost Engineer will report to the Project Control Manager.</p>
<p>Specific responsibilities include:</p>
<li>Full understanding of the commercial aspect of the project contract and the application to the cost management</li>
<li>Understand contract specific cost procedures and carry out all work in accordance with these</li>
<li>Study and understand all relevant project documents relating to the cost management of allocated project(s)</li>
<li>Work with all relevant projects and discipline personnel to ensure that cost control procedures are followed</li>
<li>Set up project/projects within Cost System to agreed format</li>
<li>Establishing project control budgets based on the client approved Project Control Estimate</li>
<li>Reviewing cost commitment and expenditure information (for all cost elements), for input to the computerized cost control and reporting system on a weekly basis and ensuring that all information received is accurate and correctly input</li>
<li>Producing regular cost reports and advising management of any forecast cost overruns as soon as possible to allow corrective actions to be taken in a timely manner. Highlighting areas of concern and suggesting areas of improvement</li>
<li>Maintaining comprehensive accessible registers of financial approvals, variations and change orders</li>
<li>Review project man-hours and the allocation of man-hours in conjunction with Planning on a regular basis</li>
<li>Liaising with the Project Management, Finance, Contracts and Procurement departments with regards to establishing monthly evaluation of work done, goods received and services rendered for invoice preparation and verification</li>
<li>Ensure that all cost related work is in compliance with the contract</li>
<li>Maintain rates within Computerized Cost System, ensuring they are up to date and all rate uplifts are implemented. Advise Project Management of additional costs involved and assist in obtaining additional approval from client</li>
<li>Check that all estimates meet contract requirements and all relevant cost information is fed back to the estimates</li>
<li>When Project specific Cost Procedures are in place ensure they have been implemented in full</li>
<li>Maintain a good working knowledge of relevant corporate cost software</li>

<p><h4>Operations support lead duties and responsibilities</h4>
<p>The operations support lead will be based at the Baghdad Embassy Compound (BEC) in Iraq and serve the Iraq Embassy Programs (IEP) which include the Base Life-support Services (BLISS) and Operations and Maintenance Support Services (OMSS) contracts in support of the U.S. Department of State. This position will be responsible for the daily reports to IEP PMO staff, ensuring professional and quality services are provided to the customer in accordance with program requirements and will report to the PMO operations manager. The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all-inclusive.</p>
<h4>Duties:</h4>
<ul>
<li>Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.</li>
<li>Comply with all environmental health & safety and quality assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.</li>
<li>Provide a full range of general support services for the BLISS program under the direction and supervision of the PMO operations manager.</li>
<li>Update the Mission Accountability System (MACS) as defined by embassy requirements and align this data with the IEP accountability processes.</li>
<li>Perform all administrative and clerical services necessary in support of program operations at the Baghdad Embassy Compound (BEC).</li>
<li>Submit visitor access requests (VARs) and compile visa packets in coordination with site access. Follow up with RSO as needed for VAR approval.</li>
<li>Support the program with a full working knowledge of the DOS contract and obtain data from department leads as needed.</li>
<li>Coordinate visitor arrivals ensuring housing and travel related coordination is completed.</li>
<li>Prepare responses to questions and data requests received from the operations team.</li>
<li>Responsible for the coordination of information to support the creation/update of:
<ul>
<li>Quarterly Performance Metrics Review (PMR) with the Department of State.</li>
<li>Plan of Action and Milestones (POAM) for the BLISS and OMSS contract projects.</li>
<li>Performance analysis to be incorporated into reporting requirements.</li>
<li>Oversight of daily, weekly, and monthly reports as required.</li>

<li>Work with the operations supervisor to develop and maintain the department’s organizational structure and efficiency.</li>
<li>Coordinate contractor requirements with other Amentum offices (i.e., travel, property, etc.).</li>
<li>Use MS Word, Excel, Access, Project, Outlook, PowerBI, and PowerPoint as necessary to facilitate tracking of personnel and project status requirements, data, and reports.</li>

<h4>Required qualifications:</h4>

<li>As part of pre-contingency requirements, by the time the visa process starts, candidates must possess a valid passport with a minimum of 18 months remaining to expiration date with 8 blank pages.</li>
<li>Security vetting: Already possess a Moderate Risk Public Trust (MRPT) or be able to obtain a favorable MRPT certification prior to being hired is required for the position. Must maintain eligibility at the required certification level for the duration of the contract.</li>

<h4>Working and living conditions:</h4>
<p>This position may be in a war zone, or an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120-130 degrees Fahrenheit (50-55 degrees Celsius) during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and 'duck & cover' during emergencies without putting oneself or others at risk.</p>

<p>Section Head, Security Standards, Quality Assurance & Compliance (HoSQC)
The post holder is responsible for the daily management of the Standards, Quality Assurance & Compliance (SQC) team, and supporting the Head of Security Operations Support (HoSOS). This is a key role and includes ensuring that all Security Business Unit Departments and Sections adhere to external regulations, laws, and internal policies; identifying and rectifying non-compliance issues through audits; ensuring that processes, products, and services consistently meet AvSec quality standards and preventing defects through systematic activities and continuous improvement.
A solid knowledge of compliance, audit and quality assurance systems and processes is vital, along with the ability to forge relationships with other sub departments and when required, the airport directorate, agencies and external stakeholders.

Monitoring, evaluation, reporting, learning, and knowledge management:</p><p><br></p><p>Develop data collection tools and techniques to monitor interventions (including volume and value of marketed products in collection centers/cooperatives);</p><p><br></p><p>Conduct follow-up visits to assess progress and provide technical support;</p><p><br></p><p>Document lessons learned, best practices, successes, case studies, and impacts for internal/external sharing;</p><p><br></p><p>Assist the Project Manager and MEAL Specialist in preparing timely, accurate, high-quality donor reports;</p><p><br></p><p>Apply innovative approaches to monitor and evaluate performance, effectiveness, and impact of livelihood interventions;</p><p><br></p><p>Support baseline and endline studies, research sustainable livelihoods and economic development; document case studies showing social transformation and sustainable development outcomes.</p><p><br></p><p>3. Partnerships, networking, external engagements, and advocacy:</p><p><br></p><p>Identify, profile, and build strategic linkages with partners across value chains, market systems, and financial inclusion;</p><p><br></p><p>Liaise with financial institutions/MFIs to enable tailored financing and product development for commodity improvement and SME growth;</p><p><br></p><p>Ensure effective coordination and engagement among project partners and stakeholders for delivery of the Business Plan for Economic Empowerment;</p><p><br></p><p>Establish and maintain relations with Ministry of Agriculture, Ministry of Trade and Industry, and other relevant stakeholders;</p><p><br></p><p>Increase project visibility through engagement in value chain and market systems development;</p><p><br></p><p>Promote cross-learning through networks; participate in networking meetings and guide members toward mutually beneficial livelihood improvements;</p><p><br></p><p>Represent the project in forums, workshops, and conferences; meet regularly with like-minded bodies to strategize effective Market Systems Development;</p><p><br></p><p>Strengthen platforms for prioritized on‑farm, off‑farm, and non‑farm value chains;</p><p><br></p><p>Identify advocacy issues affecting smallholders and mobilize stakeholders to influence policies, remove barriers, and expand access to markets;</p><p><br></p><p>Lead mapping/selection/engagement/coordination of private sector actors.</p><p><br></p><p>4.
