<p><br></p><p>Objectives of the Meeting</p><p>Present the efforts already made in Iraq on the transition from the informal to the formal economy, across enterprise registration, tax administration, labour inspection and enforcement, skills development and social security coverage.</p><p>Present an analysis of the composition of Iraq's informal economy by category of worker and economic unit, drawn from existing labour force survey rounds and administrative registers.</p><p>Introduce the international framework provided by ILO Recommendation No. 204 and the elements that a national formalization strategy is expected to contain.</p><p>Agree the evidence the National Steering Committee requires in order to draft the Strategy, and the sequence in which that evidence will be produced.</p><p>The Building Equitable and Inclusive Transformation (BEIT) project, funded by the European Union and implemented by the International Labour Organization (ILO) in partnership with the United Nations Human Settlements Programme (UN-Habitat) and the International Trade Centre (ITC), supports the launch of the Iraq Decent Work Country Programme (DWCP) through a high-level event that will bring together all national partners and ILO constituents, including the Government, employers and workers organizations, to participate in the official signing ceremony of the DWCP. The event will provide a platform to formally endorse the Programme, reaffirm the commitment of national constituents and development partners to advancing decent work in Iraq, and highlight the shared priorities and strategic areas of cooperation for the period. It will also strengthen visibility of the DWCP and promote continued coordination and collaboration among national stakeholders in its implementation.</p><p>Under the same event management contract, the ILO will also conduct a workshop to discuss the Iraqi Labour Code amendments essential to address key gaps, challenges and support the compliance with international labour standards in line with BEIT project labour governance refrorm agenda at policy level. Both events will be conducted on the 3rd of September in sequence at the same venue. While the launch event of the DWCP will be implemented from 9:00 -12:00, the labour code amendments workshop will be implemented from 01:00 to 03:00.</p><p>The objectives of the 2 events on the 3rd of September:</p><p>To formally launch and endorse the Iraq Decent Work Country Programme (DWCP) through a high-level signing ceremony, reaffirming the commitment of the Government, employers and workers organizations, and other national partners to its implementation.</p><p>To strengthen national ownership and partnership around the DWCP by bringing together key government institutions, social partners, development partners, and other stakeholders to promote coordinated action towards advancing decent work in Iraq.</p><p>To raise awareness and visibility of the DWCP and its strategic priorities, highlighting its contribution to employment creation, labour rights, social protection, social dialogue, inclusive economic development, and improved labour market governance.</p><p>To facilitate policy dialogue on the proposed amendments to the Iraqi Labour Code, providing a platform for government institutions, employers and workers organizations, and other relevant stakeholders to discuss key gaps and challenges and identify areas requiring further reform.</p><p>To build consensus and support for Labour Code reforms aligned with international labour standards, while strengthening tripartite dialogue and establishing a shared understanding of the priorities and next steps required to advance labour governance reforms in Iraq.</p><p>Purpose for this Service: Workshop on National Efforts in the Transition to the Formal Economy</p><p>The ILO is seeking a qualified event management service provider to deliver the following services for 3 key strategic events: the venues, interpretation, catering, printing, media, visibility and logistical services required and others as detailed in the below logistic requirements tables for these series of workshops that will be implemented in Baghdad. The event is expected to be delivered to a high professional standard commensurate with a high-level national event attended by senior government officials, members of the diplomatic community, and senior ILO representatives. The service provider will be responsible for ensuring the smooth organization of the events, including venue arrangements, interpretation services, catering, meeting materials, media and visibility requirements, participant support, and all related logistical coordination in line with ILO standards.</p><p>Facilitate a well-organized one-day national workshop on 2nd of September in Baghdad for up to 50 participants, in a four-star or five-star hotel approved by the United Nations Department of Safety and Security.</p><p>Facilitate well-organized 2 events on the 3rd of September in Baghdad, the morning event will engage up to 115 participants, while the afternoon workshop will engage 50 participants. <p><br></p><p>General purpose of the position Support the Head of Mission in the development, definition, and management of the mission program in accordance with INTERSOS strategies, plans, and policies. Lead the development of new concept notes and project proposals in Jordan and Iraq, in collaboration with the Deputy Regional Director and Senior Management Team. Supervise, coordinate, and provide quality support to Project Managers/Program Managers in both countries to develop and implement the program within the recently merged mission. Provide temporary signing authority for pre-approved documents when the Head of Mission is out of Jordan. Participate in donor meetings as required to maintain institutional relations and project visibility. Serve as Acting Head of Mission in the absence of the Head of Mission to ensure uninterrupted management and oversight, in strict coordination with the Regional Director.</p><p>Main responsibilities and tasks:</p><p>Strategy and representation Support the Head of Mission and SMTs in the development, implementation and evaluation of the mission strategy, program and quality of projects in line with INTERSOS country strategies, policies and guidelines. Provide updated information, inputs and recommendation for new and ongoing interventions in the country In coordination with the technical referents, Deputy Regional Director lead the design and development of potential new funding opportunities, in Jordan and Iraq, and the new project concept notes/proposals drafting the narrative and contributing to the budget preparation, ensuring the collaboration with all the support Departments (HR, Logistics and Security). Conduct regular context analysis (country s socio-economic situation, donors trends, needs and gaps) in order to identify funding opportunities in both countries. Is accountable for properly studying data collected from the field and detecting population s needs, study the context, translate the strategic macro-objectives into concrete actions and analyze the consequences of an intervention of INTERSOS, evaluating risks and constraints and setting priorities In coordination with the Head of Mission, establish and maintain collaborative relations with relevant donors, project stakeholders, local partners and other organisations working in the area. Develop strategic partnerships with local organizations and stakeholders when possible In collaboration with the Head of Mission and technical referents, proactively participate and represent INTERSOS in meetings with relevant donors and stakeholders, in both Jordan and Iraq. Support the SMTs in maintaining productive working relationships within different coordination fora (clusters, working groups, etc.).</p><p>Implementation, reporting and quality control Supervise and keep updated workplans and related financial plans of projects with the contribution of Program Managers and relevant team members. Prepare quality narrative reports reflecting the progress and status of projects in a transparent, timely and professional manner In coordination with all other departments ensure the smooth running of operations and support the implementation of the program Provide guidance and support the Project Managers in project management and project cycle, work planning, activities, budget management and all operational and management aspects. Support in planning and monitoring the implementation of activities, budget follow up and achievement of results. Monitor the level of progress achieved by each project. Supervise, plan, monitor, evaluate and ensure the quality of work and the achievement of high standards in terms of design, implementation and evaluation Lead the kick-off planning and final review meetings for each project Guarantee the application of INTERSOS procedures and compliance to donor policies, procedures and procurement for reporting and implementation, in collaboration with the Head of Mission and Deputy Regional Director Contribute to address in a timely manner all comments by donors on proposals in liaison with relevant staffs and HQ • Oversee the program development, implementation, ensuring targets and quality are respected in collaboration with MEAL department Collaborate with Finance, Logistics, HR, SMT and Security departments in the development of new proposals Ensure that contractual obligations and reporting deadlines are known and met by all departments Inform relevant staffs on issues identified and seek HQ advices on potential solutions that would meet donors compliances With the support of the Finance Coordinator supervise the management of budgets in line with donors and INTERSOS guidelines, supporting budget and program revisions when needed Organise monthly program meetings in both countries. Follow up expenditures through monthly program review meetings and financial expenditure reports prepared by the finance department Support the Head of Mission and MEAL department in the set-up and implementation of the projects MEAL plans and activities Provide supervision and feedback on the monthly Project Appraisal Tool (PAT) for Jordan and Iraq. Guarantee regular update of IMP projects sections Ensure high-quality donors reporting Guarantee the timely submission to HQ and donors</p><p><br></p><p><strong>Desired Candidate Profile</strong></p><ul><li>BA in International Affairs, Development, International Political Economy or other relevant field</li><li>Minimum five years experience in humanitarian contexts</li><li>Ability to manage a large team</li><li>Strong knowledge of proposal development and financial management</li><li>Experience working with major grants and international donors</li><li>Desirable experience in managing integrated projects</li><li>Essential computer literacy</li><li>Good organizational and planning skills</li><li>Leadership, team management, and cooperation</li><li>Behavioral flexibility</li><li>Negotiation skills and decision-making skills</li><li>Diplomatic, interpersonal and good communication skills</li><li>Ability to take initiative and work independently</li><li>Understanding of humanitarian operations principles, standards and best practices</li><li>Commitment to INTERSOS principles</li><li>English essential.
