DRC has been active across Iraq since 2003 and plays a crucial role in addressing the complex humanitarian needs of displaced populations and conflict-affected communities. Operating in collaboration with local partners and authorities and adopting humanitarian, development, and peacebuilding (HDP) approaches, DRC focuses on providing a wide range of services to enhance the resilience and well-being of vulnerable individuals. DRC s work in Iraq has been focused on implementing multi-sectoral programming through an area-based approaches, integrating protection, economic recovery, humanitarian disarmament and peacebuilding programming as well as advocacy. By implementing context-specific solutions, DRC contributes to the stability and recovery of communities in Iraq, striving to create a more sustainable and inclusive future for those affected by displacement and conflict.</p><p>The purpose of this consultancy is to work with DRC in supporting ministry of labor and social affairs (MoLSA) in Kurdistan Region of Iraq (KRI) to modernize their vocational training program to enhance employment opportunities to youth and job seekers. The consultant (consultancy team) will 1) Review the existing solar panel curriculum of MoLSA. 2) in collaboration with DRC and MoLSA Directorate of vocational training in KRI, form a curriculum development technical committee from MoLSA technical trainers representing each governorate. 3) Lead organizing the technical committee meeting reviewing the existing curriculum and identifying the gaps and areas to be updated. 4) collect the inputs from the technical committee members about areas of gaps and improvement and lead combinging them and reflecting them on the curriculum content. 5) ensure effectively updating the existing curriculum as per the competency-based standards (CBT). DRC is looking for a consultancy firm with a technical specialist and a lead consultant to ensure the updated training curriculum matches with the labor market needs,</p><p>Vocational training centres under DoLSA play an important role in supporting youths and job seekers and equip them with the market driven and competency-based skills to prepare them for employment and the labor market. However, due to changes in the labor market, industry demands, and technological development, there may be a need for updated or new vocational training curricula that better align with current workforce needs In order to deliver relevant and effective vocational training to youth and job seekers in general, there is a need to update the solar panel competency-based curriculum that matches with the market changes and development of technologies. Through this consultancy work, DRC is going to support MoLSA to modernize their vocational training program to enhance employment opportunities to youth job seekers including women and people living with disabilities from different population categories of IDPs, refugees and vulnerable host communities.</p><p>The objective of the consultancy is to:</p><ul><li>Conduct a desk review of the existing solar panel curriculum to identify gaps and areas of improvement according to the labor market demand, skills gaps and context evolution. This review process might take different stages and will involve MoLSA Directorate of vocational training center technical trainers.</li><li>Establish and lead a technical committee with relevant stakeholders to collect needed information and support the curriculum update process.</li><li>Update the existing solar panel curriculum as per the competency-based standards (CBT) including facilitator guide, handouts and needed tools.</li><li>Ensure the updated curriculum is available in both English and Kurdish (Badini and Sorani) languages and handed to DRC.</li></ul><p>The consultant will be responsible for:</p><ul><li>Conduct a curriculum review process : conducting desk review of the existing curriculum and comparing with the CBT standards to identify the gaps and areas of improvement.</li><li>Lead formation the technical committee: in collaboration with DRC and directorate of labor and social affairs, lead forming the technical committee for review process, data and input collection from the technical committee and updating the solar panel curriculum.</li><li>Update curricula content, ensure it meets competency-based education standards : the consultant will be responsible in updating a well-structured competency-based curriculum that clearly defines the learning outcomes in terms of skills, knowledge and measurable and practical objective is stated within the curriculum, as well as a flexible curriculum allowing in house updates based on market changes. The consultant will ensure receiving feedback from the technical committee and refine the curriculum accordingly.</li><li>Prepare the final version of the training package: in collaboration with the technical committee, the consultant will receive feedback from them, refine and finalize the training curriculum. The STF will be located on the west side of the Khor Al Zubair, upstream of the port of Umm Qasr and will have the following key components:</p><br><br><ul><li>Site development and non-process facilities.</li><li>Ancillaries and buildings.</li><li>Seawater intake and outfall structures.</li><li>Material off-loading facility.</li><li>Seawater clarification, filtration and deoxygenating processes.</li><li>Chemical addition systems.</li><li>Shipping pumps.</li><li>Power Generation.</li><li>Utilities.</li></ul><p>FEED was completed (June 2016) with Phase 1 capacity of 7.5 million barrels of water per day (MMBWPD) of treated seawater, with a subsequent Phase 2 of 5 MMBWPD for a total buildout capacity of 12.5 MMBWPD. The project was placed on hold upon the completion of FEED.</p><br><br><p>In 2018 BOC launched a call for tender on the FEED, but instructed bidders to reduce capacity to 5.0 MMBWPD, with provision for a future addition of 2.5 MMBWPD for a total build-out phase of 7.5 MMBWPD.</p><br><br><br><p><b>Accountabilities</b></p><br><br><ul><li>Accountable for the interfaces and MoC, being internal (between units, disciplines, PMT, One Tech and Specialists) or external (between other CSSP Projects, Contractors, COMPANY, etc…). The job holder coordinates all interface and MoC matters, protecting the WI Project and COMPANY’s position with regards to all external interfaces and to internal interfaces between Contractors, and ensuring that changes are evaluated and executed for the overall benefit of the Project.</li><li>Accordingly, the job holder shall make the necessary coordination between all involved Contractors/parties and Company Teams and implement an agreed interface management procedure and methodology. She/He shall ensure the proper and timely follow-up and resolution of interfaces issues between the various involved parties documents. She/He must support the Interface Manager to ensure full control of the Management of Change process, and shall document all the changes, taking care to perform a full review with various disciplines with Project aspects to justify or reject the change.</li><li>A key aspect of interface coordination is the ability to effectively communicate, across all involved parties, all details related to an interface, including requirements, technical specifications, and potential issues. It is important that the communication channel is promptly established, the proper information is exchanged, and all involved parties acknowledge that they fully understand the interface requirements.</li><li>The nature of the development might call for a “staged” delivery of the facilities. <p><br></p><p>Objectives of the Meeting</p><p>Present the efforts already made in Iraq on the transition from the informal to the formal economy, across enterprise registration, tax administration, labour inspection and enforcement, skills development and social security coverage.</p><p>Present an analysis of the composition of Iraq's informal economy by category of worker and economic unit, drawn from existing labour force survey rounds and administrative registers.</p><p>Introduce the international framework provided by ILO Recommendation No. 204 and the elements that a national formalization strategy is expected to contain.</p><p>Agree the evidence the National Steering Committee requires in order to draft the Strategy, and the sequence in which that evidence will be produced.</p><p>The Building Equitable and Inclusive Transformation (BEIT) project, funded by the European Union and implemented by the International Labour Organization (ILO) in partnership with the United Nations Human Settlements Programme (UN-Habitat) and the International Trade Centre (ITC), supports the launch of the Iraq Decent Work Country Programme (DWCP) through a high-level event that will bring together all national partners and ILO constituents, including the Government, employers and workers organizations, to participate in the official signing ceremony of the DWCP. The event will provide a platform to formally endorse the Programme, reaffirm the commitment of national constituents and development partners to advancing decent work in Iraq, and highlight the shared priorities and strategic areas of cooperation for the period. It will also strengthen visibility of the DWCP and promote continued coordination and collaboration among national stakeholders in its implementation.</p><p>Under the same event management contract, the ILO will also conduct a workshop to discuss the Iraqi Labour Code amendments essential to address key gaps, challenges and support the compliance with international labour standards in line with BEIT project labour governance refrorm agenda at policy level. Both events will be conducted on the 3rd of September in sequence at the same venue. While the launch event of the DWCP will be implemented from 9:00 -12:00, the labour code amendments workshop will be implemented from 01:00 to 03:00.</p><p>The objectives of the 2 events on the 3rd of September:</p><p>To formally launch and endorse the Iraq Decent Work Country Programme (DWCP) through a high-level signing ceremony, reaffirming the commitment of the Government, employers and workers organizations, and other national partners to its implementation.</p><p>To strengthen national ownership and partnership around the DWCP by bringing together key government institutions, social partners, development partners, and other stakeholders to promote coordinated action towards advancing decent work in Iraq.</p><p>To raise awareness and visibility of the DWCP and its strategic priorities, highlighting its contribution to employment creation, labour rights, social protection, social dialogue, inclusive economic development, and improved labour market governance.</p><p>To facilitate policy dialogue on the proposed amendments to the Iraqi Labour Code, providing a platform for government institutions, employers and workers organizations, and other relevant stakeholders to discuss key gaps and challenges and identify areas requiring further reform.</p><p>To build consensus and support for Labour Code reforms aligned with international labour standards, while strengthening tripartite dialogue and establishing a shared understanding of the priorities and next steps required to advance labour governance reforms in Iraq.</p><p>Purpose for this Service: Workshop on National Efforts in the Transition to the Formal Economy</p><p>The ILO is seeking a qualified event management service provider to deliver the following services for 3 key strategic events: the venues, interpretation, catering, printing, media, visibility and logistical services required and others as detailed in the below logistic requirements tables for these series of workshops that will be implemented in Baghdad. The event is expected to be delivered to a high professional standard commensurate with a high-level national event attended by senior government officials, members of the diplomatic community, and senior ILO representatives.
