<p>Job Specification
• Act as the primary liaison and first point of contact for ATC, RFF, Ground Handling Agents, Airlines, Engineering, and external stakeholders on all airside operational matters during the shift, escalating to the Head of Airside Operations where required.
• Ensure strict enforcement of Airside Driving Regulations (ADR), Apron Discipline, and all active Airside Driving Permits (ADP) and Airside Vehicle Permits (AVP) throughout the shift; direct shift inspectors to act on violations and authorize the issuance of Non-Compliance Notices (NCN).
• Coordinate and direct Wildlife Hazard Management activities during the shift, ensuring that wildlife observations are reported, logged, and acted upon in accordance with the Wildlife Hazard Management Plan, and that the runway and movement area remain safe for operations.
• Oversee apron safety and operational discipline across all apron zones, including monitoring of ground handling activities, FOD prevention, fuel safety compliance, and resolution of apron.
• Authorize and oversee emergency and contingency responses for airside-specific incidents during the shift — including runway/taxiway incursions, ground handling accidents, FOD alerts, fuel spills, airside vehicle accidents, and wildlife strikes — in accordance with the Airport Emergency Plan (AEP) and Airside Operations contingency procedures.
• Complete, review, and submit comprehensive shift log reports capturing all significant events, incidents, operational decisions taken, and handover notes for each shift, ensuring accurate and auditable records for the Head of Airside Operations.
• Conduct or delegate shift airside inspections of the movement area, apron, perimeter roads, and active worksites, ensuring compliance with ICAO Annex 14 standards, aerodrome certification requirements, and airport operational procedures.
• Represent Airside Operations in real-time coordination calls, Airside Operations Room meetings, and pre/post-flight briefings during the shift as required.
Human and Technical Resources
• Direct and coordinate the full complement of Airside Operations shift staff across all sections for the duration of the shift, ensuring appropriate task allocation, coverage of all operational zones, and staff welfare.
• Utilize the available management systems, stand planning tools, NOTAM databases, radio communication systems, and CCTV/surveillance platforms to maintain real-time situational awareness and operational control throughout the shift.
• Ensure all shift operational vehicles and equipment are serviceable and deployed effectively; report unserviceable assets to the Head of Airside Operations and Engineering for immediate action.
Planning and Programme
• Review and brief all shift staff on the daily flight programme, scheduled airside works, active NOTAMs, planned closures, and any regulatory or safety advisories at shift commencement.
• Contribute shift-level observations and operational data to the continuous improvement of Airside Operations procedures, SOPs, and contingency plans by providing structured feedback to the Head of Airside Operations.
Core Operational Activities
• Execute structured shift start and shift end handovers, ensuring all active permits, incidents, NOTAMs, ongoing works, and outstanding actions are clearly communicated and transferred to the incoming duty manager.
• Authorize real-time operational decisions including temporary runway/taxiway restrictions, emergency equipment pre-positioning, and suspension of airside work activities when safety is at risk.
• Coordinate the activation and stand-down of airside emergency responses for airside-specific incidents, ensuring all relevant parties (ATC, RFF, Ground Handlers, Engineering, airside operations team) are notified and deployed in accordance with the AEP.
• Monitor and enforce FOD (Foreign Object Debris/Damage) prevention programmes across all apron and movement area zones, directing FOD inspections and ensuring immediate clearance of any identified debris.
Human Resources Management
• Provide direct line management, mentoring, and performance evaluation for all operational shift subordinates in alignment with the airport HR and competency framework.
• Manage leave planning, duty rosters, and workforce scheduling to ensure continuous, uninterrupted operational coverage of all shift functions.
• Identify training and career development opportunities for Operations Section staff and foster a safety-first, accountability-driven team culture.</p><p>Education
• Bachelor's Degree, (Preferably in Aviation Management, Airport Operations, Aeronautical Science) Engineering, or a related discipline from a recognized institution.
• A post-graduate qualification or diploma in Aviation/Airport Management is an added advantage)
Experience
• Minimum 6 years of progressive experience in airport airside operations, of which at least 2 years must be in a supervisory or senior Operational role with demonstrated shift management responsibility.
• Proven experience in apron management, movement area operations, airside safety enforcement, and emergency/contingency coordination.
• Experience across multiple Airside Operational functions is highly desirable.
Computer Skills
• Professional knowledge of Microsoft Suite (especially Word, PowerPoint and Excel) (Essential)

HH has been working in Iraq since 2016, focusing on strengthening local and national partners. HH initially delivered IED-clearance training to local authorities in Sulaymaniyah and Erbil. <p><b>Main Duties and Responsibilities:</b></p><p>Prepare inputs to the annual Work Program & Budget (WP&B) and quarterly reforecasts for Drilling and Well Service activities.</p><p>Prepare Drilling & Workover cost estimates.</p><p>Prepare Drilling & Workover AFE's and ensure approval (internal & external) prior to commencement of Drilling & Workover activities.</p><p>Ensure that all approved Drilling & Workover AFE's are uploaded to Procurement and Finance systems in a timely manner.</p><p>Carry out timely and regular (daily, weekly, monthly, annual) cost tracking for ongoing Drilling and Workover activities, ensuring quality of the data </p><p>As required, participate in development and implementation of detailed wells cost tracking tools for all Drilling & Workover activities to ensure accurate and timely well cost data is provided to the wells team on a daily/weekly/monthly basis. Include graphic / chart reporting of daily expenditure for a 'quick reference' guide. </p><p>Attend daily rig calls to keep up to date on Drilling & Workover operations and associated expenditure.</p><p>Read and interpret Daily Drilling Reports (DDR's) in order to update the cost tracker on a daily basis to provide cumulative spend against AFE.</p><p>Assist in invoice verification for all Drilling & Workover vendor invoices.</p><p>Ensure all Drilling & Workover invoices are coded correctly to the appropriate AFE number & GL A/C Code.</p><p>Liaise with Drilling & Workover vendors to resolve any invoicing disputes.</p><p>Interrogate the ledger to review Drilling & Workover 'Actual' costs and reallocate any incorrectly coded charges on a weekly basis.</p><p>Generate accurate Value of Work Done (VoWD) for all Drilling & Workover related expenditure on a monthly basis and prepare & submit monthly accruals to Finance for posting to ledger.</p><p>Provide the Drilling team with detailed cost reporting including ‘Actual’ V’s ‘AFE’, Value of Work Done (VoWD), AFE V’s Estimated Final Cost (EFC), Forecast V’s Budget </p><p>including variance analysis in order to highlight to Drilling Dept potential overspends against AFE as early as possible.</p><p>Track and report expenditure against Drilling & Workover contracts/service agreements / PO's / SO's, Etc.</p><p>Track, control and report Drilling & Workover inventory expenditure in terms of issues and returns of equipment to and from wells during operations and ensure that tangible well costs accurately reflect what was used in each well.</p><p>Generate full Well Reconciliations for all Drilling & Workover activities, ensuring that all reconciliations are completed to the required industry standards in a timely manner (ie 90 days following completion of well activity).</p><p>Respond to a wide variety of ad hoc Drilling & Workover cost queries from internal and external stakeholders and ensure accurate cost data is provided in a timely manner.</p><p>Monitor key cost and schedule performance indicators for well</p><p>activities.</p><p>Support development of drilling campaign forecasts and long-range plans.</p><p>Perform trend analysis and identify cost risks and opportunities.</p><p>Participate in lessons learned reviews to improve future cost estimates.</p><p>Contribute to continuous improvement of project controls processes and systems.</p><p>Identify, quantify, and communicate cost risks and opportunities impacting well delivery and annual budgets.</p><p>Authority to issue drilling cost reports and accruals</p><p><br></p><p><b>Requirements:</b></p><p>Bachelor's degree in Engineering, Finance, Accounting, Economics, Project Controls, Quantity Surveying, or a related discipline.</p><p> Minimum 5-10 years of Wells Cost Control / Cost Engineering experience is essential.</p><p>Familiarity with Drilling & Completions procedures, processes, and terminology.</p><p>Expert user of Microsoft Excel, including chart functions, Advanced Excel including Power Query, Pivot Tables, Power Pivot, and dashboard reporting.</p><p>Experience with ERP systems (SAP, Oracle or similar).</p><p>Experience with project controls and reporting tools.</p><p>Experience with Power BI or similar visualization platforms preferred.</p><p>Competent user of other MS Office applications.</p><p>Experience in upstream project cost control.</p><p>Solid forecasting, data analysis, and arithmetic skills </p><p>Good understanding of stock, inventory control and management </p><p>Good understanding of JV accounting </p><p>Fluent in English</p><p>Excellent verbal, written and aural communication skills. </p><p>Able to work effectively as part of a team and communicate cross-functionally.</p><p>Ability to work on own initiative; exercises a proactive approach. </p><p>Ability to take responsibility and manage tasks through to completion. </p><p>React quickly and be flexible to changing circumstances. </p><p>Use initiative to ensure issues are resolved in a timely manner. </p><p>Seek ways to find and apply best practices. </p><p>Adopt a pragmatic, fit-for-purpose approach.</p><p>Demonstrate a strong work ethic and be able to deliver under challenging deadlines</p><p><strong>Desired Candidate Profile</strong></p><p>Requirements: Bachelor's degree in Engineering, Finance, Accounting, Economics, Project Controls, Quantity Surveying, or a related discipline.
