<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p> International Organization for Migration Project Context and Scope The project titled Inclusive Stabilization Partnerships for Reintegration and Empowerment (INSPIRE) is a five-year programme (July 2026 June 2031) funded by the Ministry of Foreign Affairs of the Kingdom of the Netherlands (MFA) and implemented by the International Organization for Migration (IOM). INSPIRE will operate in Ninewa, Anbar, and Salah al-Din Governorates, with national-level engagement in Baghdad. The project aims to address key barriers faced by vulnerable internally displaced persons (IDPs), returnees (including Iraqi individuals from northeast Syria), and host community members in accessing basic services, civil documentation, and durable solutions. It operates across three interconnected levels: individual, community, and systemic, organized under three outcomes: Outcome 1: Improved access to basic services and durable solutions pathways for vulnerable displaced populations Outcome 2: More resilient and cohesive communities in areas of high return, with empowered local civil society structures Outcome 3: Enhanced national and local government capacity to plan, coordinate, and deliver services to Iraqi citizens Inception Phase Recognizing Iraq's evolving context, with shifting return and displacement patterns, changing funding priorities, and significant differences across governorates and districts - INSPIRE will begin with a three-month inception phase. This phase is critical to ensure that the five-year programme is evidence-based, context-sensitive, and strategically targeted from the outset. The Inception Phase will produce one core output: the Inception Report. The Report will contain: A detailed Year 1 Intervention Plan, identifying priority locations and beneficiary groups based on current conditions; and A five-year Strategic Impact Monitoring Framework, aligned with INSPIRE's Results Matrix and Theory of Change. The Inception Report will integrate multiple data sources, including: IOM Displacement Tracking Matrix (DTM) data; funding and intervention mapping to identify gaps where INSPIRE can add value without duplication; field consultations with local authorities, community leaders, and potential beneficiaries; and interviews with Government of Iraq (GoI) counterparts, local CSOs, UN agencies, and international partners. The Inception Phase will conclude with a Validation Workshop convening the Government of the Netherlands, relevant Iraqi ministries, the UN Resident Coordinator's Office (RCO), and key partners to finalize the Year 1 workplan and agree on coordination structures, including annual revision mechanisms. The INSPIRE inception phase requires specialized expertise in programme design, durable solutions programming, stakeholder consultation methodologies, conflict-sensitive analysis, and strategic results framework development. Given the time-bound nature of the inception phase and the need for independent technical expertise to support the development of the Inception Report and associated strategic frameworks, these services cannot be fully met through existing project staffing resources during the inception period. Therefore, IOM seeks to engage a consultant to provide targeted technical advisory support for this assignment. Organizational Department / Unit to which the Consultant is contributing Under overall guidance of the Chief of Mission (CoM), and the direct supervision of the Senior Programme Coordinator in close coordination with the involved IOM teams. The consultancy is open to international consultants and will be primarily remote. Field missions to Iraq will be required for stakeholder consultations, fieldwork, and facilitation of the Validation Workshop. Mission timing and locations will be agreed with the IOM Senior Programme Coordinator based on operational needs and security considerations. Scope of Work The consultant will provide senior-level technical advisory support and facilitate the analytical and consultative process for the development of the INSPIRE Inception Report and associated strategic frameworks. The aviation maintenance specialist is responsible for the overall management of material requirements and control necessary for program support on site at Martyr BG Ali Flaih Air Base, Iraq. <p>The operations support lead will be based at the Baghdad Embassy Compound (BEC) in Iraq and serve the Iraq Embassy Programs (IEP) which include the Base Life-support Services (BLISS) and Operations and Maintenance Support Services (OMSS) contracts in support of the U.S. Department of State. This position will be responsible for the daily reports to IEP PMO staff, ensuring professional and quality services are provided to the customer in accordance with program requirements and will report to the PMO operations manager. The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all-inclusive.</p>
<h4>Duties:</h4>
<ul>
<li>Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.</li>
<li>Comply with all environmental health & safety and quality assurance requirements and goals. Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.</li>
<li>Provide a full range of general support services for the BLISS program under the direction and supervision of the PMO operations manager.</li>
<li>Update the Mission Accountability System (MACS) as defined by embassy requirements and align this data with the IEP accountability processes.</li>
<li>Perform all administrative and clerical services necessary in support of program operations at the Baghdad Embassy Compound (BEC).</li>
<li>Submit visitor access requests (VARs) and compile visa packets in coordination with site access. Follow up with RSO as needed for VAR approval.</li>
<li>Support the program with a full working knowledge of the DOS contract and obtain data from department leads as needed.</li>
<li>Coordinate visitor arrivals ensuring housing and travel related coordination is completed.</li>
<li>Prepare responses to questions and data requests received from the operations team.</li>
<li>Responsible for the coordination of information to support the creation/update of:
<ul>
<li>Quarterly Performance Metrics Review (PMR) with the Department of State.</li>
<li>Plan of Action and Milestones (POAM) for the BLISS and OMSS contract projects.</li>
<li>Performance analysis to be incorporated into reporting requirements.</li>
<li>Oversight of daily, weekly, and monthly reports as required.</li>
</ul>
</li>
<li>Manage and supervise operations specialist.</li>
<li>Work with the operations supervisor to develop and maintain the department’s organizational structure and efficiency.</li>
<li>Coordinate contractor requirements with other Amentum offices (i.e., travel, property, etc.).</li>
<li>Use MS Word, Excel, Access, Project, Outlook, PowerBI, and PowerPoint as necessary to facilitate tracking of personnel and project status requirements, data, and reports.</li>
<li>Perform other duties as assigned.</li>
</ul>
<h4>Required qualifications:</h4>
<ul>
<li>Minimum acceptable experience level:
<ul>
<li>Two or more years in an overseas environment</li>
<li>Two or more years in a customer service or administrative-related position</li>
</ul>
</li>
<li>Excellent MS Office Suite experience (Excel, Outlook, PowerPoint, PowerBI, and Word)</li>
<li>Speak, read, and write English</li>
<li>Education: A high school diploma or GED is the minimum. A bachelor’s degree in business management or similar discipline is preferred.</li>
<li>Valid drivers’ license</li>
<li>As part of pre-contingency requirements, by the time the visa process starts, candidates must possess a valid passport with a minimum of 18 months remaining to expiration date with 8 blank pages.</li>
<li>Security vetting: Already possess a Moderate Risk Public Trust (MRPT) or be able to obtain a favorable MRPT certification prior to being hired is required for the position. Must maintain eligibility at the required certification level for the duration of the contract.</li>
<li>Language skills: Strong, professional, oral and written English communication skills.</li>
<li>Medical: Favorable passage of a drug screen and physical examination.</li>
</ul>
<h4>Desired qualifications:</h4>

<li>Relevant overseas administrative experience, preferably in the Middle East.</li>
<li>Experience working with Amentum and Department of State programs.</li>
<li>Working knowledge of accountability processes and procedures.</li>

<h4>Working and living conditions:</h4>
<p>This position may be in a war zone, or an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120-130 degrees Fahrenheit (50-55 degrees Celsius) during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and 'duck & cover' during emergencies without putting oneself or others at risk.</p>
