<p>The Chief Engineer will be based at one of the Amentum sites in Iraq and serve the Operations and Maintenance Support Services (OMSS) contract in support of the U.S. Department of State. The Chief Engineer is responsible for all water purification, water storage, water distribution and wastewater treatments, as well as generators, and associated power generation, transmission and distribution equipment. The Chief Engineer is also responsible for the safe operation and maintenance of power plants, generators, compressors, air conditioning systems, etc., and operates industrial machinery and equipment in various forms.</p><p>DUTIES:</p><ul><li>Responsible for maintaining a safe workplace and ensuring safety is the highest priority in the workplace.</li><li>Comply with all Environmental & Safety and Quality Assurance requirements and goals. UNICEF works in close partnership with the Federal through established Cooperation Agreements. UNICEF collaborates with UN agencies, international and national NGO partners to meet the humanitarian and development needs of most vulnerable children and young people.</p><p>In recent years, UNICEF’s work to support the unique needs of young people has gained momentum, as the challenges facing them have come more sharply into view. UNICEF is committed to deliver for all children and young people through its overall impact goal of ‘realizing the rights of every child, especially the most disadvantaged. Organizational Context and Scope IOM Iraq is working alongside the Government of Iraq to support the return, rehabilitation and reintegration of Iraqi nationals coming from Al Hol and Al Roj camps in north east Syria. Since 2021, the Government of Iraq (GoI) has been returning its national from north east Syria, with the returns accelerating since the beginning of 2025. More than 21,500 Iraqis have been returned; upon arrival in Iraq, the returnees spend several months in the Al Amal Rehabilitation Center. IOM supports the return, rehabilitation and reintegration process through its Rehabilitation, Reconciliation & Reintegration programme. This programme brings together Camp Coordination and Camp Management (CCCM), social cohesion, tribal engagement, prevention of violent extremism and case management to provide a holistic support to the GoI. <p>The Regional Finance Officer (RFO) Middle East is responsible for supporting the sound financial management of HAMAP-Humanitaire s programmes and operations across Lebanon, Iraq and Syria. Under the supervision of the Regional Support Functions Manager Middle East, the RFO ensures effective budget monitoring and financial analysis across the regional portfolio, supports budgeting and forecasting processes, oversees the quality and timeliness of financial information, and helps ensure compliance with HAMAP-Humanitaire s internal policies, donor requirements and applicable financial procedures. The RFO works closely with programme and support teams to monitor expenditure against budgets, analyse variances and burn rates, anticipate financial risks and underspending or overspending, update forecasts, and support timely management decisions. The RFO provides direct supervision and technical support to designated country finance staff in the region. The position contributes to strengthening and harmonising financial systems, tools, procedures and controls across the three countries while ensuring that these remain adapted to operational realities and donor requirements. <p><h4>Program logistics and property manager overview</h4>
<p>The program logistics and property manager will be primarily based in Baghdad, Iraq. The logistics and property manager will manage all supply chain services, including acquisitions, receiving, stocking, inventorying, issuing, and shipment of goods, utilizing resources to accomplish operational requirements. The logistics and property manager will report to program management to manage multiple geographical sites and functions to support critical client mission activities of this contract. The logistics and property manager is specifically accountable for proactively identifying, analyzing, and correcting systemic performance concerns, and for providing structured performance briefings to the program manager and business group vice president to ensure sustained contract compliance and mission readiness.</p>

<li>Manage VMware vSphere, vCenter, ESXi, clusters, templates, high availability, DRS, lifecycle updates, and virtual machine provisioning or decommissioning.</li>
<li>Administer Windows Server and Linux systems, Active Directory, DNS, DHCP, Group Policy, patching, hardening, file services, and integration with monitoring and service management platforms.</li>
<li>Manage Veritas NetBackup operations, including master and media servers, clients or agents, policies, schedules, storage units, retention, catalog protection, backup job monitoring, and failure resolution.</li>
<li>Administer enterprise storage platforms, SAN or NAS connectivity, datastores, multipathing, allocation, performance, capacity planning, and integration with virtualization and backup services.</li>
<li>Lead backup, restore, replication, and disaster recovery activities; conduct scheduled recovery tests against approved RPO and RTO targets and maintain evidence of successful recoverability.</li>
<li>Troubleshoot complex infrastructure incidents, analyze logs and alerts, perform root-cause analysis, coordinate corrective actions, manage changes, and maintain complete technical documentation and SOPs.</li>

<h4>Qualifications, training & certifications</h4>

<li>Bachelor’s degree in Computer Engineering, Computer Science, Information Technology, Network Engineering, or a related discipline.</li>
<li>At least one current professional certification in data center, cloud, virtualization, systems, storage, or enterprise backup technologies is required.</li>
<li>Veritas NetBackup certification or equivalent enterprise backup and recovery certification is strongly preferred.</li>
<li>Huawei HCIA-Cloud Computing or HCIP-Cloud Computing, together with Huawei Cloud Stack training, is strongly preferred.</li>
<li>VMware Certified Professional - VCF Administrator or VVF Administrator is strongly preferred.</li>
