Organizational Context and Scope Under the Peace, Recovery and Solutions Division (PRSD), IOM Iraq implements an integrated Rehabilitation, Reconciliation, and Reintegration (RRR) and durable solution approach to support internally displaced persons (IDPs) and returnees in achieving safe, dignified, and sustainable solutions. PRSD seeks to expand its durable solution, social cohesion and tribal engagement portfolio; case management; Information, Counseling and Referral Services (ICRS); and reconciliation, community-based dialogue, rehabilitation, and reintegration efforts, as well as Preventing Violent Extremism (PVE) and other related initiatives and activities. Through context-specific and individualized interventions, IOM aims to contribute to sustainable reintegration outcomes while consistently upholding the principles of do no harm and conflict sensitivity. Under the overall supervision of the Head, Peace, Recovery and Solutions Division (PRSD) and direct supervision of Programme Officer (Return and Reintegration), the Project Officer (Rehabilitation, Reconciliation, and Reintegration (RRR) Operations) will be responsible and accountable for planning, coordinating, implementing, and monitoring the activities of DS and RRR in Iraq in their area of responsibility. With regular travel to IOM project sites, they will play a critical role in liaison with local authorities and communities, mentoring IOM field staff, and monitoring project activities to recommend adjustments and course correction when needed.</p><p>Support the overall implementation of Durable Solution (DS) and Rehabilitation, Reconciliation, and Reintegration (RRR) initiatives and Projects, including the oversight of the financial, administrative and technical aspects, in line with IOM s policies and procedures, as well as donor requirements. Provide operational guidance, and technical supervision to DS and RRR staff across Iraq, assisting on programmatic planning and implementation. Monitor projects progress specifically aimed at increasing effectiveness and recommending appropriate action. Monitor the progress against the project s strategic objectives, benchmarks, and provide recommendations with respect to improvements and corrections; monitor the internal reporting tools in close coordination with Monitoring and Evaluation (M&E) and Information Management (IM) team. Identify the priorities arose during the implementation of the Programme and contribute to the development of the new projects under the Programme and activities based on solid results framework and in response to emerging trends, priorities and analysing the local context in area of returns for new project proposals, as well as donor interests and requirements. Plan, develop, organize and deliver capacity building activities to build capacity of staff, partners, government officials, and other humanitarian actors. Coordinate the recruitment of staff and consultants in close coordination with Programme Officer (Return and Reintegration) and the Resource Management Unit. Train and mentor field staff and assist management to ensure that responsibilities are carried out according to do-no-harm principles. Monitor the compliance with project partners, project staff and implementing entities. Liaise with Government entities, Implementing Partners (IP), United Nations (UN) agencies and other stakeholders in the Project. Support building synergies within the different thematic teams within the DS and RRR portfolio and with other active programmes in Iraq, in order to synchronise all the activities carried out across different service areas. Pro-actively offer suggestions to program management regarding improvements in program operations and procedures and initiate such improvements as requested. Coordinate with other units and departments within IOM Iraq for a smooth implementation of all project activities. Contribute to adequate information management on project related activities including visibility by providing regular updates, summaries, press releases and other relevant materials, in coordination with Media Communications Unit (MCU) and relevant thematic team. Coordinate the development, dissemination and regular update of assessment and monitoring tools. Draft Standard Operating Procedures (SOPs) for Programme activities, if required. Produce quality progress Financial, Narrative, and other reports related to the Project activities. Support the elaboration and dissemination of reports in compliance with donor and IOM requirements. Knowledge of other jurisdictions’ AML regulations and environment, and practical experience in the industry.</li><li>Knowledge of the global risk and regulatory environment, especially developments in the FCC space.</li><li>Graduate degree in Finance, Accounting, Law, Business preferred.</li><li>Professional certifications (e.g., CAMS, ICA, CFE, CPA, ACCA) are preferred.</li><li>Demonstrate strong planning, execution and reporting skills.</li><li>Analytical skills: specifically, the ability to assess and decompose financial services industry processes utilizing a risk and control focus.</li><li>Experience across the MENA region.</li><li>Flexibility to travel across the MENA region.</li><li>Arabic proficiency is a must.
