<p>Role</p><p>Under the direct supervision of the Country Director and with a technical reporting line to the Global MEAL Lead, the Country MEAL Officer leads the implementation, adaptation, and management of Geneva Call’s Monitoring, Evaluation, Accountability and Learning (MEAL) systems for the Iraq country mission. Working in close collaboration with the Head of Programmes, programme teams across Iraq, the HQ MEAL Unit, and the MENA regional team, the role ensures that MEAL systems remain responsive to the evolving conflict context, support high-quality data collection, analysis, reporting, and accountability to affected populations, and generate evidence to inform timely decision-making, adaptive <p>The Chief Medical Officer is responsible for providing medical oversight, direction, and leadership to the medical staff regarding all areas of healthcare for the project. They also provide on-site medical support and healthcare services to the client and customer work force that is comprised of US Government personnel, US nationals, foreign nationals, local/host country national employees, and a small group of Iraq military personnel at an Iraqi military base. Oversee, supervise and manage the operation of all medical services, including overall supervision of all medical personnel. Provides leadership, oversight, and accountability for the operational effectiveness of medical services delivered on project. Leads quality development and clinical governance agendas including maintaining Code of Conduct of medical practice, medical record keeping, infection control standards, emergency response. preparedness, medical staff, and patient safety at the facility. Serves as the chair of the Medical Executive Committee (MEC) which meets monthly. Ensures that meeting minutes are written and uploaded to Share Point. Provides oversight of other committees of the facility (e.g. Pharmacy & Therapeutics, Credential and Privileging, Peer Review, Infection Control). Ensure that the committees report regularly to the MEC. Ensures that monthly routine peer review of medical charts is performed, and peer review results are uploaded to Share Point. <p> The Consultant will provide time-bound specialized technical expertise to support the implementation of specific Intelligence-Led Policing (ILP) capacity-building activities under the project Supporting Community Engagement and Policing in Iraq Phase II , led by the Community Engagement and Policing (CEP) unit of IOM Iraq. The objective of this project is to strengthen public trust and confidence in Iraq s security institutions by enhancing accountable, inclusive, and community-responsive policing practices in areas of return and border regions. The project focuses on two primary pillars: i) increase Iraq s security agencies legitimacy and accountability in areas of return and border areas through an increased professionalization of police and border guards and mainstream of CEP approaches across different Directorates within the MoI; and ii) strengthen the CP community outreach, especially amongst women, through the CP Women Empowerment and Protection (WEP) Action Plan, to ensure rights-based stabilization interventions that respond to the needs of communities. The required expertise in prevention-oriented Intelligence-Led Policing (ILP), intelligence development frameworks, police analytical systems, and operationalization of risk analysis methodologies is not currently available within IOM Iraq. The engagement of an external consultant is therefore required to provide specialized technical knowledge, support the development of practical tools and procedures, and strengthen the capacity of the Community Policing Directorate and relevant Ministry of Interior counterparts to establish sustainable prevention-oriented ILP approaches. <p>The Regional Finance Officer (RFO) Middle East is responsible for supporting the sound financial management of HAMAP-Humanitaire s programmes and operations across Lebanon, Iraq and Syria. Under the supervision of the Regional Support Functions Manager Middle East, the RFO ensures effective budget monitoring and financial analysis across the regional portfolio, supports budgeting and forecasting processes, oversees the quality and timeliness of financial information, and helps ensure compliance with HAMAP-Humanitaire s internal policies, donor requirements and applicable financial procedures. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>Responsible for the supervision of an assigned aircraft or structural firefighting crew on an alternating shift, supervising all assigned crew members in fire ground situations as well as the performance of care and maintenance of apparatus and equipment as defined in the current task order, Performance Work Standard (PWS), and as directed by Vectrus. Responsible for implementing and maintaining all fire protection services related functional standards within their assigned department IAW the Statement of Work. Implements the Fire Chief s comprehensive firefighting program at the assigned installation to ensure compliance with AR 420-1, Army Facilities Management, Chapter 25, Fire and Emergency Services, Local work instructions, and National Fire Protection Association (NFPA) Guidelines.</p><p>This position description is subject to change at any time as needed to meet the requirements of the program or company. Reports to the Assistant Chief of Operations and functions under their direct supervision. Supervises a structural and/or aircraft firefighting crew at assigned fire department to ensure compliance with PWS and all local requirements are met. Ensure timely submittal of CDRL, deliverable, and work product reports pertaining to the operations section as required. Performs required operators maintenance and tests on rescue tools and saws, ground ladders, fire hose, ropes, harnesses and hardware; serviceable inspections of firefighters protective firefighting clothing; and enforces mandated standards for a respiratory protection program for self-contained breathing apparatus (SCBA). Participates in career and proficiency training programs designed to increase technical proficiency of firefighters. Implements the Fire Chief’s comprehensive firefighting program at the assigned installation to ensure compliance with AR 420-1, Army Facilities Management, Chapter 25, Fire and Emergency Services, Local work instructions, and National Fire Protection Association (NFPA) Guidelines. Assesses the fire scene/emergency situation to facilitate fire/rescue operations and to brief the Assistant Fire Chief upon arrival. + Leads and directs assigned firefighting crew to provide safe and proper rescue operations of endangered persons. Ensures rescue operations are performed in accordance with established policies and procedures and minimize the risk of additional danger to firefighting personnel and endangered persons. Employs firefighting measures to minimize the loss or damage as a result of fire or explosions. Responds to hazardous material incidents; leads operations level actions, as directed by the Assistant Fire Chief, to establish control of the affected area with minimal risk to response + As required and/or assigned, oversees fire alarm communication center operations to ensure all firefighting equipment and personnel are dispatched as required. Ensures that the communications center is manned at all times during the shift. Oversees the checkout of communications equipment at the beginning of the shift.
