Position: Workover Superintendent<br> Department: Wells<br> Location: Basra, Iraq<br> Duration: 12 months renewable <br> Rotation: 28/28<br> <br> <strong>Role Synopsis<br></strong><br> The Workover Superintendent reports to the Workover & Completions Manager. <p>The post holder is responsible for the delivery of Ground Security training programs to the Response team through courses and workshops, ensuring that all Response Team Security staff are well-trained with weapons and basic tactics, incident responses and capable of performing their duties efficiently and safely.
Additionally, ensuring that other airport workers and stakeholders receive requisite security training and briefings in accordance with mandated international security standards, as required. It includes weapon training and assisting in the conduct of 6-monthly range shoots for Response Team personnel, continuous assessment and improvement of security training procedures and implementing various training methods and best practice to develop and enhance staff skills and performance.
All training must be compliant with the Regulatory requirements of ICAO Document 8973 Aviation Security, MOI ROE and the ICAA National Civil Aviation Security Training Program (NCASTP).
A solid knowledge of performance management tools, techniques, and utilizing ‘state of the art’ technology, is vital, along with the ability to forge relationships with peers and customers.
Key Areas of Responsibility:
a) Regulatory requirements: Demonstrate excellent knowledge of all pertinent security regulations and standard operating procedures, the training requirements of the ICAO Document 8973 Security Manual, the ICAA National Civil Aviation Security Training Program (NCASTP) and the MOI Rules of Engagement.
b) Lesson Plans & Courses : Assist in the development, and then deliver comprehensive ground security Response training programs, including lesson plans, exercises and instructional materials for all identified training courses – specifically the core regulated security courses for a Response Team Security Officer (RSO), the supervisory and specialist courses for the experienced Response staff (RSS), incident management, Rules of Engagement and for all airport staff the General Security Awareness Training (GSAT) and customer service courses. Create and conduct training sessions on Response Team security protocols, procedures, and regulations.
c) Course Preparation & Delivery : Organize and prepare all courses to international standards, quality checked against stated learning objectives, then delivered in the national language of Iraq or, when required, in English. (Ensure all courses, lesson plans, examinations and power point presentations are written in Arabic and English).
d) On-Boarding Induction: Assist the HoS Security Training in the conduct of effective induction and orientation sessions for all new security hires.
e) Weapon Training: Deliver basic Weapon Training modules to Ground Security Staff including: the safety and operation of weapons, ammunition, marksmanship, dry shooting training, basic tactics and Rules of Engagement.
f) Range Shoots: Assist the HoS Response Team (QRF) (Range Conducting Officer), and Range Safety Officers in the conduct and supervision of the 6-monthly range shoots for all Response Team personnel.
g) Incident Response Training: Educating staff on how to handle various security incidents, from minor infractions to serious breaches.
h) Instructional Design: Apply instructional design methodologies to improve training effectiveness and job performance.
i) Examinations: Ensure that all courses and examinations are delivered to the standard, content and required level of knowledge; that examination results are rigorously evaluated & appropriate remedial action initiated where necessary.
j) Course Certification: Issue course certificates to successful candidates after course completion.
k) Maintaining Records: Maintain accurate records of all training activities, certifications, and employee progress and ensure that staff and training records are properly filed and secured in accordance with Training Manual procedures.
l) Methods: Deploy a wide variety of interactive and hands-on training methods, such as simulations and role playing, using visual exercises, varying incident scenarios, and both field and table top exercises, to make learning more engaging & practical.
m) Workshops: Assist in organizing GNDSEC workshops and seminars to meet the practical aspects of training needs and staff development.
n) Mentorship & On-the-Job training: Provide on-the-job training and mentorship to new staff, offering feedback and addressing areas of low performance.
o) Assess and evaluate trainees: Monitor and assess the progress of trainees, providing feedback and guidance to ensure they meet the required standards.
p) Maintain training materials: Update and maintain training materials to ensure they are current and effective.
q) Currency: Keep current with the latest developments, training trends and industry best practices in airport operations, security regulations, and training methodologies to ensure that the training syllabuses are current and effective.
r) Collaborate with stakeholders: Work with the HoS Security Training and with HoS Response, to ensure that training programs and courses meet organizational needs.</p><p>Education: Ground Security Instructor or equivalent, Ground Security Supervisor, Weapon Training Instructor, Managing Safely (IOSH) or equivalent, Protective Security Diploma or equivalent.
Experience: Applicant should preferably have a military background. Minimum of 2 years in a Ground/Response Security training instructor role with domestic and/or international experience. Experience of operating in post conflict & multicultural environments. Minimum of 5 years working within an airport or site security establishment.
Computer Skills: Knowledgeable in Microsoft Office suite (user´s perspective) and able to manage other specific project/management software, provided the adequate training.
Language Skills (Eng., Arabic, other): Solid knowledge and command of written and spoken English (essential) and Arabic (essential).

<p> ASSIGNMENT OBJECTIVES</p><p>The objectives are to:</p><p>1) Strengthen the existing draft evidence base on how social security entitlements are interpreted, applied and enforced, and extend it to the mechanisms through which workers raise and resolve complaints and appeals.</p><p>2) Secure tripartite and institutional validation of that consolidated evidence base.</p><p>3) Build the capacity of those who decide, administer and support social security claims, through curricula national training institutions can keep running after this agreement ends.</p><p>4) Place before decision-makers a prioritised set of options, with order-of-magnitude resource implications, for strengthening the legal framework and the routes by which workers pursue their entitlements.</p><p>4. SCOPE OF WORK AND METHODOLOGY</p><p>This agreement is the sole arrangement for this work stream and all activities are delivered within the agreed value. Bidders shall not assume that any event, expert engagement, expert fee, translation, printing, transport, entry permit, participant payment or venue requirement is met separately. Requirements outside the priced scope must be raised in the Technical and Financial Proposal and, if necessary, at the Inception Report stage.</p><p>Activity numbers, sizes, sequencing, locations and participant numbers are indicative and adjustable within the agreed value and period by written agreement. The deliverables in Section 6 are the binding outputs.</p><p>Component A. Strengthening the analytical report</p><p>1) Starting material. The ILO's draft report is the base text of the deliverable, not background material; proposals set out how they would appraise the full draft at inception and what they expect to remain, and the Inception Report fixes the remaining scope with the ILO on the basis of the draft as received. The ILO holds the rights in the draft, grants the Implementing Partner the right to use and modify it for this agreement, and determines authorship and acknowledgement in any publication.</p><p>2) Higher court analysis. Strengthen the analysis of how the higher courts interpret and enforce the framework, against a sample frame agreed at inception, bounded to the Court of Cassation and, for constitutionality challenges only, the Federal Supreme Court, and including first-instance and appellate decisions held in the same cassation file. Test, rather than assume, the premise that decided case law rests predominantly on Law No. 39 of 1971, Law No. 18 of 2023 having entered into force only on 26 November 2023. Establish which settled principles carry over to Law No. 18 of 2023, which are displaced and which the transitional provisions leave uncertain, and where liability falls when contributions were never paid or the worker never registered. Identify the procedural requirements that operate as barriers to claimants, including limitation periods, time limits for objecting to an administrative decision, and the medical assessment of invalidity and employment injury.</p><p>3) Enforcement. Provide a qualitative chapter on enforcing judicial decisions, drawing on the case sample and key informants and identifying the principal obstacles to executing judgments. A separate empirical study of execution files is not required and shall not be priced.</p><p>4) Legal framework. The review covers Law No. 18 of 2023, Law No. 39 of 1971, labour court and cassation procedure, and the constitutional provisions on social security entitlement. Labour Law No. 37 of 2015 is reviewed only where it governs social security claims: proof of the employment relationship, labour court jurisdiction and procedure, and labour inspection and the sanctions on employer registration and contribution compliance. No general review of that Law, or of constitutional labour protections, is in scope.</p><p><br></p><p>REQUIRED EXPERTISE OF THE IMPLEMENTING PARTNER</p><p>The Implementing Partner shall be a legally registered non-profit entity, such as a non-governmental organisation, research institution, university, legal institute or intergovernmental organisation, operating or able to operate in Iraq. It may be an ILO constituent organisation or affiliated member, or a non-constituent organisation meeting all other criteria. It shall practise non-discrimination in selecting participants. It shall not appear on any United Nations ineligibility or debarment list, be subject to European Union restrictive measures or appear in the EU Financial Sanctions Database, and shall have no history of failed obligations or prohibited conduct. Before award the ILO screens the proposed partner, its governing body and its senior management against these lists, under the Terms and Conditions applicable to Implementation Agreements, incorporated by reference under Section 16.</p><p>Bidders shall meet the following criteria. Each criterion specifies the documentary evidence required.</p><p>1) Organisational capacity and legal status. Established governance and internal financial controls, and at least three years of operational experience in Iraq or the Middle East region. Evidence: registration certificate; organisational profile; governance charter or by-laws; two years of audited financial statements.</p><p>2) Financial administration capacity. Capacity to manage donor funds at the scale of this agreement and to administer multiple expert engagements and event budgets transparently. Evidence: audit reports from two prior projects of comparable scale; reference letters from two prior funders; dedicated project account capability.</p><p>3) Capacity to mobilise specialised legal expertise. Senior legal expertise, in-house or through a roster of external experts, of the calibre required for analytical refinement, for peer review by senior judges and lawyers, and for training, together with social security administration and complaints-handling expertise. Evidence: how such expertise is mobilised; curricula vitae or profiles of indicative experts; one comparable assignment.</p><p><strong>Desired Candidate Profile</strong></p><p><br></p>
<p>Job Specification
• Act as the primary liaison and first point of contact for ATC, RFF, Ground Handling Agents, Airlines, Engineering, and external stakeholders on all airside operational matters during the shift, escalating to the Head of Airside Operations where required.
• Ensure strict enforcement of Airside Driving Regulations (ADR), Apron Discipline, and all active Airside Driving Permits (ADP) and Airside Vehicle Permits (AVP) throughout the shift; direct shift inspectors to act on violations and authorize the issuance of Non-Compliance Notices (NCN).
• Coordinate and direct Wildlife Hazard Management activities during the shift, ensuring that wildlife observations are reported, logged, and acted upon in accordance with the Wildlife Hazard Management Plan, and that the runway and movement area remain safe for operations.
• Oversee apron safety and operational discipline across all apron zones, including monitoring of ground handling activities, FOD prevention, fuel safety compliance, and resolution of apron.
• Authorize and oversee emergency and contingency responses for airside-specific incidents during the shift — including runway/taxiway incursions, ground handling accidents, FOD alerts, fuel spills, airside vehicle accidents, and wildlife strikes — in accordance with the Airport Emergency Plan (AEP) and Airside Operations contingency procedures.
• Complete, review, and submit comprehensive shift log reports capturing all significant events, incidents, operational decisions taken, and handover notes for each shift, ensuring accurate and auditable records for the Head of Airside Operations.
• Conduct or delegate shift airside inspections of the movement area, apron, perimeter roads, and active worksites, ensuring compliance with ICAO Annex 14 standards, aerodrome certification requirements, and airport operational procedures.
• Represent Airside Operations in real-time coordination calls, Airside Operations Room meetings, and pre/post-flight briefings during the shift as required.
Human and Technical Resources
• Direct and coordinate the full complement of Airside Operations shift staff across all sections for the duration of the shift, ensuring appropriate task allocation, coverage of all operational zones, and staff welfare.
• Utilize the available management systems, stand planning tools, NOTAM databases, radio communication systems, and CCTV/surveillance platforms to maintain real-time situational awareness and operational control throughout the shift.
• Ensure all shift operational vehicles and equipment are serviceable and deployed effectively; report unserviceable assets to the Head of Airside Operations and Engineering for immediate action.
Planning and Programme
• Review and brief all shift staff on the daily flight programme, scheduled airside works, active NOTAMs, planned closures, and any regulatory or safety advisories at shift commencement.
• Contribute shift-level observations and operational data to the continuous improvement of Airside Operations procedures, SOPs, and contingency plans by providing structured feedback to the Head of Airside Operations.
Core Operational Activities
• Execute structured shift start and shift end handovers, ensuring all active permits, incidents, NOTAMs, ongoing works, and outstanding actions are clearly communicated and transferred to the incoming duty manager.
• Authorize real-time operational decisions including temporary runway/taxiway restrictions, emergency equipment pre-positioning, and suspension of airside work activities when safety is at risk.
• Coordinate the activation and stand-down of airside emergency responses for airside-specific incidents, ensuring all relevant parties (ATC, RFF, Ground Handlers, Engineering, airside operations team) are notified and deployed in accordance with the AEP.
• Monitor and enforce FOD (Foreign Object Debris/Damage) prevention programmes across all apron and movement area zones, directing FOD inspections and ensuring immediate clearance of any identified debris.
Human Resources Management
• Provide direct line management, mentoring, and performance evaluation for all operational shift subordinates in alignment with the airport HR and competency framework.
• Manage leave planning, duty rosters, and workforce scheduling to ensure continuous, uninterrupted operational coverage of all shift functions.
• Identify training and career development opportunities for Operations Section staff and foster a safety-first, accountability-driven team culture.</p><p>Education
• Bachelor's Degree, (Preferably in Aviation Management, Airport Operations, Aeronautical Science) Engineering, or a related discipline from a recognized institution.
• A post-graduate qualification or diploma in Aviation/Airport Management is an added advantage)
Experience
• Minimum 6 years of progressive experience in airport airside operations, of which at least 2 years must be in a supervisory or senior Operational role with demonstrated shift management responsibility.
• Proven experience in apron management, movement area operations, airside safety enforcement, and emergency/contingency coordination.
• Experience across multiple Airside Operational functions is highly desirable.
Computer Skills
