<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The Mechanical Engineer will be based on-site in Basra, Iraq, and will be responsible for supervising and executing mechanical installation works for static and rotary equipment within an EPC oil & gas construction project. <p>Overview ***This position will be physically located in Iraq in support of LOGCAP.*** Under direct supervision of the Deputy Fire Chief, the Assistant Chief of Operations m anages the administration a fire district within the Fire and Emergency Services department. <p>Section Head, Security Standards, Quality Assurance & Compliance (HoSQC)
The post holder is responsible for the daily management of the Standards, Quality Assurance & Compliance (SQC) team, and supporting the Head of Security Operations Support (HoSOS). This is a key role and includes ensuring that all Security Business Unit Departments and Sections adhere to external regulations, laws, and internal policies; identifying and rectifying non-compliance issues through audits; ensuring that processes, products, and services consistently meet AvSec quality standards and preventing defects through systematic activities and continuous improvement.
A solid knowledge of compliance, audit and quality assurance systems and processes is vital, along with the ability to forge relationships with other sub departments and when required, the airport directorate, agencies and external stakeholders.
Key Areas of Responsibility:
a) Leadership: Lead and manage the Standards, Quality Assurance and Compliance Section and its team of staff members.
b) Security provision: To ensure the airport’s security operations meet international standards, comply with ICAO Annex 17, IATA security protocols, and ICAA regulations, while embedding quality assurance, and compliance oversight into all security functions.
c) Security Standards Development: Define and maintain security operational standards across passenger screening, baggage handling, cargo security access control. Align security procedures with ICAO, IATA and ICAA requirements. Maintain the library of SEC documentation, and develop and update programs, Manuals, Plans and SOPs for security functions as required.
d) Quality Assurance: Establish & manage a Security Quality Management System. Conduct audits, inspections and performance reviews of security checkpoints, K9 Units and surveillance systems. <p>Purpose and Scope: Supervise the Maintenance cycle to ensure satisfactory completion of the program objectives. Essential Responsibilities: Supervises all maintenance operations for assigned equipment in accordance with applicable PWS, Company policies, OSHA, DOT, ANSI, ASME and applicable military regulations. The Project has the three following specific </p> <p>objectives: Water Management - Increase water availability and irrigation efficiency to sustain </p> <p>water supply for agricultural production in the selected governorates Climate Change - Mitigate the </p> <p>impact of climate change namely the reduction in precipitation and increasing water scarcity by </p> <p>supporting irrigated agricultural production Agriculture - Enhance the profitability of the supported </p> <p>small farms/agri-businesses in order to contribute to the improvement of the income of the rural </p> <p>vulnerable farmers our client will be responsible for the design and rehabilitation works of the </p> <p>irrigation infrastructure schemes such as the lining of dried up water canals, supply and lay out of </p> <p>closed irrigation systems and rehabilitation of pumping stations. </p> <p> <br> </p> <p> Purpose and Scope of Assignment </p> <p>Under the overall guidance of the Project Manager and the direct supervision of the Lead Civil </p> <p>Engineer, the Civil Engineer is required to perform the following specific duties and responsibilities </p> <p>ensuring their effectiveness, transparency, and integrity: </p> <p> <br> </p> <p>Coordination, Delivery, and Performance: </p> <p> Plan, supervise, and manage the implementation of SARP rehabilitation and/or construction </p> <p>works, ensuring alignment with project requirements, timelines, and budgets. </p> <p> Responsible for preparing the bill of quantities, as-built and construction drawings </p> <p> Responsible for day-to-day coordination with the contractors and suppliers according to the </p> <p>needs and requirements on site; </p> <p> Inspects and report on contractor s works in progress ensuring that the contractor meets </p> <p>UNOPS quality standards; </p> <p> Provide support and guidance to the contractor and assists in resolving site problems, as </p> <p>necessary; </p> <p> Assist in the preparation of project plans, detailed schedules, and progress reports, and </p> <p>contribute to project closure activities and documentation. </p> <p> Responsible for supervision of technical staff and consultants assigned to the project, and the </p> <p>assignment and monitoring of duties during the progress of works; </p> <p> Liaise with relevant government authorities, beneficiaries, and stakeholders to facilitate </p> <p>permits, secure approvals, and maintain effective working relationships. </p> <p> Embed sustainability dimensions including social and gender inclusion, as well as Health, </p> <p>Safety, Security, and Environmental (HSSE) aspects into the project during the design and </p> <p>construction phases;</p> <p> <br> </p> <p>Knowledge Building and Sharing </p> <p> Ensure that lessons learned and challenges are documented throughout the project </p> <p>implementation and shared with the project team; </p> <p> Participate in knowledge-sharing initiatives and contributing insights and lessons learned.</p> <p> <br> </p>

Key competencies<br><p>A. Recruitment Qualifications </p> <p>Education </p> <p>A Bachelor s degree from a recognized university in Water Resources </p> <p>Engineering, Civil Engineering, Environmental Engineering, or </p> <p>Construction Management is highly desirable. </p> <p>A Master s degree from a recognized university in one of the </p> <p>above-mentioned fields is desirable. </p> <p>Certifications: </p> <p>Required </p> <p>Membership of the Iraqi Engineers Association </p> <p>Prince2, PMP or similar project management certification is an asset </p> <p> <br> </p> <p> A minimum of 2 years of experience in development and coordination within agricultural, </p> <p>water resources , or related projects, particularly in irrigation (Open Channels and Closed Pipe </p> <p>System) and water-related activities, is required. </p> <p> Experience in site supervision, as well as monitoring and evaluation, is required. </p> <p> Experience working on international and/or local projects in conflict-affected areas is </p> <p>preferred. </p> <p> Experience in implementing and delivering projects for international organizations is </p> <p>considered an asset. </p> <p>Experience in report writing, data analysis, and document drafting is desirable. </p> <p> Experience in Health and Safety Management is desirable. </p> <p> Proficiency in computer-aided design software, particularly AutoCAD, is desirable. </p> <p> Experience in quality assurance and quality control (QA/QC) for infrastructure projects is </p> <p>desirable. </p> <p> Experience working in the southern governorates is desirable.</p> <p> <br> </p> <p>Language </p> <p> Fluency in English and Arabic is required. </p> <p> <br> </p> <p> <br> </p> <p> Key Competencies </p> <p>(Technical knowledge, skills, managerial competencies, or other personal competencies relevant to </p> <p>the performance of the assignment.
