Thus, under the Building Equitable and Inclusive Transformation (BEIT) project, funded by the European Union and implemented by the International Labour Organization (ILO) in partnership with the United Nations Human Settlements Programme (UN-Habitat) and the International Trade Centre (ITC), the ILO has initiated technical cooperation to support the establishment of a National Public Works Programme. This programme is sector-focused and designed to leverage governmental investment funds to ensure sustainability of decent work opportunities while creating synergies with various social protection systems in order to advance national development and economic objectives. <p><h4>Duties</h4> <p>Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace.</p> <p>Comply with all Environmental Health & Safety and Quality Assurance requirements and goals.</p> <p>Development and updating of the operations plan and maintenance program on a monthly basis.</p> <p>Record keeping for site data including as-builts, O&M manuals, commissioning documentation, design drawings, material and equipment cut sheets, etc.</p> <p>Develop and maintain the MSDS program and provide access as specified for all EC personnel.</p> <p>Develop, implement, and enforce a comprehensive safety program for all O&M Contractor staff, including periodic inspections and training programs.</p> <p>Provide information and materials to these divisions as necessary to ensure adequate and legal documentation.</p> <p>Review and maintain current information manuals for building operations and repair services and maintain accurate equipment and personnel records.</p> <p>Act as the Program Manager’s principal operations representative.</p> <p>Responsible for the management of all O&M functions, including ensuring there are qualified personnel to meet staffing requirements, and the central planning, coordination, control, and actual performance of these functions.</p> <p>Manage the O&M and other assigned functions on site to ensure overall contract performance, which requires getting information to and from critical operating/supporting elements and directing/coordinating actions to ensure resources are fully utilized to properly perform the mission.</p> <p>Monitor system readiness, identify problem areas, and respond to mission requirements to perform contract requirements.</p> <p>Direct and monitor the preventive maintenance program; accept, process, coordinate, and assign work orders, projects, and large task assignments.</p> <p>Control resources; monitor staff proficiency and qualifications; monitor staff endurance; monitor the location and activities of assets; and coordinate the flow of information to and from O&M staff.</p> <p>Perform additional duties and projects assigned.</p> <h4>Required</h4> <p><strong>Minimum acceptable experience level:</strong></p> <p>Minimum of 15 years’ experience in operations and maintenance services, with a minimum of 5 years’ experience in large facilities.</p> <p><strong>Knowledge, skills and abilities:</strong></p> <ul> <li>Demonstrated working knowledge of operations and maintenance activities for a small plant, overseas, or military facility.</li> <li>Demonstrated ability to manage required staff.</li> <li>Ability to work in a fast-paced environment requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.</li> <li>Cross-cultural sensitivity with an international perspective.</li> <li>Excellent organizational and time management skills.</li> <li>Computer skills, specifically in Microsoft Word and Excel.</li> <li>Ability to become an active and functioning member of a team.</li> <li>Ability to be innovative and be an agent for change.</li> <li>Expert communication skills to facilitate and disseminate information.</li> </ul> <p><strong>Education:</strong> A high school diploma or GED. Valid drivers’ license.</p> <p><strong>Security vetting:</strong> Must be able to obtain and maintain a Secret US Government Clearance. Note: US citizenship is required to obtain Secret Clearance.</p> <p><strong>Language skills:</strong> Satisfactory English proficiency to meet job requirements and to adhere and comply with safety, health, and security measures.</p> <p><strong>Medical:</strong> Successfully complete and pass the medical and dental examinations as required by Amentum and our customer for deployment to Iraq. Temperatures can reach 120-130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods.</p> <p>Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors.</p> <p>This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.</p></p><p></p>
